Many of our cultural institutions are creating digital records of their collections. We consider this to be important in terms of preserving those collections and making them available online to the widest possible audiences. To support this, we recently announced £25 million of new funding to secure the future of the national and regional film archives and make them more accessible.We will shortly announce an archive review which will provide a basis for a digital strategy for culture in response to the European Commission's European Digital Library proposals.

Margaret Hodge: [holding answer 5 April 2005]: The Integrated Children's System (ICS) has been designed to enable social
services and partner agencies to achieve better outcomes for children in need.
In the longer term, as the ICS becomes widely used, its supporting IT system will enable child protection and other children's
services staff to identify children on the system who have been the subject of enquiries into whether they are at risk of suffering,
or have suffered, significant harm; have been the subject of a child protection conference; or who are the subject of a child
protection plan.
Once the system is developed and operating, there will no longer be a need for local authorities to maintain a Child Protection
Register separate from or additional to the Integrated Children's System. No date has yet been identified for this change to be
completed.

Margaret Hodge: The databases or `indexes' would contain the following information: basic details to identify a child and whether
they are receiving universal services. These are name, address, date of birth, gender, a unique identifying number, name and contact
details of a person with parental responsibility or care of the child, name and contact details for school or other educational
setting, and names and contact details of GP practice; name and contact details for other practitioners involved with a child, so
professionals can see who to contact if they wish to discuss a child's additional needs; and an indicator of whether a practitioner
has a cause for concern about a child, so professionals can see who to contact as a matter of priority to discuss a child's
additional needs.
The indexes will not hold any case information.

Margaret Hodge: The detailed costings for a national system of databases or Indexes' are not yet available. We know that the 15
authorities involved in our 10 Trailblazers have been able to make good progress towards introducing both indexes and the vital
training and culture change required, within overall budgets of around £1 million per Trailblazer. We will take decisions on
the funding of a national infrastructure in the light of further work on the technical feasibility and an analysis of costs and
benefits. We will not move to this phase until we are clear that the processes and systems are deliverable, and that we have secured
sufficient funding.

The Department of Culture Media and Sport, through the Museums Libraries and Archives Council, supported the establishment of
Revealweb with a grant of £100,000 per year for three years (2003/04;2004/ 05;2005/06). It was made clear that funding was to cease
after 2005/06 and that it would become the responsibility of the managers of Revealweb, to sustain the project thereafter.
The Department for Education and Skills (DfES) has set up a link between the Reveal website and the DfES special educational needs
(SEN) inclusion site. We have also publicised Reveal in our regular SEN update, which is available free on subscription.
The DfES is not planning to provide any financial support for Revealweb. We are already providing substantial funding--over
£600 million--to schools, colleges and universities to improve access to education, including access to the curriculum.

Margaret Hodge: The IT system, to support the use of Integrated Children's System (ICS), will enable councils with social services
responsibilities to hold information electronically about children in need who are in receipt of their services. It will contain
information gathered in the course of working with children and their families, which has been recorded by social services. These
records have traditionally been paper-based but a growing number of councils have electronic record keeping systems in place. As
part of implementing the ICS, social service records will all be kept electronically, replacing paper-based systems.
The legislation on access to personal information held by social services departments is the same for paper- based and
electronically kept case records.
The Access to Personal Files Act 1987 gave people the general right to see social work records which related to them produced after
1987. The Data Protection Act (DPA) 1998, which came into force on 1 March 2000, enhances these rights and abolishes the time
limit. Any living person, who is the subject of personal information held and processed by a social services authority, has the
right of access to those records. The right of access only extends to the person who is the subject of those records, or someone
acting on their behalf.
A person does not have the right to know what is recorded about someone else, even someone who is a member of the same family,
without that person's consent. Requests from parents to see records relating to a child can be dealt with under these arrangements
only where they are acting in the interests of a child who is unable to act for himself, rather than on their own behalf.
The right of access extends to children and young people under 18 who understand what it means to exercise that right. If they do
not have sufficient understanding to make the request, a person with parental responsibility can make the request on their behalf.
Local authorities have a general duty in common law to safeguard the confidentiality of personal information, which they hold in
connection with their social services functions.
However, there are circumstances in which personal information can be disclosed. For example, an authority may disclose information
to social services staff directly involved in a case, or to anyone who cares for one of their clients, such as a voluntary body or
foster carers. An authority will also need to disclose personal information to various bodies with the power to order disclosure,
when ordered to do so, such as the police, the courts and statutory inquiries.

