Is the Minister aware that the director of the Renewable Energy Association has described the programme as descending into farce? At the beginning of each month when the allocations are opened, they close after shorter and shorter periods. This month, they closed within hours of opening on 1 February. The scheme was set up to encourage the development of renewable technologies in this country, but how can that possibly happen when the scheme stops and starts as it does?

My hon. Friend is right to draw attention to this important source of conserving energy and sustainable development. Indeed, I am working with the construction industry to look again into what further steps we can take around sustainability in construction to ensure that we conserve our energy resources. We support, and are in various ways investing in trying to promote, geothermal capacity.

May I point out to my right hon. Friend that perhaps the most sustainable source of energy actually lies within the earth’s crust, but that historically this country has underdeveloped and under-researched geothermal energy sources? I ask my right hon. Friend to work with the construction industry and other Departments with a view to promoting that source of energy within new construction, which will help not only our carbon footprint, but companies such as Forkers in my constituency that are at the cutting edge of geothermal technology.

I share the hon. Gentleman’s concern about the loss of jobs in his constituency, although I would draw his attention to the fact that we perform well in the pharmaceutical sector. The Government need to continue to provide the conditions that will enable that to continue into the future. That means providing the right business environment and ensuring that we invest in research and development so that we have the innovation necessary to keep us one step ahead.
The hon. Gentleman is also right to draw attention to the fact that energy prices last year did create difficulties for many sectors of industry. That is why my right hon. Friend the Secretary of State referred to the steps that we have taken to secure energy supply for this winter and beyond and, through the energy White Paper, to bring down energy prices so that we remain internationally competitive in manufacturing, especially in areas such as the pharmaceutical industry.

Following the excellent question from the hon. Member for Stafford (Mr. Kidney), and the Minister’s reply, with especial reference to sustainable production, I seek her advice and assistance, and that of the Government. Earlier this week, AstraZeneca, the largest employer in my constituency, announced 700 job losses at its manufacturing site in Macclesfield. I am pleased to say that the job losses will be spread over three years, but one of the reasons the company gave for that decision was the cost of energy. Can the Government give any advice or assistance on that question, because the shedding of 700 manufacturing jobs in a high technology industry such as pharmaceuticals is a very dangerous and unfortunate development?

I agree with my hon. Friend that clusters are an important way to provide strength and build key capacity in such areas. I congratulate him on the work that he is doing in his own constituency to try to ensure that Stafford develops such a cluster and I have no doubt that in his discussions with the regional development agency and in our considerations through the technology strategy we will bear in mind the strong case that he makes.

Does my right hon. Friend agree that we are right to focus support increasingly on clusters of manufacturers and their supply chains by sectoral activity? If she does, and bearing in mind our ambitious target for renewable energy, does she agree that there is an urgent need to expand our base of clusters for renewable energy? If she is with me so far, could she bear in mind for the next time we meet that Stafford is an excellent location for such a cluster, because of its 100 years of experience in power and its existing experiences with solar, wind and biomass, and because we have the only factory in the whole of the UK manufacturing transformers, with worldwide experience in transmission and distribution.

One of the ways in which the Minister’s Department supports renewable technology is through the low carbon buildings programme, which is so successful that it runs out of money every month. As a result, people who miss the cut-off date have to apply again the next month. As that does not encourage householders to apply under the scheme and is destructive of industry, will the Minister consider providing more funds for the low carbon building programme, so that we do not have that arbitrary cut-off period every month?

I question the hon. Gentleman’s assertion that there has been a delay in our decision making on how we can better promote carbon capture. That is not the case. We are pursuing, with all the vigour that we can, the important issue of conserving our energy resources.

