To ask the Deputy Foreign Secretary, if he will take diplomatic steps to ensure the reopening of the (a) Rafah and (b) Kerem Shalom crossings.
To ask the Deputy Foreign Secretary, if he will take diplomatic steps to ensure the reopening of the (a) Rafah and (b) Kerem Shalom crossings.
We have been clear that entry points for humanitarian aid, including Rafah and Kerem Shalom, must be reopened quickly to allow aid in. Israel must facilitate immediate uninterrupted humanitarian access in the south, including the entry of fuel, and ensure protection of civilians and safe passage for those who wish to leave Rafah. The Foreign Secretary's Representative for Humanitarian Affairs in the Occupied Palestinian Territories has pressed these points with the Israeli Government.
To ask the Deputy Foreign Secretary, if he will make diplomatic representations to his Israeli counterparts to ensure the Rafah crossing remains open and the flow of aid continues.

We remain deeply concerned about the prospect of a military offensive in Rafah. Over half of Gaza's population, including 600,000 children, are sheltering in the area, and the Rafah crossing is vital to ensure aid can reach the people who so desperately need it.

We are clear that we would not support a major operation in Rafah unless there is a very clear plan for how to protect people and save lives. We have not seen that plan so, in these circumstances, we would not support a major operation in Rafah.
The fastest way to end the conflict is to secure a deal which gets the hostages out and allows for a pause in the fighting in Gaza. We must then work with our international partners to turn that pause into a sustainable, permanent ceasefire.
To ask the Deputy Foreign Secretary, what steps his department is taking to help reopen the Adre crossing in Sudan.
To ask the Deputy Foreign Secretary, what steps his department is taking to help reopen the Adre crossing in Sudan.
We condemn in the strongest terms the decision of the Sudanese Armed Forces to close the crossing point at Adré to humanitarian supplies, which is putting at risk the lives of even more people in Darfur. The UK is doing all we can to press for this further serious restriction on humanitarian access to be urgently lifted. On 27 February, we called for the UN Security Council to convene for a closed consultation in response to this. On 20 March, the Security Council heard a briefing on OCHA's White Note, at which the UK underlined OCHA's warning that obstruction of humanitarian access by the SAF and RSF is resulting in people in Sudan starving. Using starvation as a method of warfare is prohibited by international humanitarian law. In March, I visited the Chad/Sudan border and met with some of the 700,000 refugees who have fled conflict and hunger. I reaffirmed the UK's commitment to the people of Sudan and announced a near doubling of UK ODA to Sudan for this year, increasing to £89 million.

The deployment of UN peacekeepers would require a UN Security Council Resolution and the consent of all parties to the conflict. We judge neither of these requirements to be obtainable at this time.

To ask the Minister of State, Foreign, Commonwealth and Development Office, what diplomatic support he is providing to Burundi after the closure of that country's border with Rwanda in January 2024.
The UK regrets the impact that the closure of the border between Burundi and Rwanda is having on local communities and hopes to see it reopened. Most recently, the British Ambassador raised these concerns with the Burundian Foreign Minister on 19 March. We encourage the Government of Burundi to engage with Rwanda on this issue and support further dialogue to enable a swift political solution.

The FCDO is actively engaging with international partners and those operating on the ground to do all we can to address the humanitarian crisis in Gaza. We are are working to get aid in as quickly as possible by land, sea and air, funding multiple implementing partners including UN agencies and international and UK NGOs.
There is ongoing ministerial engagement with partners. The Foreign Secretary has also appointed a Representative for Humanitarian Affairs in the Occupied Palestinian Territories, who is based in the region and is working intensively to address the blockages preventing more aid reaching Gaza.
The Foreign Secretary has discussed the urgency of getting significantly more aid into Gaza with Prime Minister Netanyahu. He reiterated the need for Israel to open more crossing points into Gaza, for Nitzana and Kerem Shalom to be open for longer, and for Israel to support the UN to distribute aid effectively across the whole of Gaza.
To ask the Minister of State, Foreign, Commonwealth and Development Office, whether he has made an assessment of the implications for his policies of reports of construction work on the border between Egypt and Gaza.

Egypt is a key regional partner in supporting the Government's response to the crisis, and we welcome efforts by Egypt in getting aid into, and British Nationals out of, Gaza. The Government is deeply concerned about the prospect of a military offensive in Rafah. Over half of Gaza's population are sheltering in the area, and the Rafah crossing is vital to ensure aid can reach the people who so desperately need it.
The immediate priority must be a humanitarian pause, which is the best route to secure the safe release of hostages and significantly step up the aid reaching Gaza. We want that pause to lead to a sustainable ceasefire without a return to further fighting. That remains the focus of all our diplomatic effort.
To ask the Minister of State, Foreign, Commonwealth and Development Office, whether recent progress has been made towards opening the Kerem Shalom border crossing into Gaza for humanitarian aid.

The UK Government welcomes Israel's opening of the Kerem Shalom crossing for humanitarian aid deliveries into Gaza, including food, water, medicine and shelter. The Prime Minister and Foreign Secretary were among the first to call on Israel to do this, including with Prime Minister Netanyahu. Significantly more aid needs to reach Gaza to address the humanitarian crisis. As the Foreign Secretary has set out, Israel must take steps, working with other partners including the UN and Egypt, to significantly increase the flow of aid into Gaza, including extending the opening hours and capacity of the Kerem Shalom checkpoint so more trucks, aid and fuel can enter Gaza, and open the crossing seven days a week. The British Government continues to discuss and press for the action that needs to be taken to increase aid to Gaza in his regular calls with his Israeli, Egyptian, Jordanian, Lebanese, US and Palestinian Authority counterparts.

The UK is committed to supporting efforts to build stability and reduce violence in the Democractic Republic of Congo (DRC). We continue to monitor the concerning situation in the east closely and its grave humanitarian consequences. We regularly raise the conflict with the DRC, Rwanda, and the region, where we urge all parties to deliver on their commitments, agreed through the Nairobi and Luanda processes. This includes the cessation of hostilities, respect for sovereignty and agreed withdrawal by armed groups including M23. The UK firmly believes the regional peace processes provide the best means by which to achieve a lasting peace and offer them our full support. The UK is the current chair of the International Contact Group for the Great Lakes where we work with likeminded partners to support progress on the ground, and most recently met, at senior official level, on 8 November. I met with President Kagame and Foreign Minister Biruta during my visit to Rwanda in late August, where I encouraged de-escalation and emphasised the need for a peaceful political solution. I also met with DRC Vice Prime Minister Kamerhe in October where I delivered the same message.

The UK condemns in the strongest possible terms attempts to undermine democracy, peace and stability in Niger. We stand firmly with the African Union and the Economic Community of West African States (ECOWAS) in calling for an end to the unacceptable infringement on the democratic rights of the people of Niger. The crisis in Niger and resultant border closures have led to blockages of food, nutrition, and medical humanitarian supplies to Niger. We are not aware that these have had a major impact on aid delivery to Burkina Faso. On 17 August, the UN Emergency Relief Coordinator wrote to the President of the ECOWAS Commission asking for unimpeded movement of humanitarian cargo and personnel, and allowing financial transactions for humanitarian operations. ECOWAS has reacted favourably, indicating willingness to allow the transit of humanitarian consignments. The UK welcomes this and continues to monitor the situation to ensure that relief goods can pass into Niger.
