The Department for International Development (DFID) is providing support to the people of Sadr City through contributions to UNICEF and to the International Committee of the Red Cross (ICRC).UNICEF has provided medical supplies both to the Directorate of Health and to medical facilities in Sadr City. They have provided safe water, hygiene materials and emergency health supplies to over 12,000 families and 3,000 individuals in Sadr City. Water tankering operations serve these families daily, as well as the three major hospitals and other health facilities in the city. UNICEF has also pre-positioned various supplies in medical facilities in the city—including basic health kits for up to 100,000 people—and distributed water purification tablets door-to-door.In Sadr City, ICRC provides food parcels, rice, and hygiene kits to vulnerable families and medical supplies to the Imam Ali general hospital. ICRC transport nearly 10,000 litres of drinking water to the city every day, and in Sadr City have repaired the Urfali water treatment plant—which provides clean water for 10,000 people—and the Al-Rashad psychiatric hospital, the largest health centre in Iraq.ICRC's humanitarian assistance to Sadr City is funded from their core Iraq budget, to which DFID has provided £7 million in 2008. Similarly, UNICEF's work in Sadr City is funded from the UN Consolidated Appeal for Iraq, to which DFID has provided £5 million in 2008.In a wider sense, DFID is encouraging the Government of Iraq to take a lead in providing for the welfare of their own people. In line with this, the Government of Iraq has established an Inter-Ministerial Committee on the regeneration of Sadr City—with a budget of $100 million—which is responsible for both regeneration and delivery of essential services to Sadr City, including electricity.

The Department for International Development (DFID) is committed to improving the humanitarian situation both of internally displaced people in Iraq and of Iraqi refugees in the region. We have provided over £149 million in humanitarian assistance to international agencies working in Iraq and the region since 2003—including £17 million this year. This funding has helped to provide immediate assistance such as food, shelter and medical supplies to the most vulnerable people in Iraq.We are aware of the fact that some groups may be particularly vulnerable due to ethnic or religious affiliation, such as the Christian minority. However, it is not the UK's policy to provide direct assistance to any particular religious group in Iraq. Rather, we channel our assistance through established international organisations, notably the United Nations, with a mandate to provide protection to all refugees—regardless of ethnicity or religion—and to distribute aid to those who need it most.

Since 2003, DFID has committed over £149 million in humanitarian assistance to Iraq, £17 million of which has been allocated for this year. We have channelled our assistance to a variety of international organisations working to provide assistance to the most vulnerable people displaced inside Iraq and in the region. Support provided through these organisations includes food, water, shelter and medicine.We are also working to promote a coordinated international effort in response to humanitarian situation, with the Government of Iraq (GoI) in the lead. The GoI has recognised it holds primary responsibility for the welfare of its people and is working to address the humanitarian situation inside the country. To that end, the GoI last week allocated $40 million to the World Food Programme, to assist in the provision of food for internally displaced people. The UK is also encouraging the GoI to take a lead in providing financial support to Iraqi refugees in the wider region, and we are seeing some progress being made. The GoI has allocated $25 million to Syria, Lebanon and Jordan to support Iraqis who are currently living there, and very recently announced $195 million to support voluntary returnees from the region back to Iraq.However, while international aid is vital in supporting the most vulnerable Iraqis—both within Iraq and in the wider region—the longer term solution to the humanitarian problem hinges on sustainable improvements in the security situation. Currently refugees that have been interviewed in the region have said they do not wish to return to Iraq because they believe it is unsafe to do so. The UNHCR, who lead on refugee issues, has also made it clear that the situation in Iraq does not currently warrant mass refugee return. Therefore, security must be the Iraqi Government's top priority, to allow displaced people to feel safe enough to return home.

The hon. Gentleman is right to focus on the suffering of the people of Iraq. That is why, since 2003, the Department and the Government have provided £149 million in humanitarian assistance. With respect to the US Federal Reserve, it is not for us to comment on negotiations between the US military and the Iraqi Government. Needless to say, we are in close contact with the US and Iraq as they formulate their views on the detail and structure of their long-term relationship. I assure the House that we will ensure that future civilian assistance and any future military assistance to Iraq will be based on a sound legal and political footing.

According to The Independent on 6 June, the Federal Reserve Bank of New York holds £25 billion worth of Iraqi oil reserves, so what are the British Government doing to facilitate the release of some of that money, in a planned programme, to the Iraqi Government and to the NGOs involved, in order to relieve suffering in a country where 2 million people have been displaced from their homes and millions more lack basic services? Would that not help to establish much greater stability in that country, where the people have suffered for far too long?