In answer to the previous question, the Minister mentioned the potential for carbon capture technology. There is an exciting potential development at Peterhead, but it is apparently being put in doubt because of the delay in the Government’s announcement of financial support for this technology. Mrs. Curtis-Thomas: To ask the Secretary of State for Education and Skills what programmes are in place between school science and
design technology departments and local industry to obtain hardware for school laboratories and workshops. [85409]
Margaret Hodge: Nationally, through Science Year, we have secured over £4 million worth of science equipment and resources for
schools from partners such as Intel, Pfizer, the Gatsby Charitable Foundation and the Association for Science Education. Highlights
include an Intel Digital Microscope for every maintained primary and secondary school and an electronic whiteboard to every school
with a science advanced skills teacher.
At local level, through education and business partnerships, we encourage schools and firms to work together in ways which best meet
their joint needs. This can range from scientists and engineers helping with out of school clubs, to providing other resources,
including hardware, where local manufacturers of the specialist equipment needed for science and design and technology are able and
willing to do so.
From April 2001, the LSC assumed responsibility, for ensuring the provision of education/business link activity, including KS4 work
experience and professional development placements (formerly teacher placements), in each of the 47 LSC areas.

Margaret Hodge: [holding answer 21 November 2002]:
The Higher Education Funding Council for England (HEFCE) is responsible for determining the allocation of grants to higher education
institutions. In general, the HEFCE fund similar courses at similar rates irrespective of which higher education institution is
providing the course. However, in the case of specialist institutions, additional funding is provided to reflect the nature of the
institution and the characteristics of the courses provided. Guidance on the general funding methodology for specialist institutions
was published in HEFCE circular 98/10 following advice from the Specialist Institutions Advisory Panel. Criteria for the funding of
specialist performing arts institutions were published in HEFCE circular 99/41 and were based on detailed analysis of the costs and
characteristics of the provision. The council does not distinguish between the different art forms in its funding methodology, and
the amount of additional funding for these institutions varies according to how closely they meet the criteria set out in the
guidance. HEFCE have also made public criteria for the funding of very high cost institutions specialising in music, dance and
drama. The supplementary funding for specialist institutions is kept under review to ensure that the levels remain appropriate.

Dr. Kumar: To ask the Secretary of State for Education and Skills what steps have been taken to provide female students at all
levels with women role models who have succeeded in traditionally male dominated fields. [16265]
Margaret Hodge: A number of steps have been taken, both by my Department and other Government Departments, as well as by
institutions in the education sector, to provide both women and men with role models to encourage them to learn, train and work in
non-traditional fields.
For example, as a result of a very successful pilot programme offering girls work experience in non- traditional work areas such as
construction, engineering, IT and telecommunications, my Department is taking forward taster days for girls and is currently working
with the national education business partnership network on a roll-out of the programme for girls at key stage 4.
The science and engineering ambassadors scheme is being launched in January 2002 as part of Science Year and has been jointly
developed by DfES/DTI. It will give more young people the opportunity to interact with female role models who are practising
scientists and engineers. The DTI, through the work programme of its promoting SET (science, engineering and technology) for women
unit and engineering policy unit enables organisations such as the SETpoints, the careers education and business partnerships, Let's
Twist at Bradford college and the WISE campaign to run events with women scientists and engineers, produce posters and magazines
such as SPARK that promote positive images of women in non-traditional careers. Science Year is particularly targeting some of its
resources and publicity at girls. For example, television advertisements and a careers video have featured girls and women. The
faces of modern science photographic project includes a large number of role models for all under-represented groups and will result
in the production of a book for use by careers advisers and Connexions officers.
Many colleges and training providers are actively engaged in programmes to attract more women into male dominated fields and a
number of initiatives funded by the European Social Fund involve the use of women role models. WISE, mentioned above, the
Association for Women in Science and Engineering, the Women's Engineering Society and the British Council are all proactively using
women role models from within industry as a mechanism for encouraging other women to study in non-traditional fields.
We are also encouraging men to undertake work in areas where they are under-represented, such as child care. The second phase of our
national recruitment campaign, "Do Something You Love for a Living" is actively promoting the recruitment of men and people from
ethnic minority backgrounds into the work force while placing a heavy emphasis on training and qualifications. We featured a male
nursery nurse in one of our advertisements and screened this at times when there was likely to be a large male audience. Men are
also featured in the campaign booklet and accompanying case studies and research into the effectiveness of the campaign showed that
the advert featuring the man was the best-recalled one. Aside from raising the status of working in the sector, the focus on
training and qualifications should encourage more men to respond to the campaign.
