Defra has regular discussions with the Devolved Administrations about a range of animal welfare topics. This includes our work to build the evidence base on the fur sector.

The Animal Welfare Committee project on the responsible sourcing of fur is expected to conclude in 2025. The report will be published on gov.uk once finalised.

At this stage we do not have a confirmed date for publication of a summary of responses to the call for evidence on the fur market in Great Britain. In the meantime, we are continuing to build our evidence base on the fur sector, which will be used to inform any future action on the fur trade. We have also commissioned a report from our expert Animal Welfare Committee into the issue of what constitutes responsible sourcing in the fur industry. This report will support our understanding of the fur industry and help inform our next steps.

The Government has published Impact Assessments for each of the Free Trade Agreements (FTAs) we have agreed, which set out expected impacts for the UK economy and its regions and sectors. The agreements balance open and free trade with protections for the agricultural industry. Defra also monitors and evaluates the impact of FTAs on sectors to ensure that UK businesses are benefitting from FTAs.
Following the agreement of FTAs with Australia and New Zealand, a suite of products has been developed to help businesses understand and use new opportunities and make use of the preferential terms. This includes thematic guidance in business-friendly language on key FTA areas such as rules of origin and customs procedures, and sector-specific explainers for businesses looking to understand market opportunities and how to operationalise their export plans.

The parallel trade arrangements set out in EU legislation were based on information sharing between the Member States. Parallel trade permits that were in place when the UK left the EU have been continued for a time. Defra is aware that sales of these parallel products end on 30 June 2023, and the final date for use is 30 June 2024, and we are monitoring the situation.

The Government is in the process of analysing all retained EU law. This analysis will enable us to determine what should be preserved as part of domestic law and what should be repealed or amended. Current government policy is to retain existing fur measures.

Defra has around 500 staff working on a wide variety of trade-related roles across the department from trade policy to international negotiations and food exports to Sanitary and Phytosanitary trade assurance. Trade related roles are based across different business units in Defra, for example animal health or environment, as op-posed to being delivered through one specific trade unit.
Given the dispersed nature of trade roles across the department, and as trade may only form part of any given role, records do not exist for exactly how many staff have been allocated to deal with issues related to international trade in Defra in each of the past five years.
We are in the process of planning workforce arrangements for the next two years in line with the public spending commitments set out by the Chancellor of the Ex-chequer in the Autumn Statement.

UK Government Ministers meet regularly to discuss the Northern Ireland Protocol, including the impact to Northern Ireland’s agriculture sector. There are serious issues with how the Northern Ireland Protocol is currently operating. We are determined to resolve these issues, preferably through talks and negotiations or, if need be, via legislation. Defra officials also meet frequently with organisations from the whole Northern Ireland agri-food supply chain, including Northern Ireland farmers.

HM Government made a commitment to explore potential action in relation to animal fur, as set out in the Action Plan for Animal Welfare. We have since conducted a Call for Evidence on the fur sector along with other forms of engagement with interested parties.
We are continuing to build our evidence base on the fur sector and speak to a range of interested parties, to make sure we fully understand the issues at hand before taking any decisions regarding the import and export of animal fur products.