Trade unions are a vital part of any democracy. That is why my hon. Friend is right to say that, between 2004 and 2007, DFID provided through Unison training for trade union leaders and helped to establish a trade union resource centre in Iraq. This programme came to a natural end in 2007, which coincided with a spike in violence preventing us from renewing the programme. Since then we have successfully focused on supporting the Iraqi Government to provide essential services to their own people and stimulating private sector investment. In April, I met Governor al-Waili, the governor of Basra, who expressed his optimism about the future of Iraq. I assure my hon. Friend that as security improves, we will continue to assess how we can best support increased prosperity and stability in Iraq, including opportunities to work with trade unions.

The Office of the United Nation High Commissioner for Refugees (UNHCR) leads on estimating Iraqi refugee numbers in the region. In their latest April-May situation report, they estimated the following:"Syria -1.2 to 1.5 million Iraqi refugees""Jordan - 450,000 to 500,000""Lebanon - 20,000 to 50,000""Iran - 57,000"UNHCR has registered some 280,000 refugees throughout the region, including 194,273 in Syria and 53,000 in Jordan.

Since 2003, the Department for International Development (DFID) has allocated £7.75 million to the UN Refugee Agency (UNHCR), which leads the international response to the Iraqi refugee situation. Of this, £ 3 million has been committed for 2008. DFID has not earmarked contributions to UNHCR for specific countries, but has supported UNHCR's annual Iraq situation appeals. These appeals focus primarily on Jordan, Syria and Iraq, but also cover operations in Lebanon, Turkey, Egypt, Iran and Saudi Arabia. Our support helps UNHCR provide assistance to Iraqi refugees (including food, cash assistance, legal aid and school materials) and support to health and education systems in countries that have taken in large numbers of people displaced from Iraq. DFID's contributions to UNHCR form part of our overall humanitarian assistance allocation for Iraq, totalling £147 million since 2003.The UK, as a major contributor to the European Commission (EC), has also supported the EC's programmes in Jordan and Syria. Last year, the EC allocated €50 million in support of Iraqi refugees in the middle east region. This included an additional €9 million to their ongoing health sector modernisation project in Syria. This money will strengthen health services in areas with large Iraqi populations. In Jordan, the EC has allocated €26.7 million in budget support, which will build capacity in the Jordanian education sector to accommodate Iraqi refugee children.

The Department for International Development monitors all of its programmes rigorously, including its reconstruction projects in Iraq. In addition to ongoing evaluation and monitoring, we conduct annual reviews—known as ““output to purpose reports””. At the end of the project's life, we conduct project completion reports. These reviews are designed to evaluate the extent to which the projects have achieved their purpose, and they include recommendations for future changes in our programmes. Every programme is given a score from one to four to indicate how successful it has been in meeting its objectives.In addition to our bilateral programmes, we have channelled a significant share of DFID reconstruction funds for Iraq through multilateral agencies such as the United Nations and the World Bank. These agencies have their own internal evaluation processes. For example, DFID has channelled £70 million to the international reconstruction fund facility for Iraq (IRFFI), a multi-donor trust fund which supports projects of the World Bank and UN agencies. We have argued for increased attention to be paid to monitoring and evaluation of IRFFI-funded programmes on Iraq and as a result an independent review of its work is now under way. This is being co-ordinated by the United nations Office Project Services (UNOPS).

The UN estimates there are between 1.2 and 1.4 million Iraqi refugees in Syria. The UK Government are very concerned about the humanitarian situation for these refugees. Our engagement and support has been through the UN Refugee Agency (UNHCR), which has an internationally recognised mandate to lead the international response to refugee situations. Their operations are closely co-ordinated with the Syrian Government. Activities include rehabilitation of vacant buildings for housing, food distribution and education initiatives. UNHCR is also investigating reports of increased refugee returns from Syria and the reasons behind such returns. We await the outcome of this work.Since January, DFID has committed £3 million to UNHCR for their work with Iraqi refugees. This takes our overall Iraq humanitarian response to £15 million this year and to over £130 million since 2003. DFID officials are working closely with American and European aid agencies, such as the European Community Humanitarian Aid Department (ECHO), as well as with other partners to co-ordinate programmes and share information.

Prime Minister Gordon Brown and Iraqi Deputy Prime Minister Barham Saleh met in Baghdad in October 2007 and agreed that the UK would help establish a development commission in Basra to promote private sector growth. The Basra Development Commission will provide the strategic advice and vision to help kick-start Basra's economy.Since October, the UK-led Provincial Reconstruction Team (PRT) in Basra has been working with the provincial council to develop the Commission's role and identify potential commissioners from Iraq, the region and internationally, including from the UK. It is expected that, following inauguration later this month, appointed officials and commissioners will develop detailed objectives and that the Commission will be fully functioning by March 2008.

