Through our High Commission in Kampala, we have previously raised concerns around detentions of climate protesters in Uganda; both I and the High Commission regularly engage with the Ugandan Government on human rights, both bilaterally and with likeminded countries.

Both the Foreign Secretary and the Prime Minister have been in close contact with their Israeli counterparts since the outbreak of the conflict and routinely discuss the progress of Israel's actions in Gaza in their engagements. They have made clear their strong support to Israel to restore its security and remove the threat of Hamas, while reiterating that its military operations must be conducted in accordance with International Humanitarian Law.

We are aware of reports covering Israeli security force actions in the West Bank, including the arrests of Palestinians. As both the Prime Minister and the Foreign Secretary have emphasised to Prime Minister Netanyahu, it is critical that Israel acts to reduce tensions in the West Bank to stop the conflict spreading.

The Government is aware of reports covering treatment of Palestinian detainees in Israeli military detention. We have made clear our concerns over Israeli detention practices, particularly over the reported use of painful restraints and also the high number of Palestinian children who are not informed of their legal rights, in contravention of Israel's own regulations. We are also concerned about reports covering Israel's extensive use of administrative detention, which should be used only where it is justified in accordance with international law. Those under detention should either be charged or released. The Government continues to stress that all actions must be in line with International Humanitarian Law in all engagements with Israeli counterparts.

The UK has made plain its concern about the continued reports of ill-treatment of Palestinian detainees in Israeli military detention, particularly relating children, however we cannot give an accurate estimate of the number of the number of children arrested or detained. The UK is committed to working with Israel to secure improvements in its detention practices and repeatedly calls on Israel to abide by its obligations under international law. This has been raised by both the Prime Minister and the Foreign Secretary with Prime Minister Netanyahu.

Promotion of the right to freedom of religion or belief (FoRB) will continue to be a key human rights priority for the UK in 2023. A range of analyses, including reports from organisations which look at trends, informs our work and approach to freedom of religion or belief. We demonstrated the depth of our commitment to FoRB by hosting an international Ministerial conference in July 2022. We continue to recognise the issue of persecution of Christians globally on account of their faith, alongside recognising the persecution of others on the basis of their religion or belief.

The UK is aware of the arrest of Baradine Berdei Targuio on 5 January 2023 along with eleven officers of the Chadian National Army on charges of 'attempting to destabilize state institutions'. The British Embassy in Chad is closely following developments in the country and continues to remind the Chadian authorities of their responsibility to protect and promote human rights and uphold the Rule of Law.

We are aware of the missing journalists, including the dual Swedish-Eritrean national Dawit Isaak, who disappeared in September 2001. Although there are no recent updates as to their current status and welfare, we frequently raise concerns about human rights with the Government of Eritrea. Eritrea consistently ranks towards the bottom of the World Press Freedom Index, with internal media operated by the state. Through our Embassy in Asmara and with international partners, we continue to call upon the Government of Eritrea to release all those who have been arbitrarily incarcerated for their freedom of expression, religious or political beliefs.

The British High Commission in Uganda is closely following the arrest of Joseph Kabuleta, President of the National Economic Empowerment Dialogue. Kabuleta was initially detained for allegedly failing to respond to a police summons to provide a statement on allegations of promoting sectarianism. He has since been charged with that offence and is now seeking bail. The UK remains a steadfast advocate for a more open and vibrant civic space that offers freedom of expression for all Ugandans. This is essential to democratic progress and we regularly raise these issues with the Government of Uganda, both privately and publicly. The British High Commission has raised misinformation about the Ebola outbreak with the Government of Uganda and international partners, and has provided £900,000 to UNICEF to help strengthen engagement with communities on the Ebola response, including by community health workers, traditional healers and local leaders.

The BBC recently announced plans to move certain language services to digital-only, whilst maintaining access to the full range of 42 language services, and providing assurance that the World Service will continue to serve audiences in need, ensuring continued access to vital news services.
