Mr. Love: To ask the Secretary of State for Education and Employment what policies are in place to ensure that young unemployed
couples without children are actively seeking work while claiming Jobseeker's Allowance. [157940]
Ms Jowell: On 19 March this year, we introduced joint claims for Jobseeker's Allowance (JSA). Both members of young unemployed
couples without children have to be available for work and to seek work actively, and each has to agree a Jobseeker's Agreement
detailing what steps they will take in looking for work. Each member of the couple is required to attend the Jobcentre every
fortnight to discuss their job search. Full payment of JSA is conditional on both carrying out their full responsibilities. Both
will be helped by advisers to secure work and will be referred to programmes and New Deal assistance as appropriate.

Mr. Blizzard: To ask the Secretary of State for Education and Employment (1) if he will make a statement on the role of the local
New Deal Strategy Group in determining whether direct displacement of existing employees has taken place in firms participating in
the New Deal; [155062]
(2) what sanctions exist against a company which has contravened the rules of the New Deal relating to the direct displacement of
existing employees. [155053]
Ms Jowell: When an employer signs up to New Deal they sign an employer agreement which states they have not made anyone redundant or
displaced to create the vacancy. The agreement is usually signed on behalf of the Employment Service by the local Business Manager
who initiates action if an employer is found to have contravened the agreement. If this proves to be the case, the Employment
service would refuse to service any further vacancies for that employer.
The New Deal Strategic Partnership would not normally be involved in issues to do with the displacement of existing employees by New
Deal participants. Their role includes producing local strategic plans, monitoring delivery and harnessing local support for New
Deal.

As the Employment Service is an Executive Agency, the Secretary of State has asked Leigh Lewis to reply to your question about the
number of people awarded postal status due to hardship incurred in attending Jobcentres. This is something which falls within the
responsibilities delegated to Mr Lewis as Chief Executive of the Agency. I am replying as Chief Operating Officer for the Employment
Service.
I am afraid it is not possible to provide a count of the number of people being awarded postal status due to hardship incurred by
travel expenses to sign on at the nearest Jobcentre. People are required to attend the Jobcentre each fortnight as part of
maintaining their claim for Jobseeker's Allowance. However, depending on circumstances, some people are allowed to maintain their
claim by post--those who would have to spend an unreasonable amount of time travelling to the Jobcentre, and those who have a mental
or physical disability which restricts their mobility.
Postal status is not usually awarded on the basis of costs incurred for attending the Jobcentre. However, Jobcentre Managers do have
some discretion in offering this facility if someone's journey would involve the use of a form of transport which they could not be
expected to use on a regular basis, for example, a ferry.

Ms Jowell: Displacement is monitored by a combination of macro-economic assessment and employer surveys. Recent research undertaken
by the National Institute for Economic and Social Research (NIESR) and the Policy Institute found little evidence of displacement.
New Deal has already placed 274,000 young people and almost 70,000 older long-term unemployed people into jobs. Unemployment is at
its lowest for 25 years and employment is at its highest ever.

Mr. Dawson: To ask the Secretary of State for Education and Employment what steps he is taking to ensure that adequate provision is
made for adult training in Lancaster after 1 April. [155021]
Ms Jowell: [holding answer 22 March 2001]: The range and quality of training for unemployed people aged 25 and over is being
enhanced across the country next year. We are investing £200 million in improving the New Deal 25 plus. From April it will provide
flexible, individually-tailored help, including training and work experience, to all those who have been unemployed for 18 months or
more. In England, a re-designed Work- Based Learning for Adults programme will provide a range of job-focused training for those who
have been out of work for shorter periods of time. At the same time we are investing heavily in training to help those who need to
improve their literacy and numeracy. Taken together, these measures will greatly improve the help on offer to adults who need to
improve their skills in order to find work.

Mr. Jim Cunningham: To ask the Secretary of State for Education and Employment what measures he is taking to encourage small
businesses to recruit long-term unemployed people from disadvantaged communities. [152561]
Ms Jowell: At least 275,000 long-term unemployed young people have already found work through the New Deal, the majority in small
and medium sized businesses. From April this year we will pilot a new project called Recruit, a simplified employment subsidy for
small and medium sized businesses which employ people from the New Deal in disadvantaged areas. Less bureaucracy, more people into
jobs--that's our commitment to small employers and the unemployed.

