There is a danger that a consensus might develop across the House that capital investment in schools is a good thing. I welcome the support for the Government programme in Southend expressed by the hon. Gentleman and the hon. Member for Southend, West (Mr. Amess). May I support the plea for additional educational resources for Southend? Around the border between my constituency and that of my hon. Friend the Member for Southend, West (Mr. Amess), there is a problem arising from the lack of secondary school places. It would be very helpful if some additional resources could be made available so that extra secondary school places could be provided. The intensive house building that has gone on in both constituencies has made the problem worse.

I can guarantee that school building designs will never be off the shelf, but that does not mean that there will not be a range of designs available to inform architects' design processes, and into which head teachers can have an input. However, it is important that we include an element of innovation in school design as we move forward.

Everyone welcomes the massive expenditure and investment in our schools building programme, but does my right hon. Friend agree that the schools that we build in the future can be either awful or wonderfully well designed and sustainable? This morning's Financial Times contained a worrying article in which a member of her Department said that future schools—and even academies—could be built more cheaply and effectively using off-the-shelf designs. For me, off the shelf means that the buildings will be poorly designed and unsustainable.

Most secondary schools in my constituency are now over 50 years old and well past their useful life as quality buildings. Is my right hon. Friend the Secretary of State aware that Tameside council, through the building schools for the future programme, is embarking on rebuilding seven high schools as part of the largest school building programme in the borough since the 1950s? Will she do all that she can to ensure that the long-term investment put in by this Labour Government continues, so that excellent Labour councils such as Tameside can eventually meet their ambition to rebuild and refurbish not just seven high schools but all the secondary schools in their areas?

I thank the hon. Gentleman for his comments. It is really good to hear an Opposition Member welcoming the Government's significant capital investment programme. One thing is worth making clear: when the Government came to power in 1997, capital investment in school buildings was £700 million. That might be said to have been a lot of money, but capital investment this year amounted to £5.5 billion. I understand that Southend has already received significant capital investment, and that it is eligible under the targeted capital fund for additional investment to replace a whole school, or to receive two separate tranches of £6 million for two different schools. We will announce the results of the bidding process in the autumn.

I welcome the Government's commitment to improving the quality of secondary school stock through their building schools for the future programme, but I understand that that will not have an impact in Southend before 2011. However, there is at present a limited supply of secondary school places, parents have limited choice and I understand that the allocations will benefit only one particular school. Is there any possibility that the right hon. Lady might consider bringing forward the programme for Southend, given the special circumstances there?

Ruth Kelly: Cabinet Office buildings in Whitehall make use of heating from CHP via the Whitehall District Energy Scheme, although
this does not extend to CHP generated electricity.
We will aim to contribute to the CHP generated electricity commitments set out in the Framework for Sustainable Development on the
Government Estate where there is likely to be no significant costs and/or further increase the percentage of electricity supplies
currently being generated from renewable sources.

Ruth Kelly: Hill House, Carmarthen was sold via an administrative transfer to the National Assembly for Wales, for £100,000.
The building in Chadwick street occupied by the Civil Service Sports Council was sold for just over £4 million, to the Civil
Service Sports Council Ltd.
Both sites were disposed of at existing current market valuation.

Ruth Kelly: The majority of requests for publications are met by the Treasury's website, www.hm-treasury. gov.uk.
Approximately 15 copies of each recent Treasury publication are held centrally to fulfil requests from members of the public without
internet access, with larger quantities held for documents that are likely to attract considerable interest. Materials to help UK
businesses deal with the euro as a foreign currency are held by an outside distributor in Manchester.
Treasury teams also hold some stocks of publications for their own use.

At the commencement of April 2001, the Customs and Excise and the Inland Revenue transferred most of their estate to the STEPS

Ruth Kelly: The total costs of refurbishment of 1 Horse Guards Road, occupied by the Treasury under a PFI Agreement in July 2002,
were given in answer to the hon. Member for South Norfolk (Mr. Bacon) on 5 February 2002, Official Report, column 841W. The
costs of essential refurbishment and redecoration works in the two Treasury office buildings and in 11 Downing Street during the
years 1997-98/2000-01 were given in answer to the hon. Member for Buckingham (Mr. Bercow) on 6 February 2002, Official
Report, column 954W. Buildings occupied by Customs and Excise, Inland Revenue and the Valuation Office Agency were transferred to
Mapeley Limited on 1 April 2001, under which fully serviced accommodation is provided. Information on any renovation and
maintenance projects carried out prior to this date is not readily available and could be constructed only at disproportionate cost.

The only London building publicly owned and wholly occupied by my Departments is the Treasury building at 1 Horse Guards Road, which
has an estimated value of £71.6 million. Other buildings are privately owned, or where forming part of the Government estate,
are occupied by my departments on a shared, minor occupancy basis.

Office for National Statistics (ONS), broken down by (a) purpose and (b) value.

Note: These building were valued in 2000 by GVA Grimly, a firm providing estates and valuation services, in accordance with
established professional standards. These valuations are adjusted annually using Treasury indices, and are shown for the Financial
Year 2002-04.
Data for the buildings occupied in London by ONS at Drummond Gate and Bessborough Tower, Pimlico and the Family Records Centre,
Islington are not included in this table as they are leased, and not owned by the ONS.
Refurbishment works carried out by ONS on its leased properties in Pimlico were capitalised, and their written-down value at
31 March 2003 was £22.946 million. The value of these works is not shown in the above table, but was included in an
estimate of the total value of ONS buildings given in answers to a previous Written Question on this subject (Official Report,
22 January 2003, column 417W).
The General Register Office (GRO) is part of ONS, and is responsible for the registration of births, marriages and deaths in England
and Wales. It operates from the ONS sites in Southport, Merseyside and Islington, London.
