Estelle Morris: The Department for Culture, Media and Sport has not appointed a chief scientific adviser. DCMS has access to a wide
range of expert scientific and technological advice through its own economists and statisticians, its standing and ad hoc advisory
groups, its sponsored bodies and other research and development partners. This advice is called upon as and when necessary to
support policy-making activities and inform Ministerial deliberations.

Dr. Iddon: To ask the Secretary of State for Culture, Media and Sport what steps she has taken to enhance science in her Department
since the publication of the Government's science strategy Investing in Innovation. [162241]
Estelle Morris: The Department for Culture, Media and Sport has responded to the science agenda outlined in "Investing in
Innovation" in several ways since its publication in July 2002.
DCMS is the first department to take part in the cross-cutting review now being conducted by the Office for Science and Technology,
which was advocated in the document. DCMS recognises that a number of its sponsored bodies, in particular the Natural History Museum
and the Science Museums, have a key role to play in science education and can make major contributions to the Government's drive to
improve further the quality of science teaching in schools and colleges, the scientific knowledge of young people entering the
workforce, the image of science within society and the scientific understanding of the public generally.
In February 2003, the National Endowment for Science, Technology and the Arts (NESTA) which is sponsored by DCMS, received an
additional 50 million bringing its endowment up to 250 million and an extra 45 million to use as revenue
expenditure until 2006. NESTA now plans to spend over 20 million a year on UK creativity and innovation in science,
technology and the arts.
DCMS is continuing to develop a Research Strategy which coordinates social science research with our Non Departmental Public Bodies.

Miss Kirkbride: To ask the Secretary of State for Culture, Media and Sport if she will list the ideas sponsored by the National
Endowment for Science, Technology and the Arts which have gone into commercial production. [162575]
Estelle Morris: Of 430 awards to date, 143 investments have been made through the Invention and Innovation Programme (which is the
programme most relevant to commercial production). 40 projects have gone beyond the prototyping stage and have, therefore, a product
or service that is available to buy. Of these 32 have actually sold a product.
The National Endowment for Science, Technology and the Arts (NESTA) is an early stage investor, supporting projects long before they
reach their production phase. As such, given that NESTA has only been in existence for five years, we would not expect most of their
awardees to have reached the stage of commercial production.
The 32 projects that have achieved a sale are as follows. Projects details are available in the Annual Reports of NESTA that are
laid before the House.

Estelle Morris: We have increased revenue grant-in- aid to our sponsored science and technology museums by 23 per cent. in
real terms to over £70 million per annum since 1997-98, including funding for free admission to their permanent collections.
The number of visits to these museums has increased by 73 per cent. to 7.6 million.

Estelle Morris: This Department does not maintain a central record of the background of secondees: secondees remain employees of

Mr. Tyrie: To ask the Secretary of State for Education and Employment how much time is spent in primary schools in Year 6 on core
subjects as a proportion of all teaching; and what the proportion was in May 1997. [158536]
Ms Estelle Morris: The average percentage of Year 6 teaching time currently spent on the core subjects is 60 per cent. (27 per cent.
for English, 22 per cent. for mathematics and 11 per cent. for science). This compares with an average of 53 per cent. (22 per cent.
for English, 19 per cent. for mathematics and 12 per cent. for science) in 1996-97.
We welcome the fact that primary schools are now spending more time teaching English and mathematics, where standards were
unacceptably low in 1997. Since 1997, we have introduced the daily Literacy Hour and mathematics lesson, which have improved the
quality of teaching and raised standards of achievement, not only in English and mathematics but also in science and the foundation
subjects of the National Curriculum, which schools are required to teach.

Ms Estelle Morris: [holding answer 28 February 2001]: "Golden hellos" are awarded irrespective of gender, number of UCAS points and
age. The information requested is therefore not collected centrally.
Compared to 1998-99, before the introduction of golden hellos for maths and science, graduate recruitment is up 23 per cent. for
maths and 8 per cent. for science. In September 2000, golden hellos were extended to modern languages and technology. Graduate
recruitment for 2000-01 is up by 13 per cent. and 23 per cent. respectively compared to last year.

