We are doing climate-smart development. Through the international climate fund, the UK has helped over 15 million people cope with the effects of climate change and given 2.6 million people access to clean energy. My right hon. The hon. Lady is right to point out that climate change has a number of different impacts that go well beyond the environment. She will know that last year we held the Girl summit, because it is all about increasing momentum to tackle child marriage worldwide. The UK now has a flagship programme in place to do just that.

In 2015 we have a once-in-a-generation opportunity to make progress on both international development and climate change. In countries such as Bangladesh and in regions of Africa, the connection between climate change and child marriage is stark. Desperate families faced with failing crops, flooding and extreme weather impacting on their livelihoods and homes are deciding to see their daughters married earlier and earlier, in the hope that they will at least have a roof over their heads and food to eat. Friend the Member for Welwyn Hatfield (Grant Shapps), announced a brand-new programme that the UK will be heading called Energy Africa, which is supported by Kofi Annan. It will mean that we can get energy to the people who are least likely to be able to afford it, but— this is critical—we are doing that in a renewable way, which we think will have a huge impact in the coming years.

Yes, I think that the key is to work with the grain of human nature and put in place programmes that allow livelihoods to be more successful and profitable, and that can go hand in hand with protecting and preserving the environment. The programme to which my hon. Friend refers is one of a number that the Department has put in place to ensure that reforestation happens.

I congratulate the Department on the excellent work it has done with the Nepali Government over many years on the community forestry programme, which has seen forestation increase in Nepal. Are there lessons to learn from that programme for other areas in which the Department operates?
The UK provides support through a number of multilateral organisations, including Climate Investment Funds and the Global Environment Facility, as well as through contributing to EU programmes that support affected countries.

I am in regular contact with Ministerial colleagues on the issue of climate change and the Sustainable Development Goals. Ensuring that environmental sustainability and climate change are clearly integrated into the Sustainable Development Goals is a key priority for the UK Government.
The hon. Lady will be aware that the Government were represented by the Secretary of State for Energy and Climate Change. I should also like to update the House. Since Typhoon Haiyan hit the Philippines last year, we have done a huge amount of work with the Government there, and that is one of the reasons that they were better prepared to cope with the storm that came in recently. I am proud of the work that our DFID staff have done. [Interruption.]

I notice that the Secretary of State failed to condemn her Tory colleagues in the European Parliament for that vote. The typhoon that hit the Philippines nine days ago reminds us of the threat that climate change poses to the world’s poorest people. She is spending £2.4 billion of British taxpayers’ money on helping vulnerable people to adapt to climate change, yet neither she nor any Minister from her Department attended the Lima climate change conference last weekend. Why on earth not?

I regularly discuss the sustainable development goals with my international counterparts, most recently doing so with the Secretary-General of the United Nations, Ban Ki-moon, at the UN General Assembly. Of course, ensuring that environmental sustainability and climate change are integrated into the sustainable development goals is a key priority for the UK Government.

We think that making sure we have targets on areas such as climate change is vital. We also recognise that millennium development goal 7, on sustainable development, was ineffective, because people did not focus on it and it needed to be better mainstreamed into the rest of the framework. It is important that we focus on ensuring that sustainability is mainstreamed right the way through the post-2015 framework.

He will also be aware of a lot of the work my Department does on helping people cope with and adapt to the problems of climate change. The poor are always hit hardest and hit first by climate change, and they have the least wherewithal then to get their lives back on track.

Climate change disproportionately affects the poorest people in the world, so will the Secretary of State act on the calls of supporters of Christian Aid, including those from St Andrew’s church in Chippenham who met me recently, to do what she can to help make sure that next year’s Paris climate talks deliver an agreement that will tackle this threat and look after the very people her Department seeks to help?

The UK supports a target to hold the increase in global average temperature below a stipulated, though but yet to be agreed, rise in accordance with international agreements. Language on this is included in the most recent draft goals and targets list released by the co-chairs of the Open Working Group (OWG) on 2 June 2014.

The Prime Minister has confirmed that following this year's Olympics Hunger summit, the UK will continue to drive forward action against hunger in 2013, with a further event on food and nutrition in June, before the main G8. In 2013, the UK will also prioritise taking forward the G8 New Alliance for Food and Nutrition Security—which aims to lift 50 million Africans out of poverty over the next 10 years through agriculture sector growth.
