I appreciate my right hon. Friend’s tenacity and doggedness in making the case for Epsom. I am a big supporter of the decision that has been made, and I am afraid, from his point of view, that the final decision on the location of the new hospital—in Sutton—has now been made. However, I am always open-minded to what further health services can be deployed in Epsom itself, and I suggest that my right hon. Friend and I work together on that.

I welcome the Government’s substantial investment in hospital services in my area. The Secretary of State knows that I remain disappointed that Epsom, was not the NHS’s choice of location— rather than Sutton—but will he assure me that as the NHS reviews the impact of the pandemic and looks at future capacity needs, he will keep an open mind if that decision needs to be changed, because in the end Epsom represents better value for the health service?

We warmly welcome Channel 4’s agreement to establish a new national headquarters outside London. I am sure that a number of cities throughout the country will be well placed to host Channel 4. The final decision on the location is one for Channel 4 and will be made later this year.

Of course, as well as moving its national headquarters outside London, Channel 4 has committed to increase its production spend outside London to 50%, much of which will end up in the devolved nations. I am delighted to say that Channel 4 currently seems to be very popular right across the
country. Once it has made its decision to go to one particular place, I hope it remains popular everywhere else.

Does the Secretary of State agree that the strength of Glasgow’s creative and independent television production sector and its rich cultural diversity make it the ideal place for Channel 4 to land? How will he ensure that the devolved nations get a fair share of the spoils of relocation? There should be no more lift and shift, but some real spending on Scottish production companies.

I admire the hon. Gentleman’s modesty, because he merely asked for a place on the shortlist, as opposed to winning the decision. Of course, there will also be creative hubs for those cities to which Channel 4 does not move. I should declare an interest as the newly elected Sheffield city region Mayor. If Channel 4 were a city, it would be Sheffield, which is creative dynamic, authentic and welcoming. It is a city rich in culture. Does the Secretary of State agree that Sheffield would be more than deserving of a place on the shortlist of those cities bidding to attract Channel 4’s national headquarters when it relocates?

Glasgow’s bid to be Channel 4’s HQ has gathered cross-party and, indeed, cross-city support, with Edinburgh prepared to set aside ancient rivalries. Does the Secretary of State agree that with that level of support, coupled with its ability to draw on production infrastructure and creative and cultural talent, Glasgow ticks all the boxes?
The hon. Gentleman is absolutely right. It is almost impossible to overplay the amazing advances in broadcasting production in Northern Ireland over the past few years. It has been an absolute triumph and a great addition not only to the economy but to society and culture in Northern Ireland. I am sure that Channel 4 will consider that, too.

I do not wish to add to the bidding war, but when the Secretary of State has discussions with Channel 4 about where it might relocate, perhaps it might also reconsider some of its options in terms of its broadcasting output throughout the United Kingdom.
It has made the decision to move its national headquarters, and it will make the decision about where to move them before the end of this year, with the move taking place next year. The case that my hon. Friend makes for Birmingham is a very strong one.

I never thought I would say it, but HS2 will mean shorter journey times between the west midlands and London,
so does that not make the region an obvious choice for Channel 4? When will it make the decision to change its headquarters?

I know how strongly my hon. Friend feels about this issue and I have noted the verve with which the Mayor of the west midlands has campaigned for Channel 4 to move there. We believe that the company needs to do more outside London and I can certainly see the arguments for it to move its headquarters.

The Mayor of the west midlands has cross-party local support in trying to attract the Channel 4 headquarters to the region. Will my right hon. Friend outline in more detail how he thinks—and, more important, when he thinks—Channel 4 will move?
Yes, of course. A lot of this is about where the broadcast production is commissioned. However, the location of the commissioners will undoubtedly help to determine some of that.

I am sure that the Secretary of State will want to congratulate Bristol on being designated UNESCO city of film, which is yet another good reason for Channel 4 to choose to relocate there, but does he agree that, wherever it relocates, this is about commissioning and it will be necessary to ensure that there is a regular spread of commissioning services across the country?

The government wants Channel 4 to do more to drive economic growth outside London, stimulate regional creative industries, and better serve regional audiences. That means relocating out of London, and we want to work with Channel 4 to do that.