Margaret Hodge: The Integrated Children's System (ICS) is derived from the social services functions under the Children Act 1989 and
the Children (Leaving Care) Act 2000. It provides a national framework for social services to undertake their functions in a
systematic manner. It does not impose any additional duties or responsibilities on them. Funding has been provided to assist local
authorities upgrade their IT systems to help them perform their functions effectively. We do not gather information on the detailed
costs for individual local authorities of developing and running the ICS or existing systems which support their social services
functions.
The LASSL(2003)7 "Children's Social Services Funding 2004-05" set out the main aspects of the 2004-05 local government finance
settlement which is relevant to the funding provided for children's social services. It announced a capital grant of
£10 million to support the development of information technology systems for children's social services. The
£10 million is the first tranche of a total grant of £30 million payable in 2004/05 and 2005/06.
LAC(2004)22 provided more detailed guidance. It required the grant to be spent on building the information technology systems
required to support the implementation of the Integrated Children's System (ICS). This grant is therefore primarily concerned with
enabling staff to record and manage electronically case record information about children being served in the context of the
Children Act 1989. The Integrated Children's System (ICS) will be quite different from the information database(s). The ICS is a
national framework for Councils with Social Services Responsibilities' (CSSRs') to help them work with children in need and their
families. It provides a single approach for assessment, planning, intervention and reviewing based on an understanding of children's
developmental needs in the context of their families and communities. It is signed to improve outcomes for children in need. The
information gathered in the course of working with children and their families must be recorded by social services. These records
have traditionally been paper-based but a growing number of councils have electronic record keeping systems in place. As part of
implementing the integrated children's system, social service records will all be kept electronically, replacing paper-based
systems. The ICS is simply a better way to maintain and meet existing record keeping requirements and, therefore, requires no
legislative provision.
The ICS will provide a more effective way of keeping and accessing records relating to social services work with children and
families than exists at present. This will help improve standards of service to children and families.
The grant, which was announced in LASSL(2003)7 "Children's Social Services Funding 2004-05", is allocated in a way that reflects the
size of local children's social services operation. The FSS formula is used for this purpose. This grant is in addition to the
Capital Grant for Improving Information Management supporting Information for Social Care described in Local Authority Circular
LAC(2003)17. £25 million was paid in 2003-04 to CSSRs for the purposes of the developmental, improvement or acquisition of
systems for improving information management.
In total, we have provided an extra £90 million this year to support councils in improving their services to safeguard
children including responding to the recommendations made in Lord Laming's report and the Joint Chief Inspectors' Report,
"Safeguarding Children". No conditions have been attached to this money to enable councils the freedom to choose how to target the
extra resources so that they can maximise the outcome for children's services in their area. It is open to local authorities to use
some of these resources to improving their IT and recording system, as well as for training their staff.
It is for local authorities to decide how best to provide support and services for all children in need in its area. There is no
current specific earmarked funding for services; instead, Government funding is allocated to councils with social services
responsibilities on the basis of the needs of their populations. A weighted capitation formula is used to determine each body's
target fair share of available resources. It is, therefore, for councils, working in partnership with relevant local stakeholders,
to determine their spending priorities on the basis of local needs.

Margaret Hodge: Following the publication of the consultation document, "Integrated Children's System-- Working with Children in
Need and Their Families", in December 2002, a programme of work was set up in partnership with local authorities with social
services responsibilities to pilot its introduction and test the integrity of the Integrated Children's System (ICS). This will
allow the components of the system to be amended and revised before full introduction.
Pilot Studies
There are two separate but inter-related pilot studies funded by the Government in England and Wales: The first study is to assess
the development of a multi-agency and integrated approach to implementing the ICS for children in need and their families. It is a
two-year study ending in March 2005. There are four pilot sites: York, London borough of Richmond-upon-Thames and Lancashire county
council in England and Neath Port Talbot in Wales. A second study aims to investigate how the ICS operates within local authorities
with social services responsibilities. It is a two- year study which commenced in April 2004. It has a particular focus on piloting
the system with disabled children and black and minority ethnic children and their families. There are four pilot sites: West Sussex
and Newcastle in England, and Flintshire and Wrexham in Wales.

