The information requested is not available.
The Family Resources Survey records the number of hours someone is reported to be caring. It does not, however, link all carers with the people for whom they care. Therefore, we cannot say whether the carer is a relative, grandparent or otherwise of the person receiving care or whether that relative is accruing state pension entitlement. Neither can we say whether the relative's care allows the child or children's motherto work.
I refer my honourable friend to the Answer I gave on 7 February 2007 (Official Report, col. WA 138) for information regarding the number of people who report they are caring for at least 20 hours a week and not accruing state pension entitlement.
We intend to use the Pensions Bill to introducea new carer's credit in 2010, which will ensure that those providing necessary and significant care ofat least 20 hours a week continue to build up state pension entitlement while they are caring. The carer's credit is not, however, intended for those providing care for a child without disability.

(ii) Table 2 shows the estimated additional cost (that is, additional to the costs shown in Table 1) of extending the carer’s credit to all people who are estimated to be caring for at least 20 hours and not otherwise qualifying for state pension. Robust estimates in respect of people caring for those receiving any disability benefit are not available.

a) Analysis of the Family Resources Survey shows that, of those people currently caring for at least 20 hours a week, around 120,000 are not building entitlement to the basic state pension and around 240,000 are not accruing entitlement to state second pension. It is possible that some of these will be caring for individuals with lower rate disability living allowance or on incapacity benefit, but due to data limitations it is not possible to say precisely how many.
b) We estimate that of those people caring for at least 20 hours a week in 2025 around 220,000 may not be building entitlement to the basic state pension and around 330,000 may not be accruing entitlement to state second pension. It is possible that some of these will be caring for individuals with lower rate disability living allowance or on incapacity benefit, but due to data limitations it is not possible to estimate how many. Others may be caring for individuals who are awarded the middle or highest rate care component disability living allowance, attendance allowance or constant attendance allowance and therefore could qualify for the basic state pension or state second pension through the (proposed) new carer's credit from 2010.

Estimates from the Family Resources Survey (FRS) 2004-05 indicate that approximately 100,000 people are in receipt of incapacity benefit, but not the middle or higher rate care component of disability living allowance, and are receiving care for 20 hours or more a week.
These data also suggest that approximately 300,000 people are receiving the lower rate of disability living allowance and are receiving care for 20 hours or more a week.
The FRS does not allow all these people to be matched to the people providing care, some of whom will qualify for the basic state pension and state second pension.
Further, the FRS does not allow us to identify reasons for the receipt of benefits.
Information from the Work and Pensions Longitudinal Study (WPLS) shows the number and proportion of people who are receiving incapacity benefit and the lower rate of disability living allowance because they suffer from mental ill health. There are around 366,000 people in receipt of incapacity benefits with the lower rate of disability living allowance. Of these, around 108,000 are receiving incapacity benefits due to mental and behavioural disorders (at May 2006). The WPLS does not hold information about people receiving care for 20 hours or more a week.
(The Pensions Bill, introduced on 28 November 2006, will help more people build up better state pensions. Around three-quarters of women reaching state pension age in 2010 will get full basic state pension under the Bill, rising to over 90 per cent by 2025. The Bill will also allow around 1 million extra people (over 90 per cent of whom are women) to accrue entitlement to the state second pension.)

Information from the Work and Pensions Longitudinal Study (WPLS) shows the number and proportion of people who are receiving incapacity benefit and the lower rate of disability living allowance because they suffer from mental ill health. There are around 366,000 people in receipt of incapacity benefits with the lower rate of disability living allowance. Of these, around 108,000 are receiving incapacity benefits due to mental and behavioural disorders (at May 2006). The WPLS does not hold information about people receiving care for 20 hours or more a week.
(The Pensions Bill, introduced on 28 November 2006, will help more people build up better state pensions. Around three-quarters of women reaching state pension age in 2010 will get full basic state pension under the Bill, rising to over 90 per cent by 2025. The Bill will also allow around 1 million extra people (over 90 per cent of whom are women) to accrue entitlement to the state second pension.)

Estimates from the Family Resources Survey (FRS) 2004-05 indicate that approximately 100,000 people are in receipt of incapacity benefit, but not the middle or higher rate care component of disability living allowance, and are receiving care for 20 hours or more a week.
These data also suggest that approximately 300,000 people are receiving the lower rate of disability living allowance and are receiving care for 20 hours or more a week.
The FRS does not allow all these people to be matched to the people providing care, some of whom will qualify for the basic state pension and state second pension.
Further, the FRS does not allow us to identify reasons for the receipt of benefits.
