Parliament will continue to be updated on the implementation of the Scottish rate of income tax as work progresses, including any changes to the cost estimates. HMRC expects to be able to provide an updated estimate of the operational cost of implementing the Scottish rate of income tax later in 2013-14 when planned work on designing the process for identifying Scottish taxpayers is undertaken. An updated estimate of the cost of IT changes is expected to be available during 2014-15 following more detailed work on their implementation.

During the development and implementation of the Scotland Act 2012, Scotland Office Ministers and Treasury Ministers have met regularly to discuss a wide range of matters relating to the new Scottish rate of income tax, including the costs of implementation. Scotland Office officials are represented on HMRC's implementation project and programme boards.

The High Level Implementation Group established by the UK Government met four times between July 2010 and October 2011. It was set up to advise the Government on the practical implications of the implementation of the Commission on Scottish Devolution's taxation proposals. The minutes of these meetings will be placed in the House Library.

There is a small team in the Treasury coordinating the programme and within the Scotland Office a dedicated team of two supports the work of the wider office on the programme. The cost of carrying out the work is being funded from existing departmental budgets in the normal way. The Scotland Office has not commissioned work from external consultants for the programme. Scotland Office Ministers engage with a wide variety of organisations and individuals on all aspects of UK Government business, including the Scotland Analysis Programme. I have regular meetings with ministerial colleagues on a range of issues. The Joint Exchequer Committee which oversees the implementation of the finance provisions of the Act met on 18 June and both the UK Government and the Scottish Government are committed to the successful implementation of the Scotland Act 2012.
