My Lords, we want to help schools to narrow attainment gaps. One way of doing that is through the pupil premium, which represents additional funding rising to £900 per pupil next year for children on free school meals. From this September, schools have to publish details of how they use their premium. My department publishes in the school
performances tables information about disadvantaged pupils’ achievement. Ofsted has a closer focus on how the premium is used and on how it benefits pupils.

My Lords, the Government take their obligations under the UN Convention on the Rights of the Child very seriously and are implementing the commitment made in December 2010. The Government have used the home affairs clearance process to consider the implications of their proposals for children's rights. The Minister for Children has also written recently to all government departments to reinforce this commitment, and departments are being given further guidance and support on the UNCRC in preparation for the next legislative Session.

The law enables parents to decide the most appropriate way for their children to participate in collective worship. They can choose to withdraw their children from all or part of collective worship, without having to give a reason. Parents can also discuss with the school options for their child to attend alternative provision for collective worship.
Schools are required to design collective worship provision so that it is appropriate to all pupils, regardless of whether or not they hold a religious belief. They also have the flexibility to lift the requirement for broadly Christian collective worship so that they can provide collective worship that better meets the needs of their school communities.
We have no evidence of children having been victimised because they are withdrawn from collective worship. Governing bodies of schools are under a duty to promote their pupils' well-being as part of their responsibility for running the school. Schools are required by the Equality Act 2010 not to harass or victimise a pupil in relation to education or the benefits, services and facilities they offer pupils. Schools are also under a duty to address any form of victimisation or bullying.
In addition, an important feature of Ofsted inspection relates to how the school promotes pupils' spiritual, moral, social and cultural development; and inspectors look particularly at the behaviour and safety of pupils.
We think that, taken together, these provisions allow parents sufficient choice and safeguard the interests of children, in respect of collective worship in schools.

We think that the right of parents to have a choice about having their children educated according to their religious or philosophical belief is fundamental. The option for parents to withdraw their children from collective worship gives them the right to exercise this choice. Parents can also discuss with the school options for their child to attend alternative provision for collective worship.

In a Written Ministerial Statement on 6 December 2010, the Government gave a commitment to ““give due consideration to the UNCRC articles when making new policy and legislation””. We are using the UN Committee's 2008 concluding observations as a reference point for where we can make progress.
We are addressing many of the key areas of concern raised by the UN Committee, for example:
following a detailed review last year, we have consulted on proposals to strengthen the role of the Children's Commissioner to promote and protect the rights of children in England in line with the UNCRC. The proposals will be implemented through legislative changes as soon as the parliamentary timetable allows;
there have been significant reforms to the arrangements for children and families who have been unsuccessful in seeking asylum, prior to deportation—in particular the Government have said they will end the detention of children for immigration purposes and close Yarl's Wood detention centre;
we are tackling the links between children's achievement in school and their background through a pupil premium so that resources and support reach the pupils who need them most;
the Government are working with interested parties to address the issue of the commercialisation and sexualisation of children. This follows the independent review by Reg Bailey and his report Letting Children be Children which made a series of practical recommendations to businesses, broadcasters and regulators;
we are introducing free early education for disadvantaged two year-olds, reforming Sure Start, recruiting 4,200 extra health visitors and have reviewed the early years foundation stage so that the very youngest children get the best start in life;
we have accepted Professor Munro's recommendation to provide early help to families and children in order to prevent incidence of abuse and to ensure that children who have been abused receive appropriate support and protection;
we are committed to improving outcomes for children in care and to improving the volume and timeliness of adoption;
our Green Paper on special educational needs will lead to significant reforms in the education and health support for children with special educational needs and disabilities, including in respect of giving children a stronger voice in planning their support arrangements;
the development of a positive for youth statement, to be published later this year, will begin to tackle the committee's concerns about the negative portrayal of young people in the media.
This is by no means an exhaustive list of the Government's progress on the UNCRC recommendations but provides a snapshot of some recent achievements.
This year marks the halfway point between the UN Committee's concluding observations from 2008 and the Government's next report to the UN Committee due in 2014. It will not be possible to implement all of the UN Committee's recommendations, but we want to make further progress in ways that will bring about the greatest benefits for children. We will listen to views from the children's commissioner and organisations in the civil society in deciding on our next steps.

My Lords, since we launched our review of the national curriculum in January, we have undertaken a call for evidence and are currently analysing the responses. We will announce our proposals on the issues covered by the first phase of the review by early next year. So far as PSHE is concerned, we have been considering the scope and timing of the review announced in the schools White Paper, and we will announce further details shortly.

My Lords, the Government welcome Graham Allen’s report, which is a helpful contribution to their thinking on social mobility. We also welcome its acknowledgement of the importance of the early years and good parenting. We are considering the report carefully and will also take account of the recommendations of other reviews looking at related issues: by Frank Field on child poverty, Dame Clare Tickell on the Early Years Foundation Stage and Professor Eileen Munro on child protection.

Educational psychologists play an extremely important role in supporting children and young people who have special educational needs, and their families.
The Children’s Workforce Development Council administers a voluntary subscription scheme for local authorities to fund the entry training of educational psychologists to help ensure supply. This scheme has become unsustainable because so many local authorities are not contributing. We want to place the training of educational psychologists on a more secure footing in the context of the forthcoming Green Paper on SEN.

My Lords, among other measures, we are committed to the goal of ending child poverty by 2020, to carrying out a wide-ranging review of child protection by Professor Eileen Munro, announced today, to publishing serious case reviews, to giving parents of children with special educational needs more say over their children’s education and providing 4,200 extra Sure Start health visitors.
