The implementation of UN Security Council Resolution (UNSCR) 1325 is a global challenge and it is not possible to provide an exhaustive list of progress made. Nationally, the UK's national action plan on UNSCR 1325 provides the framework for domestic activity and gives impetus to our global efforts that include:
Increased representation of women at decision-making levels in conflict institutions—the UK has called for progress in the process of appointing women to senior posts in the UN. The UN Secretary General now routinely insists that there are female candidates on every shortlist for senior appointments in UN peacekeeping missions and headquarters roles.
Gender perspectives included as part of peacekeeping operations—the UK consistently requests that women's protection issues and their role in conflict resolution is addressed in mandates for UN peacekeeping missions. Gender advisers or gender focal points are now present in UN-led peacekeeping missions.
Training on protection, rights and needs of women in conflict—the UK has run training and awareness raising events for its conflict prevention officers, strategy managers and staff in its UN mission in New York. The UK provides peace support operations (PSO) training to peacekeepers and include aspects of UNSCR 1325, as they are covered in UK PSO doctrine and training.
Protection of women in conflict affected areas—the adoption of UNSCR 1820 in June 2008 was a significant step forward in strengthening previous calls to address the scourge of widespread sexual violence in conflict-affected situations. The UK was a key driver behind the design and passage of this resolution.
The Government also work on the ground in conflict and post conflict areas to further the aims of UNSCR1325.

Our high commission in Islamabad supports a range of programme and project work to promote human rights in Pakistan. This includes projects to improve access to justice by supporting the creation of a lawyers' network of human rights advocates and support for community-based lawyers. There is no funding specifically for the protection of those advocates acting for people facing prosecution for blasphemy.

The UK continues to press the Government of Iraq at official and ministerial level to protect minority communities, and to take tough action against those responsible for violence and intimidation.
We have received no specific reports of land and goods having been illegally seized this year around Mosul, though we utterly condemn the violence and intimidation that minority communities in Mosul have been subjected to. We are aware of long-standing disputes over land and properties, dating primarily back to the early 1990s. My honourable friend the Minister of State for Foreign Affairs (Bill Rammell) hopes to discuss these issues with ministerial interlocutors from the Government of Iraq and the Kurdistan Regional Government at the next appropriate opportunity.
We welcome reports from UN High Commissioner for Refugees that due to the efforts of the Iraqi Security Forces many families—up to one-third of those displaced in some districts—have returned to their homes in Mosul, though we are unable to provide any independent assessment of the numbers involved. The Iraqi Government have pledged grants of $851 per family to support those families as they return.

We are concerned about the reports of threats or intimidation faced by lawyers who defend those charged under blasphemy legislation. We fund a range of programme and project work that aims to enhance civil society's capacity to act as advocates and promote human rights in Pakistan. Through the EU, we are working on a number of initiatives to ensure protection for human rights defenders, including lawyers. We are also committed to supporting the Government of Pakistan in building a prosperous and stable society and in applying the rule of law for the benefit of all.

We have not directly raised the protection of prisoners accused under blasphemy legislation with the Government of Pakistan. However, our close working relationship with Pakistan includes co-operation on judicial issues and sharing expertise on good practice. The Foreign and Commonwealth Office and the Ministry of Justice are in the process of hosting a visit to the UK by senior Pakistani government officials. While the primary focus of the visit will be on prisoner transfer matters, the visit will also share UK training practice with prison authorities in Pakistan. Such exchanges are an opportunity to improve prison standards for all prisoners in Pakistan in accordance with international human rights standards.
Officials in London and Islamabad regularly meet with representatives of civil society and human rights organisations to monitor the treatment of minorities and inform our policy more widely. For example, our high commission in Islamabad recently met the Bishop of Lahore's chaplain for prisoners.
We will continue to encourage Pakistan to fulfil commitments under the UN High Commissioner for Refugees (UNHCR). We have welcomed Pakistan's decision to ratify the International Covenant on Economic, Social and Cultural Rights and to sign the International Covenant on Civil and Political Rights, as well as the Convention Against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment. We look forward to early implementation of these instruments, which we believe should safeguard the rights of minorities in Pakistan.

The Iraqi authorities have given assurances that residents will be treated humanely. The Iraqi human rights ministry plays a key role in the transition. The US and the ICRC continue to follow developments at the camp closely and are content with Iraqi assurances so far received. The US and Iraqis have discussed the transfer with UNHCR and UNAMI.

My Lords, is the Minister aware of the rather ominous directive of the Iraqi Government of 17 June which called for the removal of US troops and their replacement with Iraqi forces, and for the expulsion of the PMOI residents in Ashraf City? Does he realise that expulsion in those circumstances would almost certainly mean execution? This is an extremely serious situation. Can he assure the House that he will keep a very close eye on developments and secure what guarantees he can from the Iraqi Government to avoid what would otherwise become a humanitarian catastrophe?

My Lords, some 300 members of this group have returned—they are admittedly low-level people in most cases—and we have no evidence that they have been inhumanely treated on their return. However, it has been the intention of the Americans in the understandings that they have sought from the Iraqis that Camp Ashraf remains open, and therefore that those individuals in it will not be expelled.

