The UK places great importance on free, fair and transparent elections in Lebanon in 2009, which takes into account existing proposals for reform as agreed at the Doha conference.The UK is working closely with the EU and UN, who have taken a lead on these issues. In June 2008, the EU sent two election experts to Lebanon to consider the technical feasibility of electoral reforms and to identify areas for EU support to help improve the electoral system in Lebanon. We fully support this and will continue to explore options to provide bilateral assistance in support of EU and UN efforts.

The UK continues to support President Suleiman and the Government of Lebanon in their efforts to maintain peace and security in Lebanon. During my visit to Lebanon in June 2008, I announced that the UK will provide, from this financial year, a £2 million programme of support to the Lebanese security sector.This assistance includes the provision of £1 million of technical and training support to the army, police, customs and immigration services to improve Lebanon's border management. Last financial year, we provided some £500,000 of training and equipment to increase the ability of the Lebanese armed forces to maintain public order and made a contribution to an EU programme to improve the investigative capability of the Internal Security Forces. We are also providing a number of places on security courses in the UK to the Lebanese armed forces, including places at Sandhurst, Dartmouth, and the Royal College of Defence Studies.

It is now vital that a national unity Government be formed as soon as possible. During my recent visit to Lebanon earlier this month, I underlined my strong support for President Sleiman and Prime Minister Siniora, including through $4 million of UK support to the Lebanese security sector that will be so important in rebuilding the confidence of the citizens of that country in their armed forces.

I know that my hon. Friend has championed the importance of Lebanon not just to the Lebanese people but in terms of security and stability across the middle east, and he is absolutely right to do so. I think that it is the nomination of a Government that is currently held up, and I spoke to Prime Minister Siniora about that when I was in Lebanon and last week, in advance of yesterday's and today's conference in Austria on the rebuilding of the Palestinian refugee camps. The nomination of the Government will take place and, next year, there will also be elections for a new Government. I very much hope that all the parties will recognise their interest in pursuing a stable strategy in advance of those elections, and in allowing them to take place in conditions as close to normality—certainly without violence—as possible.

We certainly do need to rebuild confidence, because earlier this year they had gone to the brink, almost reaching civil war. The Doha agreement has proved the way forward, yet the situation remains deeply unstable and tense; indeed, I understand that troops were called out onto the streets of Tripoli today. What more can my right hon. Friend do, particularly in using his good offices, to ensure that a Government are elected at the earliest opportunity? That is the way that we can bring greater stability not only to Lebanon but throughout the middle east.

The UK has contact with the current Government of Lebanon, both at official and ministerial level. During a visit to Lebanon from 8-9 June, I met President Suleiman, Prime Minister Siniora and Speaker Berri.The Doha Accord of 21 May 2008 called for the formation of a new National Unity government. We hope that this government can be appointed swiftly.

The security situation in Lebanon remains volatile and precarious, with tensions running high over the election of a new President. Since December 2007 there have been three bomb attacks in Beirut, two of which have killed senior members of the Lebanese army and security forces as well as bystanders. On 27 January 2008 serious civil disturbances killed seven people in Beirut.The UK continues to support efforts by the international community to resolve the crisis. Bilaterally, my hon. Friend the Minister for the Middle East (Dr Howells) visited Beirut in December 2007 to highlight to all sides the need for compromise. Our ambassador in Beirut continues to be active on the ground, encouraging all sides to come to an agreement. I refer the right hon. Member to the detailed statement my hon. Friend the Minister for the Middle East made to the House on the current situation in Lebanon during the end of day adjournment debate on 28 January 2008, Official Report, columns 141-46.

The UK is firmly committed to the full implementation of all EU sanctions, along with our EU partners.There are no EU financial sanctions imposed on Lebanon. EU Common Position 2005/888/Common Foreign and Security Policy, inter alia, places an asset freeze on those suspected of involvement in the murder of the former Prime Minister of Lebanon, Rafiq Hariri. This Common Position implements UN Sanctions and to date no individuals have been targeted for the assets freeze by the UN. Consequently the UK has not frozen any assets.
