Mr. Peter Duncan: To ask the Secretary of State for Defence how many complaints regarding low flying have been received from residents of Dumfries and Galloway in each of the last six months. [103049] Dr. Moonie: During the period 1 September 2002-- 28 February 2003, a total of 40 complaints were received from residents of Dumfries and Galloway by the Ministry of Defence. Of these, 22 were from members of the public who complained on more than one occasion during this period. Mr. Peter Duncan: To ask the Secretary of State for Defence how many low flying training sorties have been flown over Dumfries and Galloway by the RAF in each of the last five years. [78738] Dr. Moonie: Information on military low flying training in the United Kingdom low flying system is recorded for each low flying area (LFA) in the form of number of hours booked for the aircraft of all three services. Data for Dumfries and Galloway are incorporated in the total for LFA 16, which also includes the Borders region of southern Scotland and other countries up to and including those within the central belt. Figures quoted in the table indicate the number of hours low flying training has been booked by day and night in the LFA over the last five years. _________________________________________________________________________________________________. [70324] Dr. Moonie: Covert monitoring of low flying military aircraft is only undertaken using mobile Skyguard radar equipment by teams from the Defence Flying Complaints Investigation Team of the RAF police. Deployments of the Skyguard radar in Low Flying Areas 16 and 20T since 1993 are identified in the table. Full dates are quoted where this information is held centrally and I shall write to the hon. [70325] Dr. Moonie: The number of hours of military low flying training booked in the United Kingdom Low Flying System (UKLFS) is published annually. Figures quoted are in respect of hours booked by day and by night, with the night Low Flying Areas (LFA) mapped to the day system in order to produce the final total. Tactical Training Area (TTA 20T), when activated for Operational Low Flying (OLF), partly overlays LFA 16, approximately two-thirds of LFA 13 and a small area within LFA 12. The raw data prior to training year 2000-01 are not held centrally and could be provided only at disproportionate cost. Night data mapped to the day system does not distinguish between United Kingdom and foreign forces and therefore cannot be shown. Syd Rapson: To ask the Secretary of State for Defence if he will make a statement on the pattern of military low flying activity in the United Kingdom during training year 2001-02. [69357] Dr. Moonie: The ability to fly fast and low continues to be an essential skill in our armoury of tactics. Training for aircrew to achieve and maintain these skills is vital. The amount of low flying training carried out in the UK Low Flying System (UKLFS) during the training year April 2001 to March 2002 was the minimum necessary for aircrew to reach and maintain these skills. Hours booked for low flying training in the UKLFS (excluding the Rotary Wing Dedicated User Areas, where different booking arrangements apply) during this period amounted to an overall increase of 8.7 per cent. compared to the previous training year. It is likely that there are a variety of reasons for this increase, such as preparation for operations, the return of Royal Air Force squadrons from Germany and low flying by the Eurofighter and Apache aircraft in preparation for their introduction into service. Since detailed records of hours booked began in 1995, the annual total has reduced by some 31 per cent. The distribution of low flying training across the UK has not changed significantly over previous years. It is spread as widely as practicable, but for a variety of reasons including population distribution, and geographic and climatic considerations, it is inevitable that some parts of the country will see more low flying than others. I have today placed in the Library of the House a report giving a detailed account of low flying training in the UK Low Flying System for the period April 2001 to March 2002.
