The figures provided are for 2005-06 and are taken from HM Prison Service Annual Report and the Office of Contracted Prisons Annual Report."(a) The establishment costs per place are listed as shown.""(b) The average cost per place of the private prisons is £33,722""(c) The average cost per place of the public prisons is £28,486."The costs quoted for privately-run and public prisons are not directly comparable, because of different financing structures and differences in services funded by other Government Departments. The public prisons’ costs quoted are the direct costs of each establishment and exclude Prison Service headquarters, depreciation and cost of capital charge on land and buildings, major maintenance and rates. The private prison costs are the direct cost of each establishment, including controllers and exclude depreciation, cost of capital charge/credit, repayment of capital, and rates.There are also a number of factors which affect the costs of prisons and so comparisons must be made with caution. These factors include: the size of prison, its age, its design, the occupancy level, the prison security level, the type of prisoner and the activities carried on in the prison.

The National Offender Management Service had an overall budget for increased prison places in 2006-07, including places in existing prisons. £35.7 million was spent in 2006-07 in respect of potential new prisons.

Out of a total £2.83 billion allocated to run prisons during 2006-07 (excluding healthcare and education funding), £77.3 million was provided for custodial drug treatment. This equates to 2.73 per cent. of the total allocation.The funding breakdown is given in the following table:
Prison Drug TreatmentAround 55 per cent. of those received into custody are problem drug-users (PDUs)—with some local prisons reporting up to 80 per cent. testing positive for Class A drugs on reception. This means around 70,000 PDUs enter custody each year—with 40,000 being present at any one time.Addressing drug-misuse is a priority for the MoJ—and NOMS has in place a comprehensive drug strategy, the three key elements of which focus on: (i) supply reduction, (ii) demand reduction (through effective treatment) and (iii) building effective through-care arrangements (particularly through prisons' engagement in the HO-led drug interventions programme (DIP)) so timely continuity of treatment can be maintained as PDUs move respectively between custody and the community.Drug ‘treatment’ in custody goes much wider than the 116 drug rehabilitation programmes running across the estate and includes: (i) clinical services (maintenance-prescribing and/or detoxification programmes) that are available in all local and remand prisons; and (ii) CARATs (Counselling, Assessment, Referral, Advice and Through-care services) that are provided in all prisons.Spending on prisonsThe total spending on prisons in 2006-07 was £2.83 billion. This figure is a provisional outturn and subject to audit. It includes HMPS, private prisons, and prison related-services managed in NOMS HQ. It does not include expenditure on education or health met by the DFES or DoH.Spending on Prisons has increased in real terms by 36 per cent. since 1996-97 (to 2006-07). Real terms means adjusted for inflation to 2005-06 levels using the Treasury deflator.For the purpose of this PQ, the total £2.83 billion figure cited for running prisons has been based on the funding allocated to run prisons operationally—primarily on security, safety, decency and health, maintaining their fabric and providing prison officers to deliver/oversee services for prisoners.Prison drug treatment funding.While it is true that the level of funding allocated to drug treatment is only a small proportion of the overall prisons budget, this needs to be seen in context. A significant proportion of the prisons budget is spent on infrastructure and staffing—essential to keep prisons safe and to protect the public. It is however, better to compare expenditure on drug treatment against actual treatment need. With funding levels up 997 per cent. since 1996-97 and overall numbers engaged in prison treatment increasing year on year, prisons are doing much to close the treatment gap. The calculations are based on additional drug treatment funding allocated as a result of successive spending reviews. The figure approximates to £7 million but it is not possible to breakdown between various treatment types. The pre-CSR baseline has therefore been excluded from the calculations.Integrated Drug Treatment System (IDTS)The integrated drug treatment system (IDTS) is designed to boost the quality and increase the volume of drug treatment with a particular focus on drug users during their first 28 days in custody. By March 2008 full IDTS (enhanced clinical services and psychosocial support i.e. CARATS) will be available in 17 prisons; additionally enhanced clinical services will also be available in a further 35 establishments. Collectively, NOMS/DH funding for delivery of IDTS during 2007-08 stands at £18.7 million. This is expected to see around 24,500 drug users benefiting annually from enhanced clinical services.So far as IDTS is concerned, the Department of Health and NOMS have had to make challenging decisions in reviewing the totality of budgets in recent years. Current levels of funding are down significantly on planned expenditure.Treatment gapMore work is needed to identify the gaps in treatment provision. Historically, local assessment and epidemiological studies have informed treatment delivery across the prison estate. Work is already underway on a needs analysis model but, ahead of its data being available later this year, NOMS already anticipates there being a significant treatment gap. For example, to identify offenders’ drug needs effectively, the CARAT service would need to undertake substance-misuse triage assessments for up to 80 per cent. of the annual prison through-put; based on 136,000 offenders passing through custody, this would be around 108,000 offenders. As currently resourced, CARAT teams only deliver around 75,000 assessments—a potential shortfall of 33,000.

