Mr. Redwood: To ask the Secretary of State for Transport what percentage of road accidents in 2003 were caused by (a) people driving without insurance, (b) people in cars without a valid MOT certificate, (c) cars not licensed, (d) people driving while disqualified or without valid licences, (e) drivers under the influence of drugs, (f) drivers under the influence of alcohol, (g) drivers who had fallen asleep at the wheel and (h) drivers driving stolen vehicles. [181498] Dr. Howells: [holding answer 29 June 2004]: Routine statistics do not record the primary cause of a road accident. However, research conducted on behalf of the Department for Transport has estimated on the basis of limited information that just over 3 per cent. of all personal injury crashes involve a driver subsequently prosecuted for unlicensed driving, which included driving while disqualified. Research also indicates that driver fatigue accounts for about 10 per cent. of all accidents on the road network in Great Britain. Under a pilot scheme some police forces have provided information on the factors that may have contributed to an accident. The data provided for 2003 indicates that in 1 per cent. of accidents within the pilot scheme driver fatigue was a contributory factor. This data is based on the opinions of police officers or, in the case of accidents reported by a member of the public at a police station, determined from the description of the accident. This pilot scheme also indicates that driver impairment due to drugs was a contributory factor in 1 per cent. of all accidents. Provisional estimates for 2002 indicate that 6 per cent. of all accidents involved a driver who had blood alcohol levels in excess of the legal limit. Information on accidents caused by people driving without insurance, a valid MOT certificate, driving in unlicensed cars, or drivers of stolen vehicles is not recorded in the national accident data collection system and therefore the data is not available.

Mr. Greg Knight: To ask the Secretary of State for Transport (1) for what reasons electric-powered wheelchairs are restricted to a maximum speed of 8 mph when being used on a road; and if he will make a statement; [162916] (2) if he will amend the Use of Invalid Carriages on Highways Regulations 1988 to bring the maximum speed permitted thereunder into line with the maximum speed permitted for electric bicycles under The Motor Cycles, Etc (EC type approval) (Amendment) Regulations 2003 (S.I.1099/2003). [163175] Dr. Howells: Powered wheelchairs and powered scooters are designed to provide independent mobility for people with a physical disability. Their use is governed by The Use of Invalid Carriages on Highways Regulations 1988 (SI 1988 No.2268). There are two classes of powered vehicle: class 2 vehicles are restricted to 4 mph (6.4 kph) and are designed to be used on footways; class 3 vehicles are restricted to 4 mph (6.4 kph) on the footway and 8mph (12.8kph) on the carriageway. The vehicles are treated for the purposes of the Road Traffic Act as not being motor vehicles and are, therefore, outside the scope of most requirements of road vehicle construction regulations. Users do not need a driving licence and are not subject to a test. The speed of 8 mph (12.8 kph) was set following consultation with disability organisations, industry and road safety groups and was intended to provide a balance between the needs of the users for local outdoor mobility and road safety concerns both for the users and for others on the road. We are currently reviewing the regulations and we will be holding a wide-ranging consultation later this year on a range of issues including speed limits.

[153246] Dr. Howells: I have asked the Chief Executive of the Highways Agency, Archie Robertson to write to the right hon. Member. Letter from Archie Robertson to Mr. Greg Knight, dated 11 February 2004: I have been asked by the Transport Minister, Kim Howells, to reply to your recent Parliamentary Questions about road closures as a result of work being carried out on the A1 Trunk Road at Newark. The major resurfacing scheme on both carriageways of the A1 at Newark is taking place on a heavily trafficked section of road, which includes a busy interchange (with A46/A17) and is situated close to built-up areas. As such, the work is inevitably subject to certain constraints. There are two sets of warning signs informing drivers of the closure of the slip roads at Newark, on both the north and southbound carriageways of the A1, together with signs to follow the appropriate diversion routes. Advance signs are also situated on all approach roads to the slip roads, again with diversion signs in place giving instructions on how to access the A1. Additional signs, over and above those required to meet statutory requirements, were erected on the diversion routes on 16 January to give greater clarity for users of the diversions. In order to maintain traffic flow, both north and southbound, contraflow working is being used. For safety reasons, and to allow a smooth flow of traffic through the contraflow lengths, the slip roads to the A46/A17 need to be closed. Some resurfacing is also being carried out on the slip roads themselves. Although the southbound carriageway was reopened on 1 February, it is now subject to contraflow working whilst the northbound carriageway is dealt with. Unfortunately, it is not possible to undertake this work on a 24-hour basis due to the close proximity of residential property. For environmental reasons Newark and Sherwood District Council have placed restrictions on working after 10pm so that local people do not suffer undue noise nuisance overnight. I am pleased to say that good progress is being made with the resurfacing and all work is on target to be completed by the 16 March. The Agency regrets any disruption that these essential maintenance works may have caused. Wherever possible, we do try to keep this to a minimum and give advance publicity locally. I note, from these and previous questions you have asked, that you frequently use the north--south route, either via the A1 or M1. If you would like any further information the Agency's Route Manager, Graham Littlechild, will be more than happy to assist you.