Mr. Leigh: To ask the Secretary of State for Education and Employment if he will make a statement on recruitment of teachers in
shortage subjects. [143479]
Ms Estelle Morris: Compared to 1998, before we introduced Golden Hellos, recruitment so far this year to initial teacher training
courses is up 5 per cent. for science and 15 per cent. for maths. Incentives for modern languages and technology were introduced
from September 2000. Recruitment so far this year is up on last, by 9 per cent. for technology and 11 per cent. for modern
languages. And a further 397 people have started secondary training in these four subjects through the Graduate Teacher Programme.

authority, on the third Thursday in January each year since the authority was created, is as follows:

The number of regular teachers in maintained schools increased by 6,900 between January 1998 and January 2000.
A DfEE survey of maintained secondary schools in England in the first week of September 2000 indicated that there were about 1,000
secondary teacher vacancies.
There was a growth of 2,000 in the number of people training to be teachers between 1999-2000 and 2000-01, the first such increase
since 1992-93.

The Government announced on 30 March that training salaries would be introduced for postgraduate trainees starting initial teacher
training courses from September 2000. Since that date, latest available figures show 1,119 (32 per cent.) more applications have
been input onto the Graduate Teacher Training Registry computer system than for the equivalent period last year.
The number of trainees recruited onto mathematics postgraduate initial teacher training courses declined between 1994-95 and
1998-99. There was a similar decline in the number of trainees recruited onto science postgraduate initial teacher training courses
between 1996-97 and 1998-99. Last year, with the introduction of "golden hellos", recruitment to mathematics and science was up on
the previous year.
In recognition of the fierce competition for good graduates in mathematics, science, modern foreign languages, information
technology and design and technology, as well as £6,000 training salaries, new style "golden hello" incentives of £4,000 were
announced for postgraduate trainees in these subjects who pass their induction year and go on to take up a relevant teaching post.
Since the announcement, available figures for all these subjects together show an increase of 379 or 22 per cent.

As a result of the introduction of "Golden Hellos", recruitment to secondary teacher training in mathematics was 17 per cent. higher
than the previous year. For science the figure was 4 per cent. and recruitment was very close to target. In both these subjects, the
previous trend was a decline in recruitment. "Golden Hellos" will also apply to secondary teacher training in modern foreign
languages from September 2000. In the longer term, the reforms announced in the Teachers Green Paper will improve the pay, training
leadership and support for teachers and encourage more of the best graduates to join the profession.

These figures show that at the equivalent time last year, only about a third of final applications had been recorded for
postgraduate subjects in Mathematics, Science and Technology and under half for courses in Modern Foreign Languages. Over the last
five years there has been a trend for secondary initial teacher training postgraduate applications to be made later in the year.

Ms Estelle Morris: There were 126 secondary schools in England where fewer than 15 per cent. of pupils achieved five A*-C grades at
GCSE/GNVQ in 1999. The average improvement, between 1998 and 1999 in the percentage of pupils achieving Level 4+ in KS2 science test
was, (a) 12 percentage points in schools in those education action zones which began in 1998-99, and (b) 10 percentage points in all
maintained mainstream schools in England.
The percentage of pupils who attained 5 A*-C GCSE/GNVQs in schools in those education action zones which began in 1998-99 was 20 per
cent. in 1998 and 23 per cent. in 1999.
The permanent exclusion rate for schools in Education Action Zones was 0.25 per cent. in 1997-98. (This is the latest year for which
data are available. Exclusion data for 1998-99 from the 2000 Schools' Census will be published in June).
The percentage of half days missed by pupils due to unauthorised absence in schools in Education Action Zones was (a) in 1997-98,
1.8 per cent. and (b) in 1998-99, 1.7 per cent.
