Active Travel England provides funding to local authorities and a range of national charities to increase levels of cycling. This includes £33 million provided in 2022/23 under the Capability Fund that can be used for local cycle loan and share schemes, e-cycle initiatives and cycling outreach programmes directed towards underrepresented groups. In addition, the Government has been trialling an £8 million national e-cycle programme to provide opportunities to try e-cycles through short term loans in a small number of locations.

Our communications campaign has been running since April 2022 and Pension Credit applications were up by around 75% in the 12 months to May.

If life is so peachy for pensioners and if the Minister really is as passionate as he says he is about supporting pensioners, why does Independent Age say that, despite the long list he has given, the uptake in pension credit is not reaching the people who need it the most? Why, in my constituency of Glasgow North East, are pensioners, who I am passionate about supporting, still missing out on several million every year? Will he use that passion to follow the Scottish Government and have a proper targeted benefit uptake strategy?

We have already undertaken a range of actions to raise awareness of Pension Credit and increase take-up. We are now putting all our efforts into the substantial and sustained take-up campaign, which was launched on 3 April. This has included print advertising and promotion in the national press, across social media, via internet search engines and on screens in Post Offices and GP surgeries across Great Britain. Our digital toolkit has been updated with information and resources, as well as leaflets and posters which advice organisations, charities and other stakeholders working across local communities can use to help promote Pension Credit
Most recently, on 15 June DWP held another Pension Credit day of action with broadcasters, regional and national newspapers and other partners encouraged to reach out to pensioners, as well their family and friends, through their channels. Although not all claims can be directly attributed to the campaign, early indications are that the day of action has been highly effective. Our internal management information suggests there have been over 10,000 Pension Credit claims made during the week of the media day – an increase of 275% compared to the same week in 2021, which itself was an enhanced week due to the 2021 Pension Credit Action Day.
The impact of these claim volumes on numbers of successful awards and on Pension Credit take up will take longer to establish given the usual cycle involved in producing those statistics. However, the campaign is ongoing including a particular focus on getting the private sector to drive forward efforts to enhance claims, and specific effort to reach out to communities who have traditionally not claimed Pension Credit. That work is very much ongoing.
The uptake of pension credit is clearly to be applauded, and I sincerely hope that the hon. Lady was behind the pension credit day of action and is behind the messages that we are all trying to put out. That is not all, however. On Thursday we will make the £326 cost of living payment, which will drop £1 million in payments every single working day, and there will be a further £324 payment in the autumn. We are also providing the energy support grant of £400, which will go to every individual in the country, as well as the £300 winter fuel payment, the council tax rebate, and various other household support grants. All those are available to individuals up and down the country, and will also support pensioners.

I know what the Government have said they are doing to increase the uptake of pension credit, and that is good; I do not want to hear it again, though. I also know that people can backdate their claims for pension credit, so anyone who makes a successful application by 24 August this year will receive the £650. However, I have been campaigning for the deadline to be extended to the end of the fiscal year, because I think that as we go into the winter, that is what will concentrate people’s minds when they have to make the very real choice between heating and eating. I am not asking the Minister to commit himself to doing this today, but will he commit himself to at least considering extending the deadline to 31 March next year?

But, much as I said to my hon. Friend the Member for South Basildon and East Thurrock (Stephen Metcalfe), there is a role for Bedfordshire county council to play, which I believe is the hon. Member’s local authority—[Interruption.]. Well, his local authority can play a role in identifying and supporting people from the local area and getting them to claim.

To ask the Secretary of State for Work and Pensions, what steps her Department is taking to (a) monitor and (b) encourage the take-up of social security benefits by people who are entitled to them.
The Department works hard to ensure that people are in receipt of their full entitlement, communicating with the public about benefits through paid advertising, stakeholder and employer engagement and no cost campaigns to help people understand their entitlement and the support we can provide as a safety net and in times of need. We have made additional use of digital media such as YouTube videos, particularly British Sign Language videos to widely promote DWP benefits.
DWP staff in Jobcentres provide support and advice about entitlement to benefits and will signpost citizens to appropriate information to help them. The Department provides telephone service lines that citizens can call to make their claims to benefit and to operate their claims as well as a visiting service which can help vulnerable customers with their claims. Jobcentres have internet terminals for use by the public, and staff will signpost citizens to other community resources (libraries and Citizens Advice) which can also provide advice and internet access points.
The Government’s website, GOV.UK provides guidance on individual’s rights and entitlements to benefits in the UK. In particular, the website provides links to independent benefits calculators that can be used to find out what benefits an individual could get, how to claim and how these benefits will be affected if an individual starts work.