On average there are about 1,000 fire incidents each year in prison but too little time has elapsed since PSI 9/2007 came into force for any assessment to be made on the impact of the PSI.

My hon. Friend makes an important point, and I appreciate the work that he does in his community to try to tackle drug use. He will know that prisoner health care has been transferred to the national health service through the primary care trusts, and there are now end-to-end programmes for people with drug problems. We have also seen a 997 per cent. increase in spending on drug problems.

It is a shame that the Government are not able to provide those statistics, because one in five people going into prison have a drug dependency problem. Many of them then have treatment in prison—detox and rehab. They start their treatment regime and then, when they leave prison, they go to the back of the queue and lose out on all the benefits that they might have experienced if they had been able to continue their treatment. If we are to tackle recidivism, is it not important that we ensure continuity of treatment for those people?

I am happy to congratulate those who took part in the event, and wish the organisers well. Turning Point is doing a tremendous job in trying to tackle reoffending, particularly among young people. It is important for us to use every available tool to reach young people through music or the arts to try to stop them from reoffending, and we will continue to do that. I hope the whole House will support the programmes that we want to introduce.

We will take no lessons from the Opposition on prison funding. We have built 20,000 places since 1997, and last year we announced that there would be a further 8,000 places. We must tackle reoffending. We all agree that end-to-end offender management is the way forward, to stop people going into prison so that we do not need so many prison places. Let me ask the hon. Gentleman a question: why does he oppose the Offender Management Bill? We will build more prison places, and the Minister of State, Ministry of Justice, my right hon. Friend the Member for Delyn will make a statement shortly.

Does the Minister not agree that although work and training, and the drugs-related programmes about which we have heard, are vital to stop criminals from reoffending, with the current overcrowding they are simply not available? If there is no purposeful activity and criminals are let out on to our streets with a ““get out of jail free”” card, will they not reoffend, committing crime after crime time after time?
Given the Chancellor’s refusal to fund the extra places that everyone knew were necessary for so many years, and given that the Minister of State, Ministry of Justice, the right hon. Member for Delyn (Mr. Hanson), said only the other day that there were no extra funds, did it not take some brass neck for the Chancellor to stand up today and offer money for new places? How much confidence can the public really have that he will keep them safe?

As he says, it is important to tackle reoffending and to ensure that as many providers as possible are available, whether they come from the voluntary, the private, or indeed the public sector. May I invite the Minister to join me on a visit to Reading prison, where blue-chip private sector companies are running extensive training programmes to guarantee jobs for young offenders when they complete their sentences? The programmes have cut reoffending rates from 70 per cent. to less than 7 per cent., turning lives around. Should the Government not be following that private sector-driven example of best practice, rather than allowing reoffending to cost the taxpayer up to £12 billion a year? Is that not a better idea than letting burglars and drug addicts out of prison early?

May I make a helpful suggestion? Too many prisoners leave prison still addicted to class A drugs, and then reoffend. What about moving prisoners coming to the end of their time in prison into an established residential drug rehab centre for the balance of their sentences? That would save money and be much more effective. It would be cheaper than prison, and cost the country much less in the long term.

There is no Executive early release of prisoners. As the hon. Gentleman says, what we must do is cut reoffending, and we can do that by providing the right programmes to tackle it. The Prison Service is doing what it is doing and the probation service is doing whatever it can do, but reoffending rates are still far too high. One way of reducing them is through the Offender Management Bill, which the hon. Gentleman’s party is opposing.

Does the Minister agree that one of the major barriers to giving prisoners purposeful activity is the fact that the sentences served are often so short that by the time they have been assessed, there is no point in putting them on a programme? Will he assure us that he will end the Executive early release of prisoners, to ensure that more of them are given the excellent training described by my hon. Friend the Member for Reading, East (Mr. Wilson)?

I know that my hon. Friend has taken a close interest in this issue. A statement will be made shortly, but I can say now that the purpose of the Secure Training Centre (Amendment) Rules 2007 was to prevent ambiguity. The primary legislation was very clear. We listened to what the coroner had to say to us, and changed the rules accordingly.

Safe systems of work will be in place to allow smoke to clear from cells before routine entry by staff. Staff will be expected to enter cells in an emergency threatening life and limb, even if tobacco smoke is present.

Non-smoking prisoners cannot be required to share accommodation with smokers. Designating dormitories for smokers or non-smokers would not provide sufficient flexibility in the use of accommodation.