DFID is very concerned about the humanitarian situation in Iraq and among refugees in the wider region. Many Iraqis are denied adequate protection and access to basic services. There is a lack of reliable information about the situation. However, the UN estimates that over two million people are internally displaced, with a further two million displaced across the region, 80 per cent. of whom are in Syria and Jordan. UNHCR is investigating reports of increased refugee returns from Syria, and the reasons behind such returns. We await the outcome of this work.DFID is supporting the delivery of emergency relief and protection through contributions to internationally mandated humanitarian agencies. We have recently allocated an additional £5 million to these efforts, bringing our overall humanitarian commitment for Iraq to over £130 million since 2003 and £15 million this year.

According to the World Health Organisation (WHO), Iraq remains on the list of the 60 countries in the world with the highest infant, under-five and maternal mortality rates. The latest joint UNICEF—Government of Iraq Multiple Indicator Cluster Survey was published in March 2006. It estimated an infant mortality rate at 35 per 1,000 live births. The under-five mortality rate was estimated at 41 per 1,000 live births. According to a 2004 Iraq Living Conditions Survey (ILCS), the maternal mortality rate was 192 per 100,000 live births. There are no fully reliable or up-to-date figures on life expectancy in Iraq.The Government of Iraq has primary responsibility for ensuring the welfare of its own citizens, including children. However, the UN, led by UNICEF, continues to support the Iraqi Government to improve nutrition rates in Iraq through infant feeding campaigns, the provision of medical supplies and other support. DFID is supporting humanitarian agencies providing emergency relief, including food assistance, to children and other vulnerable groups. Since 2003, DFID has committed over £130 million in humanitarian assistance, of which £15 million has been for this year alone.

The US Iraq Reconstruction Management Office (IRMO) estimate that electricity generation since November 2006 has fluctuated between 3,500 megawatts (MW) and 4,975 MW. The average for 2006 was 4,400 MW, just above the pre-2003 level.Although 5,000 MW have been added to the national grid since 2003, electricity generation in Iraq is not meeting demand. This is due to several reasons: old and dilapidated infrastructure; a result of years of under-investment and mismanagement; shortage of fuel supplies; and sabotage of key facilities. Furthermore, demand has increased considerably to over 9,000 MW, with the influx of electrical goods such as refrigerators, televisions and air conditioning units.The most recent reliable data available for water supplies in Iraq comes from the Iraq living conditions survey carried out in 2004 by the Iraqi Ministry of Planning and Development Cooperation and the United Nations Development programme. This survey can be found at:"http://www.iq.undp.org/ILCS/overview.htm."The 2004 UN survey found that in urban areas, 99 per cent. of households have access to safe drinking water (but for 33 per cent. the supply is unreliable). In rural areas, 65 per cent. of households-have access to safe drinking water (but for 22 per cent. the supply is unreliable). Since 2003, donors (including DFID) have worked hard to restore supplies. As a result, IRMO estimates that an additional 5.4 million Iraqis have improved access to drinking water.

The most reliable data we have is a survey conducted in 2005 by the World Food programme (WFP) and Government of Iraq. The survey found that four million people in Iraq are considered food insecure and in need of food assistance—this equals 15 per cent. of the population. The survey found that a further 8.3 million people would be rendered food insecure if they were not provided food rations through the public distribution system (PDS).The only information we have on food prices are the Government of Iraq’s food inflation figures (i.e. the rate at which food prices are increasing).

I have been asked to reply.DFID supports the Government of Afghanistan to deliver services to children and young people, including £55 million this year to fund the recurrent budget, which pays salaries of teachers and doctors. It is not possible to attribute an exact figure for funding which benefited young people, since, for example, health sector funding provides benefits for all age groups. However, the following table sets out our total contribution to the Afghanistan Reconstruction Trust Fund (ARTF) for the last five years, and the estimated amount of this, which went to support the education budget:
In addition, DFID Afghanistan has committed £42 million (2003-10) to the Government of Afghanistan's National Solidarity Programme, which funds communities' own priority projects including health clinics, schools, and wells—all of which benefit young people.The Foreign and Commonwealth Office has allocated £330,500 to projects that benefit young people in Afghanistan between 2004-05 and 2007-08. Examples of these projects include teacher training, vocational training and informal schooling for children who have not had access to the formal education system. And in 2006-07, the UK spent £6.2 million on Quick Impact Projects in Helmand, to improve local facilities, including £645,000 ($1.29 million) on schools and parks, which benefit young people.We have not specifically supported projects aimed at young people in Iraq. Our programme has focussed on supporting economic reform, governance and institutional building, providing essential infrastructure in southern Iraq, supporting civil society and political participation and addressing humanitarian needs. Since 2002-03, DFID has disbursed the following on bilateral assistance to Iraq:
