To ask the Secretary of State for Transport what proportion of the increase in annual funding to 2015-16 announced for the Support for Maritime Training scheme will be spent on (a) officer cadet and (b) ratings training; and how many new (i) officer and (ii) ratings places will be created...
I anticipate that the increase in annual funding in the Support for Maritime Training scheme will be spent on officer cadet training and will fund an additional 200-220 officer trainees.
Following discussions with representative bodies for the maritime industries I intend to seek evidence about the value of rating training in deciding whether any proportion of the additional funding should be made available to train additional ratings.

The Maritime and Coastguard Agency (MCA) is in regular contact with the shipping industry through the sponsoring companies (Training Providers) within the Support for Maritime Training (SMarT) scheme. Feedback demonstrates that there is a shortage of berths for cadets on board UK flagged vessels.
The guidance for training arrangements under SMarT is frequently reviewed by the MCA. The Agency liaises with MaTSU, the independent administrators of the scheme, who conduct regular audits of the training providers to ensure they are in compliance with the scheme's requirements.
The responsibility of the training providers, regarding the support of shipboard training is specifically covered in Marine Guidance Note 455 section 10. There should not be a problem with shipboard training provided that these requirements are complied with.

The Department for Transport published ‘Interim Guidance to UK Flagged Shipping on the Use of Armed Guards to Defend against the
Threat of Piracy in Exceptional Circumstances’ on 6 December 2011 with a subsequent revision published in June 2012 (version 1.1). The guidance was produced in consultation with key industry stakeholders including the Chamber of Shipping and other Government Departments. It contains specific reference to the industry developed ‘Best Management Practices for Protection against Somalia Based Piracy’ (BMP).
The Department recommends that the armed guards guidance is read alongside the DFT ‘Guidance to UK Flagged Shipping on Measures to Counter Piracy, Armed Robbery and other Acts of Violence against Merchant Shipping’ which was published in November 2011.
