A Memorandum of Understanding formalising the agreed Joint UK-China Science, Technology & Innovation Strategy was signed by myself and my counterpart Vice Minister Wang Zhigang of the Chinese Ministry of Science & Technology at a ceremony at the Royal Society on 6th December.

This helps to drive growth across the country, and I am pleased that a consortia led by Worcestershire local enterprise partnership will be undertaking a science and innovation audit on the theme of cyber-resilience. This will identify local research and innovation strengths to drive economic growth.

Friend is a strong champion for her constituency, and I am pleased to say that we have recently issued a statement confirming our intention to establish high quality and prestigious institutions that specialise in delivering the higher level technical skills that employers need across all regions of England. We will be launching a call for proposals before the end of the year and would welcome applications from Redditch and other places across the country.

Following the commitment in the industrial strategy Green Paper to build new institutes of technology, will the Minister, if his diary permits, meet me in Redditch to review what an excellent location it would make for one of the first institutes of technology? It has fantastic transport links and access to business, and would provide a great opportunity for young people.

This Government has set out its vision to meet R&D investment of 2.4% of GDP within ten years and 3% in the longer-term. We have already increased research and development investment by £4.7 billion over the period 2017-18 to 2020-21. This equates to an extra £2 billion per year by 2020-21 and is an increase of around 20% to total government R&D spending, more than any increase in any parliament since 1979.
We will support business to do more R&D and innovation through our industrial strategy by making sure the wider business environment supports R&D investment and ensuring businesses have access to the skilled people they need to do R&D.

Science, Research and Innovation will be at the heart of our Industrial Strategy and this Government has bold ambitions to increase R&D and back industries of the future. Our vision to reach R&D investment of 2.4% of GDP within ten years and 3% in the longer-term is part of this.

In the Autumn Statement 2016 the Government announced that we will make Britain the global go-to nation for scientists, innovators and tech investors, by investing an extra £2 billion a year in R&D by 2020/21. This funding is in addition to the protection of the science resource budget in real terms from its 2015/16 level of £4.7 billion that was announced at the Spending Review in Autumn 2015, where the government also committed to invest in new scientific infrastructure on a record scale â £6.9 billion over the period 2015-2021.
The South West has received â¬300 million of Horizon 2020 funding to date. The government has committed to underwrite all Horizon 2020 awards, even when specific projects continue beyond the UKâs departure from the EU. The decision to underwrite the grants of competitively bid for EU research funding will give British participants and their EU partners the assurance and certainty needed to plan ahead for projects that can run over many years.
This Government intends to secure the best possible outcome for the UK research base as we exit the European Union. We would welcome an agreement to continue to collaborate with our European partners on major science, research, and technology initiatives. However, whatever happens in the future, the Government is committed to ensuring the UK, including the South West, remains world leading in international research and innovation.

The Government is fully committed to maintaining the UK’s world-leading science, research and higher education base.
As of October 2016, there were a total of 443 active Research Council grants awarded to universities in the West Yorkshire area – as defined by the Leeds City Region LEP. The total value of the grants comes to £279 million split over four organisations: Leeds Metropolitan University; University of Bradford; University of Huddersfield and University of Leeds.
The Higher Education Funding Council for England (HEFCE) provided £55.5 million in 2016/17 to five universities in West Yorkshire: University of Leeds; University of Huddersfield; University of Bradford; Leeds Beckett University and Leeds Trinity University. This funding was allocated on the basis of the research quality, and the business and charity income of these universities. HEFCE provided a further £6.3 million to these universities in that year to support knowledge exchange activities.

According to Higher Education Statistics Agency (HESA) data, the University of Chichester in West Sussex received public research funding, from Higher Education Funding Council for England and the Research Councils, of £802,000 in 2015/16. HESA data shows that 19 institutions in the South East, which includes the universities of Oxford, Southampton and Reading, but excludes London, received a total of £544 million of public research funding in 2015/16.

The space industry has an important role to play in driving growth across the UK, and the Government are working closely with the sector to make that a reality. I am pleased that the Leicester and Leicestershire local enterprise partnership is grasping this opportunity. The Satellite Applications Catapult has funded a centre of excellence in the east midlands for the past three years, focused on linking industry to local and national expertise. In addition, the UK Space Agency is supporting business incubators in Leicester, Nottingham and Loughborough to develop innovative space start-ups.
The space industry has an important role to play in driving growth across the UK, and the Government are working closely with the sector to make that a reality. Page 98 of the Government’s industrial strategy talks about the importance of long-term institutions. Many of those who work in the science-based industries in Wirral and elsewhere feel that the single market is a long-term institution that has served them well. Has the Minister asked the Prime Minister to change course and keep our country in the single market?
I am aware of the excellent work undertaken by that institution in my hon. Friend’s constituency. Agri-tech receives considerable support through our public investment in R and D, and will continue to do so.

Agri-science plays a vital part in the industrial strategy, but more could be done. Is the Minister aware of the excellent work of Harper Adams University in my constituency? It exports its excellence all over the world.
The right hon. Lady should wait until we have embarked upon the negotiations for our future relationship with European funding streams. The European Medicines Agency, which is based in the UK, is one reason why our pharma industry is so successful. What will happen to the agency when we crash out of the EU? What is the Science Minister doing to ensure that we have effective regulations that support our pharma industry?
