As National Statistician I have been asked to reply to your question concerning demographic changes in each standard planning region
since 1970 (140568).
There are two tables attached, the first shows the total change in population from mid-1971 to mid-1999 for Government Office
Regions (GORs). To allow comparisons to be made, the 1971 data in this table are expressed in terms of GOR boundaries in existence
in 1999.
Population change can be broken down into the two main components of natural change (which is the difference between births and
deaths) and migration and other changes. The second table shows these components of population change from 1981 to 1999 for GORs.
Data are not readily available prior to 1981 for the breakdown of the components of population change in the regions.

As National Statistician, I have been asked to reply to your recent question about the annual level of migration of people and
households from London to the South East, and from the rest of England to the South East. (129750).
The attached table (i) presents the information for the movement of people that you require for each of the last three years. The
latest year for which estimates are available is 1998. Data are presented for moves from London and the rest of England, to the
South East Planning Region. The data show a net gain of people from London but a net loss of people to the rest of England. The
estimates of internal migration within the United Kingdom are based on the movement of NHS doctors' patients between the former
Family Health Service Authorities. They should not be regarded as a perfect measure of migration as there is variation in the delay
between a person moving and registering with a new doctor.
Moves between the individual Government Office Regions (GORs) and the rest of the United Kingdom are published in Key Population and
Vital Statistics, which is available in the House of Commons Library.
There are no annual data on household migration. The only data that are available come from the 1991 Census. The estimates of wholly
moving households, between 1990 and 1991, are shown in the attached table (ii). For comparison the estimates of people moving are
also shown for 1991.

Letter from Tim Holt to Mr. Graham Brady, dated 4 April 2000:
As Director of the Office for National Statistics (ONS), I have been asked to reply to your recent question on estimated net
migration from city centres.
The information that you require is not available. At present it is not possible to produce annual migration estimates for small
geographical areas such as city centres. Migration estimates are only available for former Family Health Service Authority areas.
These are broadly consistent with shire counties, metropolitan districts and groups of London boroughs. This is because estimates of
internal migration within the United Kingdom are based on the movement of NHS doctor's patients between the former Family Health
Service Authorities.
ONS have recently investigated the feasibility of using the postcoded information held on patient registers to better estimate
migration at local level. It is possible that in the future we will be able to provide migration estimates for different geographies
such as city centres.
Moves for former Family Health Service Authority areas and between the individual Government Office Regions (GORs) and the rest of
the United Kingdom are published in Key Population and Vital Statistics, which is available in the House of Commons Library.

net regional population migration, underlying the projected level of household formation proposed for the current round of draft

You requested information for each of the eight English regions and for the spatial development plan for London. The 1996-based
household projections are one factor taken into account in arriving at the level of housing and households provision in regional
planning guidance and spatial development plans.
The latest household projections are consistent with the 1996-based subnational population projections at regional level. The
attached table provides the assumed levels of migration in the subnational population projections for each government office region.
Projections of migration are shown for five different years in the projection period and those for the intervening years are
consistent with these figures.

As Director of the Office for National Statistics (ONS), I have been asked to reply to your recent question on recording of migrants
to the United Kingdom in the subnational population projections at point of entry as well as subsequent places of residence
elsewhere in the United Kingdom within the same statistical period.
The projections model takes the ONS mid-year population estimates for the base year. The population is then projected one year
ahead, by ageing on the population one year and applying assumptions on births, deaths, international migration to and from England
and internal migration within England. This process is then repeated for each year projected.
The model treats international and internal migrants separately. The assumptions on international migration in the subnational
projections are based on recent past information using a range of survey and administrative data. International in-migrants are
assigned to their final destination, not their port of entry and added to the general population in the year of their arrival. As
they are then included in the general population, any subsequent moves within England are covered in the internal migration element
of the model.

Moves between the individual Government Office Regions (GORs) of England and the rest of the United Kingdom are now published in Key
Population and Vital Statistics, which is available in the House of Commons Library. Prior to 1997, the analysis related to moves
within England and Wales only.
The estimates of international (external) migration are derived from the International Passenger Survey (IPS), a sample survey of
passengers arriving at and departing from the main air, sea and Channel Tunnel routes. Estimates derived from the IPS are subject to
both sampling and non-sampling error. Some types of migrants are not covered by the IPS as it does not cover routes between the UK
and the Irish Republic, the Channel Islands and the Isle of Man. All movements of diplomats and armed forces personnel are also
excluded, as are asylum seekers and visitor switchers--persons admitted as short-term visitors who are subsequently granted a stay
for a year or longer. These estimates can be found in the publication International Migration, which is available in the House of
Commons Library.

the ten fastest growing towns and cities in England on the basis of current population growth.
The ONS does not produce population estimates for towns and cities. The smallest areas for which population estimates are produced
are unitary and local authority areas. The following ten unitary and local authority areas have shown the largest percentage
increase in population between mid-1991 and mid-1998, which is the latest year for which population estimates are available. East
Cambridgeshire, Westminster, Kensington and Chelsea, Forest Heath, Milton Keynes UA, Elmbridge, Worcester, North Dorset, Bracknell
Forest UA, Cambridge.

As Director of the Office for National Statistics (ONS), I have been asked to reply to your parliamentary question about the
estimated net annual migration into the South East Region from each of the other regions of England.
The latest figures available relate to 1998. The attached table shows the inflow, outflow and balance for migration into and out of
the South East with respect to each of the other regions of England.
The estimates of internal population movements are based on the movement of NHS doctors' patients between the former Family Health
Services Authority Areas. They should not be regarded as a perfect measure of migration as there is variation in the delay between a
person moving and registering with a new doctor. Additionally, some moves may not result in a re-registration: for example,
individuals may migrate again before registering with a doctor. Conversely, there may be others who move and re-register several
times a year.

As Director of the Office for National Statistics (ONS), I have been asked to reply to your parliamentary question about young
people moving from the North to the South of England to seek employment.
The ONS does not collect information on the reasons why people move from one area of England to another. The Labour Force Survey
(LFS) does collect information on people's region of residence and employment status, both current and a year ago. One might infer
that people who had not been in employment and who had moved and were either employed or actively seeking and available for work a
year later may have moved in order to seek employment. However, LFS estimates for the geographies and age group specified are below
the LFS release threshold. This release threshold (10,000 for one quarter's LFS data) arises because, like any other sample survey,
the LFS is subject to sampling variability. Numbers below the threshold are not considered sufficiently reliable to release.