Mr. Alan W. Williams: To ask the Secretary of State for Education and Employment if he will make a statement on initiatives he has
taken to improve economic activity rates in former coalfield communities. [147937]
Ms Jowell: We now have action teams for jobs in many of our coalfield areas suffering with the lowest employment rates; Easington
Wansbeck, Sunderland, Tyneside, Rotherham and Bamsley and Doncaster are all covered by action teams and there are some early success
stories--for example, of the 138 contacts made in Easington, 60 of these have resulted in jobs. In Doncaster, the employment zone
offers tailored support to help former mine workers back into work. The New Deal covers all areas of the country including former
coalfield areas. By the end of November, it had helped over 269,000 young people off benefit and into work. The new Learning and
Skills Council will target support for those people who have been victims of industrial and economic change, and provide the skills
and training that people need to find sustainable employment. Matters relating to Wales should be addressed to the Welsh assembly.

Letter from Leigh Lewis to Mr. Terry Rooney, dated 7 February 2001:
As the Employment Service is an Executive Agency, the Secretary of State has asked me to reply to your question concerning the
circumstances under which Asylum Seekers are able to access Programme Centre facilities. This is something which falls within the
responsibilities delegated to me as Chief Executive of the Agency.
In answer to your specific question, access to Programme Centre facilities depends on the date which individuals applied for
political asylum. Following the Introduction of the Immigration and Asylum Act 1999, the eligibility criteria for Asylum Seekers who
wish to participate in Programme Centre provision have changed.
For those people who applied for asylum prior to 3 April 2000, non-EEA Overseas Nationals who are subject to employment restrictions
and/or a time limit on their stay in the UK are not eligible to join Programme Centres with the following exceptions: Refugees with
indefinite, limited or exceptional leave to stay in the UK; and Asylum Seekers who have applied for political asylum and who are
awaiting a decision to stay in the UK, but have been given permission to work and train in this country by the Home Office.
Both Refugees and Asylum Seekers must then satisfy the usual eligibility conditions that apply to citizens in the UK.
For those people who applied for political asylum after 3 April 2000, Asylum Seekers cannot participate in Programme Centre
provision until their application has been processed by the National Asylum Seekers Support (NASS). If the Asylum Seeker is then
granted either Refugee Status, or exceptional leave to remain in the UK, they can make a claim for Jobseeker's Allowance and,
subject to meeting the normal eligibility conditions, access Programme Centre facilities.
The usual eligibility conditions for access to Programme Centre provision are that participants should be aged 25 or over,
unemployed for over 26 weeks, and continuously in receipt (either directly or indirectly) of Jobseeker's Allowance or most other
Social Security benefits for those of working age. However, some people who are judged to be at a particular disadvantage in the
labour market can have access to Programme Centre provision from day one of unemployment and this flexibility already covers most
Asylum Seekers. From 1 April this year this flexibility will be further extended so that all Asylum Seekers aged 25 or over who are
entitled to claim Jobseeker's Allowance will be eligible for immediate access to Programme Centre provision. For those aged 18-24
similar provision will be available through the New Deal.

Ms Jowell: The Government are determined to tackle long-term unemployment. As a result of our economic and active labour market
policies, the number of people aged 25 and over unemployed for two years or more has fallen by 63 per cent. since May 1997.
The New Deals are a key part of our efforts to tackle long-term unemployment. From April 2001 we will be introducing an enhanced New
Deal for those aged 25 and over, which will provide high quality, intensive and individually tailored help. It will be much more
flexible to ensure that we can address the barriers faced by each individual. Alongside this new programme, we are also testing a
more radical approach in 15 "Employment Zones", in which individuals are, through the Personal Job Account, given a real say in how
the money is spent in the effort to help them back into work.
This help for long-term unemployed people is part of an improved range of support for all unemployed people aged 25 and over to be
introduced next year, which will begin on the first day of registered unemployment and increase in intensity in proportion to the
individual's labour market disadvantage. There will be access to an extensive database of jobs, regular contact with people who can
give advice on jobs and training opportunities, help with improving interview and job hunting techniques, help with fares to
interview and training to refresh skills or learn new ones.

Ms Jowell: The Employment Service strategy for engaging ethnic minority jobseekers and businesses in New Deal includes an action
plan which is reviewed every six months with units of delivery in all areas.
Evidence from the reviews show that the Employment Service are increasingly working in partnership with those representing ethnic
minority groups to draw into New Deal those jobless people who are currently outside the system. Young people from ethnic minorities
do better on New Deal compared to previous programmes and the general labour market. However, the numbers of those moving into
unsubsidised jobs on leaving New Deal is 8 percentage points lower for young people from ethnic minority communities.
The Employment Service, with the help of New Deal Task Force's Ethnic Minority Advisory Group and the Black Training and Enterprise
Group, has created an improvement plan focusing on areas where changes are needed. We intend to see significant improvements before
the end of this Parliament.