My Lords, I hope that the noble Lord will agree that there is a difference between the dispersed communities to which he refers and the limited capacity of the Iraqi Government to protect them and the situation of this group, contained within Ashraf City. The right of protection can easily and effectively be transferred to the Iraqi authorities, so long as they are committed to playing that role.

My Lords, is this not a premature decision, given the failure of the Iraqi Government at present to protect the Chaldeans, the Syriacs, the Yazidis and other minorities, whose lives are endangered on the Nineveh plains where they have been expelled from Mosul? I do not know whether all Iraqis share that view, but obviously there is a dramatic change in direction in which there is a rundown of western forces in Iraq. I think that they are satisfied that that is the case. As to the UK’s legal responsibility, it is our view that the MEK/PMOI specifically chose American forces to surrender to. Secondly, the proclamation from the multinational commander at the time in 2004 that confirmed camp resident status as being ““treated as protected persons”” was clearly made on behalf of the United States alone.

My Lords, the Minister referred to the responsibility of the United States but surely Britain, by virtue of its membership of the multinational force, will be as much in breach of international law as America if the protection of Ashraf City is handed over to Iraq without any real expectation that the rights of the inhabitants will be respected and that the Iraqi Government will not return them to Iran. Surely that must be the legal position.
I return to the point made by my noble friend Lord Eden. In the light of the directive issued by the Iraqi Government on 17 June, it is surely very odd to take at face value present assurances by the Iraqi Government that these people will not be expelled, because the directive to which I referred calls for their expulsion.

Women have a crucial role to play in delivering sustainable peace and security in conflict areas. The UK was a driving force behind the adoption of UN Security Council Resolution (UNSCR) 1325 on Women, Peace and Security in 2000. Our National Action Plan for UNSCR 1325 commits to work to increase the number of women at senior decision-making levels in conflict resolution and peace-building in UK and international institutions and civil society. In October 2007 the UK supported a UN Security Council presidential statement which urged the UN ““to enhance the role of women in decision-making with regard to all peace processes and post-conflict reconstruction””.
We also encourage the implementation of these principles in specific conflicts. For example, we supported language in UNSCR 1812 (April 2008) mandating the UN peacekeeping mission in Sudan. This encouraged the mission to emphasise ““the role of women in the prevention and resolution of conflicts and in peace-building””. The UK supports programmes to promote the involvement of women in conflict resolution. For example, last year we started funding a £3.2 million programme with the UN Development Fund for Women to support women's engagement in peace-building and reduction of gender violence in conflict and post-conflict countries, including Afghanistan, Liberia, Rwanda and Uganda.
The UK places the protection of civilians, including children, at the centre of its humanitarian action. We support the UN Children's Fund with £4 million per year, to lead, co-ordinate and strengthen the capacity of the humanitarian system in specific areas, including child protection. In addition, the UK is providing £1.3 million (2006-11) to Save the Children-UK, to develop and train a stand-by roster of 46 emergency child protection officers, able to deploy rapidly to respond to the protection needs of children affected by conflict or natural disasters. Civil society organisations applying to the Department for International Development's Civil Society Challenge Fund, and the Governance and Transparency Fund to work with children, are also required to have a written child protection policy. The UK will continue to encourage the participation of women in efforts to prevent and resolve conflict, and afford a high priority to the protection of children in our programmes for relief and reconstruction.

The UK is concerned about excavation activities in the area around the Temple Mount/Haram a-Sharif. Negotiations between Israel and the relevant religious authorities are continuing under the auspices of the UN Educational, Scientific and Cultural Organisation. The UK continues to make clear that any action in this holy site should be taken with the agreement of all concerned parties.

The Foreign and Commonwealth Office (FCO) takes its role of providing consular support to British nationals overseas seriously and their safety is our top priority. As with many other British diplomatic missions across the world, our embassy in Harare holds a civil contingency plan. The Zimbabwe contingency plan focuses on assisting the departure of British nationals from Zimbabwe by non-military means and is reviewed and updated on a regular basis. At present, we do not anticipate an assisted departure or evacuation, but we will continue to monitor the situation and adjust our plans accordingly.
The FCO travel advice for Zimbabwe is under constant review. We are currently advising against all but essential travel to the whole country. We are also advising British nationals in Zimbabwe to avoid specific areas and to have their own contingency plan for how they would leave at short notice. A full copy of the travel advice can be found at www.fco.gov.uk/travel/zimbabwe. If the situation in Zimbabwe deteriorates further, we will reflect this in our travel advice and provide appropriate guidance. To ensure that we can effectively communicate this information, British nationals in Zimbabwe are urged to register with our embassy in Harare.

The Forced Marriage Unit, jointly with the relevant government departments, has issued guidance for education professionals, health professionals, social workers and police officers. This guidance is being revised and will be reissued on a statutory footing. The Forced Marriage (Civil Protection) Act 2007 makes it clear that a person exercising public functions to whom guidance is given under the Act must have regard to it in the exercise of those functions. We would expect bodies that inspect and/or regulate healthcare professionals and education authorities to check that such responsibilities are being met. In the case of education, the Office for Standards in Education already makes a judgment on safeguarding and we would expect compliance with relevant statutory guidance to be considered in reaching that judgment. Should the Forced Marriage Unit become aware of any organisation not following the statutory guidance it will of course raise this with the relevant authority.
