Vernon Coaker: To ask the Office of the Deputy Prime Minister what steps he is taking to protect post offices in areas of urban
deprivation. [76424]
Mrs. Roche: The Government announced their commitment to set up "a £15 million fund to sustain and improve post offices and
associated retail facilities in deprived urban areas" in the 'Urban White Paper', which was published in November 2000.
The Office of the Deputy Prime Minister is seeking to launch the scheme in the autumn of 2002, with receipt of first applications
early in 2003.
The proposed scheme will seek to contribute to the regeneration and renewal of urban deprived areas through sustaining and improving
sub-post offices. Where sub-post offices face risk of closure, it is expected to support:
improvements relating to core post office services;
improvements relating to the development of non-post office facilities; and
improvements to a sub-postmaster's working conditions, particularly to deter violent and other crime.

Mrs. Roche: I discussed implementation of the Government's programmes to tackle social exclusion with the Government office for the
east-midlands on 25 July.
The targets we have set for mainstream programmes, which will receive substantial increases in resources, will lead to substantial
improvements in deprived neighbourhoods across the country.
The local authority districts receiving additional support from the Neighbourhood Renewal Fund include over 80 per cent. of the most
deprived wards in England and 90 per cent. of the people living in the most deprived wards.

Mr. Coaker: To ask the Secretary of State for the Home Department what the estimated total value is of the benefits available in
vouchers, in cash and in kind, including accommodation, to an asylum-seeking family with two adults and two children which is being
supported by NASS, broken down by type of benefit, in the financial year 2001-02. [160634]
Mrs. Roche: Asylum seekers in need can be supported with accommodation, subsistence or both. The current weekly value of voucher
support for a family consisting of a couple and two children, aged 16 or younger, is £119.27, of which £40.00 is paid in cash
vouchers. Accommodation is provided directly by the National Asylum Support Service (NASS).
An asylum-seeking family in National Asylum Support Service (NASS) accommodation has their utility bills paid by NASS. This in-kind
support is estimated to be worth around £18 per week. In addition, NASS accommodation includes items not generally included in
furnished accommodation, such as towels, bedding, cooking utensils, crockery and cutlery, at an estimated value of around £5 per
week. After six months, NASS-supported asylum seekers are also eligible for a one-off payment of £50 per person.
If the children are new-born the family may be eligible for a maternity payment of £300 per child.

Mr. Coaker: To ask the Secretary of State for the Home Department what plans he has to attract to the United Kingdom entrepreneurs
offering exceptional economic benefit but who do not meet the current criteria under the immigration rules. [133025]
Mrs. Roche: There are already specific categories in the Immigration Rules designed specially for entrepreneurs. These ensure that
those who wish to make significant personal investments in creating employment can enter to engage in business. There are also clear
routes for corporations wishing to establish branches and subsidiaries here. But the Government's Competitiveness White Paper
signalled the economic importance of a dynamic approach to building a knowledge driven economy and the need to attract people with
scarce skills and those willing to set up businesses which create jobs. That paper included a specific commitment to examine the
scope for further encouraging certain entrepreneurs to consider migrating to the United Kingdom.
In the light of that commitment, we have assessed the current Immigration Rules for business and entrepreneurs and have concluded
they may not always fit well with a knowledge driven economy since they require minimum levels of investment and do not focus on
innovation. Moreover, the current routes for entrepreneurs do not enable us to focus on those applications with the greatest
potential of economic benefit.
We have, therefore, decided to introduce a scheme, which will be piloted as a concessionary arrangement outside the Immigration
Rules in the first instance, aimed at attracting entrepreneurial innovators to the United Kingdom.
This pilot scheme will come into force on 4 September this year.
The key features of the innovators entry route are: it is intended to attract and select outstanding entrepreneurs whose business
proposals will result in exceptional economic benefits for the United Kingdom; selection will take place on a rigorous and demanding
basis but one that is designed to be flexible to accommodate a wide variety of applications with different strengths and weaknesses;
no minimum investment is required; and there is no requirement for personal funds to be invested, but third party funding will be
permitted.
Applicants will need to submit a business plan and a curriculum vitae with supporting documents.
Initial information about the scheme will be made available on the Immigration and Nationality Directorate website. I will place
copies of guidance for applicants and information leaflets in the Library as soon as they are available.

Mr. Coaker: To ask the President of the Board of Trade what action she is taking to encourage EU support for small and medium
enterprises. [40990]
Mrs. Roche: The Government recognise the important contribution that SMEs make to EU competitiveness and supports effective action
at European level to provide an environment in which SMEs can compete and grow. To help ensure this I maintain close contact with
the Commission and with my counterparts in other EU Member States on a range of issues affecting SMEs.
SMEs have been a key feature of the UK's Presidency of the EU. We have secured agreement on the package of financial measures for
job-creating SMEs adopted at the Luxembourg Job Summit, held a discussion at Industry Council on the Commission's proposals for a
Directive on late payment and hosted the Enterprising Europe Conference at which delegates from all Member States considered ways of
promoting entrepreneurship in the EU. The Cardiff European Council will consider the report of the Business Environment
Simplification Taskforce which the Commission set up at the request of the Amsterdam European Council to identify barriers to growth
and job creation faced by SMEs.

Mr. Coaker: To ask the President of the Board of Trade if she plans to consult United Kingdom businesses on the enlargement of the
EU to the countries of central and eastern Europe. [14579]
Mrs. Roche: Today Lord Simon is publishing a consultation document which seeks the views of UK businesses, consumers and employees
on the enlargement of the EU to the countries of central and eastern Europe.
The Government is committed to successful EU enlargement. It will not only enhance the security and stability of the continent, but
also introduce 100 million extra consumers into the internal market, bringing greater opportunities for British businesses and
greater choice and value for British consumers. We think British businesses appreciate this--indeed, they are already increasingly
turning towards these important emerging markets. But enlargement presents major challenges as well as great opportunities for the
EU, and we want to be sure that we are representing the interests of UK businesses, employees and consumers as accurately as we can
in discussions in Brussels and elsewhere. So I urge all those with an interest in the future development of the EU to take this
opportunity to let us know what they think.