Ms Jowell: Tackling long-term unemployment is a key priority for this Government, and we are already making significant inroads: 2
year plus unemployment among those aged 25 and over is down 63 per cent. since May 1997 and in the same period long-term (over 6
months) unemployment among 18-24 year olds has fallen by 72 per cent.
From April 2001 we are putting in place an even more intensive range of support for adult unemployed people, which will begin on the
first day of registered unemployment and increase in intensity in proportion to the individual's labour market disadvantage. This
help includes supported jobsearch, training for people with serious basic skills needs and those lacking soft skills, occupational
work based training and work trials with employers. An enhanced New Deal 25 plus will provide high quality intensive help for people
unemployed for eighteen months or more.

testing further radical approaches, for example Employment Zones, with their personal job accounts, and Job Action Teams which
provide very tightly focused extra help for the most disadvantaged neighbourhoods.
We are also making a major investment to harness new technology to improve access to jobs information by all unemployed people. We
have already introduced a new national telephone service, which enables people to access all the jobs on the Employment Service
database, all for the price of a local call. We are introducing new touch screen terminals into Jobcentres. All Employment Service
vacancies are already on the Internet, and early in 2001 we will be launching a new "Learning and Work Bank" Internet portal, which
will link these vacancies to careers information and details of learning and training opportunities. At the same time we are setting
up 700 UK online centres to bring internet access into disadvantaged communities.

Ms Jowell: By helping unemployed people gain the skills and experience they need to find work, the Government's welfare-to-work
programmes are playing a crucial role in helping disadvantaged areas. Training is available for those who need it through the New
Deals and, for those aged 25 and over, through work-based learning for adults. In the most deprived areas of the country, Action
Teams for Jobs are providing additional funds and additional effort to help connect people without work with the employers with jobs
to offer.
From next year, local Learning and Skills Councils will play an active role in building the skills of people living in deprived
neighbourhoods, and in promoting equality and social inclusion.

Mr. Jim Cunningham: To ask the Secretary of State for Education and Employment what resources and money are being targeted to help
people who are aged (a) 50 and over and (b) aged under 25 years who are not working, to set up their own businesses. [139390]
Ms Jowell: Unemployed people aged over 50 who are looking for work and are considering self employment may be eligible for Work
Based Learning for Adults. This programme provides: initial support and advice, awareness of the implications of self employment,
help to develop business plans, appropriate skills training and ongoing mentoring while in training. The budget for Work Based
Learning for Adults for this year is £316 million for England.
New Deal 50 plus provides practical advice and financial support for people moving back to work and this support extends to those
who become self employed or set up in business. The Employment Credit of £60 a week for up to a year for those working full-time and
the in-work Training Grant of up to £750, provide vital financial support for the individual in their first year back in work. The
budget for New Deal 50 plus this year is £120 million for Great Britain. In addition, from April next year, New Deal 25 plus will be
offering a dedicated route into self-employment.
The Department for Education and Employment is also helping to fund the set up of PRIME, an independent organisation modelled on the
Prince's Trust. PRIME offers advice and support to people over 50 wishing to set up their own business, through their network of
pilot offices. PRIME also intends to offer structured advice and support to New Deal 50 plus clients. In addition to this they will
soon be able to provide business loans to those individuals who are unable to secure these loans in the usual way.
There are two major initiatives that support unemployed young people in establishing their own business: the self employment route
of New Deal for Young People; and the Youth Enterprise Initiative.
The self employment route of New Deal for Young People is delivered in three stages: a one day awareness raising session; a four day
course and/or counselling leading to the production of a business plan; skills training and ongoing mentoring; and a 26 week period
of test trading where a participant runs their own business while receiving a training allowance. The budget for New Deal for Young
People this year is £466.4 million in England.
The New Deal programmes referred to offer the individual flexibility to choose between working for an employer or as self employed;
therefore the proportion of the New Deal budget which is used for self employment support cannot be specified, as it is not
ringfenced.
The Youth Enterprise Initiative operates in England and is managed by The Prince's Trust, supported by DfEE and private donations.
It offers loans and grants to disadvantaged young people between the ages of 18-30 wanting to set up their own businesses--but who
are unable to access start-up capital from commercial sources. Assistance is given in putting together a business plan, and the help
of a business mentor is provided for up to three years. Funding amounts to up to £50 million over seven years, and aims to help up
to 30,000 young people into business.
