Mrs. Calton: To ask the Secretary of State for Health how much of the money that has been made available to primary care trusts (PCTs) to assist in the additional costs of moving to payment by results for foundation trusts from 1 April has been allocated to each (a) PCT and (b) foundation trust; and by what formula these allocations were calculated. [182237] Mr. Hutton: All of the additional funding made available to primary care trusts (PCTs), to support their contracting with Wave 1 national health service foundation trusts, was designed to compensate them for the price difference that they were to face in 2004-05 following the move to a national tariff. The funding was made available as non-recurring adjustments to PCT allocations. No allocations were made directly to NHS foundation trusts. The overall impact on NHS foundation trusts income will be dependent on the activity they deliver, in line with the payment by results system. The three elements to the adjustment were calculated as follows: PCT purchasing power adjustment This was calculated as the difference between local and national price for an agreed set of activity. Under the payment by results transition arrangements three quarters of this adjustment was returned by NHS foundation trusts to their host PCTs, whose allocation was adjusted, in turn, by the same amount. PCT growth support This was calculated as 1.2 per cent., of the value of the agreed baseline for each NHS foundation trust. Specialist supplement This was calculated based on the average impact that the move to a national tariff had those Wave 1 NHS Foundation Trusts who were classified as general hospitals. This funding was made available to the host PCTs of those Wave 1 NHS Foundation Trusts classified as teaching or providing specialist services. Information on the allocation adjustment by PCT has been placed in the Library.

Mrs. Calton: To ask the Secretary of State for Health (1) how much has been spent by (a) primary care trusts and (b) NHS trusts on the National Programme for IT since 2001; and what spending is projected for the next three years; [159140] (2) what assessment has been made of the cost to each (a) primary care trust and (b) NHS trust for training users of the new IT systems under the National Programme for IT; and what allocation of funding has been made to each for that purpose. [159142] Mr. Hutton: There was no spending on the National Programme for Information Technology (NPfIT) in 2001 nor 2002. The three year expenditure programme started in April 2003 but there has been no local expenditure on the National Programme by primary care trusts and national health service trusts in the last year. The expenditure projection over the three years from April 2003 is shown in the following table and is centrally funded. In addition to this central funding, the NHS spends its own resources on information technology, mainly for existing IT systems. In 2003-04, it is estimated that the NHS will spend around £880 million. About 70 per cent. of this amount will be spent by NHS trusts with the remainder spent by primary care trusts and strategic health authorities. As the NPfIT is implemented over the years ahead, an increasing proportion of the existing NHS IT spend will become available to be spent on additional services under the national programme contracts as trusts make local choices. However, it is too soon to accurately predict the proportion. £ million _________________________________________________________________________________________________. Mrs. Calton: To ask the Secretary of State for Health (1) how many (a) medical staff, (b) nursing and midwifery staff and (c) health care assistants have reported back injuries related to their work in the NHS in each of the last six years; [119687] (2) what representations he has received on the contribution of staffing levels to the risk of staff or patient injury relating to manual handling of patients in the NHS; [119688] (3) if he will place a copy of the NHS Manual Handling Regulations in the Library. [119689] Mr. Hutton: The Department does not collect this information centrally. However, we do know that one third of all reported injuries that result in three or more days off work are caused by manual handling accidents and that manual handling accidents and back pain account for approximately 40 per cent. of all national health service sickness absence. Evidence suggests that the introduction of lifting equipment for patients, following suitable risk assessment, has a greater impact on the number of manual handling accidents to both staff and patients than simply increasing staff numbers. We believe that the current strategy of providing increased levels of mechanical aids is responsible for the reduction in manual handing accidents reported by 33 per cent. of trusts in the National Audit Office's recent report "A Safer Place to Work--Improving the Management of Health and Safety Risks to Staff in NHS Trusts". The Manual Handling Operations Regulations 1992 are not specific to the NHS. However, the Health and Safety Executive has issued non-statutory guidance, "Manual Handling in the Health Services", a copy of which will be placed in the Library.

Mrs. Calton: To ask the Secretary of State for Health if he will make a statement on compliance within the NHS with the NHS Manual Handling Regulations. [119690] Mr. Hutton: The Manual Handling Operations Regulations 1992 (as amended) apply to all work activities and are the responsibility of the Department of Work and Pensions. The National audit Office report, "A Safer Place to Work--Improving the Management of Health and Safety Risks to Staff in NHS Trusts", showed a reduction of 33 per cent. in manual handling accidents over the last three years. The Department is reviewing approaches taken by national health service trusts in evaluating compliance with the current guidance and will be considering the need for a more consistent approach to evaluation. The Health and Safety Executive (HSE) enforces the above regulations in NHS trusts and other healthcare premises and assesses compliance with the regulations as a key part of most trust inspections. I am informed that the HSE has not prosecuted any NHS trusts for breaches of the regulations, but it has served a number of individual trusts with statutory notices requiring them to improve compliance with various requirements of the regulations. Mrs. Calton: To ask the Secretary of State for Health what information, preparation and guidance have been provided to tertiary centres on infectious and communicable diseases in the event of a biological attack. [99351] Mr. Hutton: Comprehensive guidance, to ensure that the National Health Service is prepared to respond to major incidents or terrorist attacks, was first issued in November 1998, and was entitled Planning for major incidents: the NHS guidance. The Health Protection Agency (HPA) (formerly the Public Health Laboratory Service (PHLS)) has for many years undertaken surveillance of biological agents on the Department's behalf. The approach taken has been to build on the public health need to have in place clinical and laboratory based surveillance for the most likely agents that could be used in a biological attack. This work resulted in the document published by the Department in March 2000, Deliberate release of biological and chemical agents. In October 2001 a further package of guidance on the deliberate release of anthrax, smallpox, plague, botulism and the approach to dealing with a chemical, biological or radiological deliberate release was issued. Complementary operational guidance for clinicians, including general practitioners (GPs), was placed on the then PHLS's (now the HPA's) website. These are regularly updated. In December 2002, the Department published Interim guidelines for smallpox response and management in the post eradication era on the departmental website. All such guidance is available on the Department's website at www.doh.gov.uk/epcu/cbr/intro.htm with links to complementary guidance on the HPA's website. The information and guidance provided by the Department to the NHS is, of course, accessible to the whole NHS.
