HM Treasury does not have responsibility for taking action in relation to counterfeit currency resembling the euro. Instances of euro counterfeiting should be reported to the police.HM Treasury was responsible however, for negotiations on European Council Regulation 45/2009 of 18 December 2008. This extended measures for the protection of the Euro currency from counterfeiting to member states who have not adopted the currency.HM Treasury engaged with the Commission closely to ensure that this regulation would be both proportionate and effective. In particular, while appropriate financial and credit institutions will be required to screen for counterfeit euros, the regulations provide flexibility to them regarding the most efficient methods for doing so.The Council regulations provide for member states to make appropriate domestic provisions by the end of 2011, and HM Treasury will be taking this forward with relevant stakeholders in due course.

The most recent survey conducted by the Royal Mint found that its sample contained a £1 coin counterfeit rate of 2.58 per cent.

The Bank of England is responsible for collating statistics on counterfeits of its own banknotes and these are published on the Bank's website at:"http://www.bankofengland.co.uk/banknotes/about/counterfeits.htm"Figures for the total number of Bank of England counterfeits removed from circulation for the years 2003 to 2007 are shown in the following table.
Bulk seizures are notes seized by the police before they enter circulation.Scottish and Northern Ireland banknote issuers are responsible for collating statistical information on counterfeits of their own banknote issue. The Scottish banks publish their statistics on the Committee of Scottish Clearing banks website at:"http://www.scotbanks.org.uk/banknote_counterfeit.php"The Northern Irish banknote issuers do not publish statistics on counterfeits of their banknote issue.

The hon. Gentleman is imaginative in trying to get a dig at the Government. The key point, of which he will be aware, is that we have robust coinage in this country. We have strong enforcement mechanisms to ensure that counterfeit coins and notes are rigorously followed up. The counterfeit note rate represents something like 0.013 per cent. of the average stock of notes in circulation. We take vigorous action in these areas, and I am sure he welcomes that.

Is not the biggest scandal not the number of counterfeit coins but the fact that each of these counterfeit pounds in the pocket is worth 14 per cent. less than they were at the time of the last general election? Is not that 14 per cent. devaluation of the pound a tragedy for our country and a reflection of the failure of this Government's economic policies?