Margaret Hodge: A child protection register is a central register which is maintained for each area covered by a social services
department. The register should list all the children resident in the area (including those who have been placed there by another
local authority or agency) who are considered to be at continuing risk of significant harm, and for whom there is a child protection
plan.
Working Together to Safeguard Children (1999) sets out that the principal purpose of the register is to make agencies and
professionals aware of those children who are judged to be at continuing risk of significant harm and in need of active
safeguarding. Agencies and professionals who have concerns about a child are able to make enquiries of the register. It is
essential, therefore, that both police and health professionals have access to the register through the custodian of the register
both in and outside office hours.
The Integrated Children's System provides a single approach to undertaking the key processes of assessment, planning, intervention
and review based on an understanding of children's developmental needs in the context of their families and communities. The
Integrated Children's System is for use by social services, in collaboration with other agencies with responsibility for children in
need under the Children Act 1989.
The Government explained, in Keeping Children Safe (2003), its response to the Victoria Climbie report that we will phase out the
child protection register as the ICS is introduced. The ICS will hold all the necessary information about the child, including
whether any child protection enquires under section 47 of the Children Act 1989 have ever been undertaken about the child, whether
they are considered to be in ongoing need of protection, and whether they have a child protection plan. As a result, the child
protection register will become unnecessary.

approach for assessment, planning, intervention and reviewing based on an understanding of children's developmental needs in the
context of their families and communities. It is designed to improve outcomes for children in need. The information gathered in the
course of working with children and their families must be recorded by social services. These records have traditionally been
paper-based although a growing number of councils have electronic record keeping systems in place. As part of implementing the
integrated children's system, social service records will all be kept electronically, replacing paper-based systems. The ICS is
simply a better way to maintain and meet existing record keeping requirements and, therefore, requires no legislative provision.
The ICS will provide a more effective way of keeping and accessing records relating to social services work with children and
families than exists at present. This will help improve standards of service to children and families.
The information database(s) provided for by the Children Bill will not contain detailed case information such as this. The
information sharing databases will be broader in their coverage than the ICS (they will cover all children in England, whereas the
ICS will record information about the 4 per cent. of children in need known to social services at any one time), but narrower
in terms of the information they will hold about the child. They will contain basic information about all children and the contact
details of practitioners working with them across the board. This will be a new and valuable tool in aiding a wide range of
practitioners in working together to meet children's needs.
There is no explicit relationship between the IT system which supports the use of the ICS and the information databases. The IT
system which CSSRs purchase for the ICS are designed to hold information about children in need and their families, who are in
receipt of services from social services. It is, therefore, a specialist system for holding case based data.

Margaret Hodge: The Integrated Children's System is intended to improve outcomes for children in need. The ICS is a national
framework for Councils with Social Services Responsibilities' (CSSRs') to support their work with children in need and their
families that provides a single approach for assessment, planning, intervention and reviewing based on an understanding of
children's developmental needs in the context of their families and communities. The information gathered in the course of working
with children and their families is recorded by social services. These records have traditionally been paper-based although a
growing number of councils have electronic record keeping systems in place. As part of implementing the integrated children's
system, social service records will all be kept electronically, replacing paper-based systems. The ability to record, retrieve and
analyse information contained within electronic social services records will enable better assessments and more effective
interventions for children in need than exists at present. It will also ensure consistent and comprehensive case records kept on
individual children.

Margaret Hodge: There are no current plans to make the pupil identification number a general identifier. A unique identifying number
will be important for the successful operation of the databases for which provision is made in the Children Bill. Feasibility work
is underway to identify the best source of such a unique identifying number. This will include advice as to whether the number will
need to operate as a general identifier as described in the Data Protection Act 1998.

Margaret Hodge: The databases to be established and operated under clause 9 of the Children Bill will operate in accordance with all
eight principles of the Data Protection Act 1998. The seventh data protection principle concerns appropriate technical and
organisational measures against unauthorised or unlawful processing of personal data and against accidental loss or destruction of,
or damage to, personal data. Detailed arrangements for how such measures should operate for databases will be set out in
regulations, guidance and directions to be made under clause 9 of the Children Bill.

Sandra Gidley: To ask the Secretary of State for Education and Skills what work the Minister for Children has undertaken to ensure
that information sharing systems provide adequate protection for children whose mothers have experienced domestic violence and moved
away from a violent partner. [178820]
Margaret Hodge: The information-sharing databases that we propose to establish and operate under clause 8 of the Children Bill will
have stringent security arrangements to ensure that only appropriate practitioners are able to access a child's record. Audit trails
will enable those managing the databases to identify attempts to gain inappropriate access. Regulations will be made in due course
governing the disclosure of information from the databases. Detailed guidance will be produced for practitioners and those managing
the databases, to ensure that information on the databases is handled properly and consistently. This guidance will draw on the
experience of the Trailblazer pilots currently under way.
We will also examine with these pilots what is the best way to handle the details of children whose mothers have experienced
domestic violence and have moved away from a violent partner. A number of pilots have the facility for certain details, such as
address, to be blocked out where that is considered necessary to provide reassurance. Subject to the passage of the Children Bill,
the proposed regulations and guidance for wider roll-out of information-sharing databases will include any specific arrangements we
conclude are necessary for the records of children in such circumstances.
