The UK has consistently made clear that malign activity by Russia and its proxies, including disinformation campaigns, exploits and exacerbates instability in sub-Saharan Africa. We draw on a range of levers to strengthen security and stability in sub-Saharan Africa. HMG is working with regional and international partners to coordinate activity to counter Russian disinformation and broader foreign information manipulation and interference (FIMI) targeting African audiences. We also support our African partners through strategic security and defence relationships with countries such as Kenya, Nigeria and Ghana, coordinating closely with likeminded states and international organisations.

The Government will routinely publish the programme summaries and annual review summaries of Conflict, Security and Stability Fund (CSSF) programmes on gov.uk. Since its launch in 2022, the 'Hate Speech and Disinformation Programme' in Pakistan has trained university students on digital literacy; trained government officers to identify and tackle hateful narratives; and supported efforts to counter disinformation in the electoral process. The programme summary is due to be published by Summer 2024.

The British High Commission in Uganda is closely following the arrest of Joseph Kabuleta, President of the National Economic Empowerment Dialogue. Kabuleta was initially detained for allegedly failing to respond to a police summons to provide a statement on allegations of promoting sectarianism. He has since been charged with that offence and is now seeking bail. The UK remains a steadfast advocate for a more open and vibrant civic space that offers freedom of expression for all Ugandans. This is essential to democratic progress and we regularly raise these issues with the Government of Uganda, both privately and publicly. The British High Commission has raised misinformation about the Ebola outbreak with the Government of Uganda and international partners, and has provided £900,000 to UNICEF to help strengthen engagement with communities on the Ebola response, including by community health workers, traditional healers and local leaders.
