Mr. Hoyle: To ask the Deputy Prime Minister what plans there are for providing new housing with a selling price of £60,000 in the
Chorley constituency. [214397]
Keith Hill: The Office of the Deputy Prime Minister recently announced that we are working on a new First Time Buyers Initiative--of
which the "Design for Manufacture" competition is an adjunct--designed to provide those who are unable to purchase a home outright
with a "stepping stone" to independent home ownership. English Partnerships will be leading on the delivery of 15,000 homes to 2010.
It is not possible, at the present time, to identify precisely where homes constructed under these schemes will be available.
However, in addition to sites in English Partnership's portfolio we will be encouraging other landowners, such as local authorities,
to use the scheme's model as a way of addressing affordability issues in their areas.

Keith Hill: Estimates of average house prices at local authority level are only available back to 1996 and are based on Land
Registry data. The figures for 1996 to 2003 are available from the Housing Statistics section on the Office of the Deputy Prime
Minister's internet site.

Mr. Gray: To ask the Deputy Prime Minister what the house price to incomes ratio is in each region; and what plans he has to boost
affordable housing investment in the South West. [185182]
Keith Hill: The latest data on property prices to earnings ratios is set out in the following table. The substantially increased
funding for affordable housing announced in the Spending Review will, along with significant improvements in efficiency, provide
10,000 (50 per cent.) more social rented homes a year by 2007-08. More than 40,000 homes will also be provided in the next
three years for essential public sector workers and through other low cost home ownership schemes. The Office of the Deputy Prime
Minister is looking at how funding will be split between regions to reflect housing needs and our national housing priorities and
targets.

Matthew Green: To ask the Deputy Prime Minister when he expects to publish the Government's response to the Barker Review of Housing
Supply in the UK. [179884]
Keith Hill: The Government do not intend to publish a single response to the Barker Review of Housing Supply in the UK. Kate Barker
made a number of recommendations and, as my right hon. Friend the Deputy Prime Minister and my right hon. Friend the Chancellor of
the Exchequer indicated in an initial reaction to the report when it was published, the time scale for responding to each of these
will vary. The Office of the Deputy Prime Minister intend to announce our decision on new regional arrangements for planning by the
end this year, following a consultation exercise to be launched next month, and have them in place by September 2005. Also in
September 2005, we will publish a national housing market affordability goal, again, following consultation. Our aim will be to keep
stakeholders fully informed as the work develops and to publish regular reports on overall progress.

Mr. Drew: To ask the Deputy Prime Minister what assessment he has made of the likely impact on property prices of the introduction
of home sellers' packs. [173871]
Keith Hill: The initial view of the Office of the Deputy Prime Minister is that the introduction of home information packs (HIPs) is
unlikely to have a significant effect on property prices. This is supported by evidence from other countries that have introduced
similar measures and by a survey carried out by the UK's largest estate agency group which suggested there would be little impact on
the number of properties sold if HIPs were introduced. We will continue to keep this assessment under review during our discussions
with stakeholders and consumer representatives on the final contents of the HIP.
