Mr. Batiste: To ask the President of the Board of Trade if he will make a statement on the outcome of the ESA ministerial conference
held in Paris on 4 March. [21425]
Mr. Ian Taylor: I attended the meeting at ministerial level of the European Space Agency Council in Paris on 4 March. Important
decisions were taken which will reinforce ESA's contribution to the UK's industrial and scientific goals in space. Ministerial
colleagues agreed on a new industrial policy and a new system for calculating scales of contribution for mandatory programmes. This
should improve the agency's value for money and reinforce the competitiveness of European space industry. The changes which have
been agreed will end the traditional system of geographical return--juste retour-- the system by which member states receive
contracts in direct proportion to the levels of their ESA contributions. The level of juste retour has crept up from 80 per cent.
when ESA was established to 96 per cent. in 1994-96 and was seriously undermining value for money in procurement and the agency's
ability to improve the competitiveness of European space industry. The old system will be replaced with a mixed system of
alternatives which offer lower guarantees for the mandatory and optional programmes and which would allow open competition in much
preparatory and some technology activity. We also endorsed new measures to ensure fair allocation of activities among all industrial
firms, including measures to safeguard the position of SMEs in bidding for ESA contracts. The new system, which will be introduced
over the period 1997-99, signals a fundamental change in the agency's traditional practices towards a more competitive and open
system of project procurement in which fixed expectation will play a less dominant role than they have in the past. I believe that
UK companies are well placed to exploit fully this new system and increase their share of ESA business.
It was also agreed to introduce a new system of calculation for scales of contributions to mandatory programmes which has resulted
in a saving to the UK of about £ million a year. A further formal ministerial meeting was envisaged 1998.

Sir Donald Thompson: To ask the President of the Board of Trade if he will make a statement on how food chain issues are being
addressed by Foresight. [21559]
Mr. Ian Taylor: Several Foresight panels have interests in the food chain. In addition, a new Foresight group has been established
to explore market and technology opportunities across the food chain. It will be chaired to David Sainsbury, chairman of J.
Sainsbury plc. The new group includes industry leaders in food production, processing and retailing.
In broad terms, the group will be addressing issues which the food chain industries regard as critical to their future
competitiveness. It will act in a cross-sectoral capacity, drawing together the interest of the wide range of Foresight panel
sectors which impact on food chain businesses, such as food and drink , agriculture, retailing, manufacturing, and marine, for
example.

Mr. Ian Taylor: Scientific advice plays an essential part in policy making. We are today publishing guidelines for good practice in
this area, which I am placing in the Library of the House. The guidelines, drawn up by the chief scientific adviser, Sir Robert May,
will help Government Departments to maintain the highest standards of integrity and openness in their sue of scientific advice.
Their publication reinforces our commitment to open government.
The guidelines set out key principles on the use and presentation of scientific advice in policy making. They emphasise the need to
identify potentially sensitive issues as early as possible, to draw on a wide range of expert advice and to have a presumption to
openness in explaining the interpretation of scientific advice. The guidelines have been drafted in consultation with Government
Departments and with the main science academies and the Council for Science and Technology.

Mr. Porter: To ask the President of the Board of Trade if the Government's chief scientific adviser has reviewed the inter-agency
Committee on Global Environmental Change; and if he will make a statement. [20307]
Mr. Ian Taylor: The review concluded that the Inter-agency Committee on Global Environmental Change had been an effective mechanism
in the past and that it should continue to provide UK agencies funding Global Environmental Change research with a senior-level
forum for discussion of relevant science and policy developments.
I am pleased to announce that Sir Richard Southwood has been appointed chairman for the next three years.
A broader membership structure has been introduced. For the first time this has directly involved my Department's Environment
Directorate, the Ministry of Agriculture, Fisheries and Food, the Scottish Office, and the Overseas Development Administration.
I have arranged for copies of a note of the conclusions from the review to be placed in the Library of the House.

Mr. Ingram: To ask the President of the Board of Trade if he will make a statement on the European Commission working paper on the
framework V programme. [19227]
Mr. Ian Taylor: The Government are pleased to see the Commission taking a radical look at the fundamentals of the fifth framework
programme FP5 and we endorse their aim to deliver a more goal-directed and concentrated programme. The Government welcome the
concept of key actions, which is close to the approach of targeting effort on defined goals set out in the UK position paper. The
key action approach could yield a framework programme that is better focused and genuinely strategic. The Government remain
concerned, however, that the Commission envisages a possible large part of the framework being devoted to general, generic and basic
research activities beyond those driven by the defined key actions. This would, in the Government's view, undermine, potentially
significantly, the impact that can be achieved.
The Government also have a number of concerns about the underlying principles and the proposed programme and structure described in
the Commission working paper. In particular, the Government do not consider that three large programmes devoted to thematic research
and development will allow coherent day to day management by the Commission, or effective oversight by member states. More needs
also to be done by the Commission to give the users of research a stronger voice in defining and managing the programme at a
strategic level.
The Government will convey their views to the Commission at the earliest opportunity and continue to work closely with other member
states in order to influence future proposals for the fifth framework programme.

Mr. Ingram: To ask the President of the Board of Trade what assessment he has made of the growth in short-term appointments within
the publicly funded science, engineering and technology base; and what actions he is taking to reduce the number of such
appointments. [18358]
Mr. Ian Taylor: In principle, fixed-term contracts bring benefits to research and to researchers in terms of increased flexibility
and opportunities. In recent years, there has been particularly strong growth in universities in research and in the number of
research posts, most on a fixed-term basis. Tensions can arise where contract staff are, for whatever reasons, not as well managed
as they might be.
We acknowledged the concerns in the 1993 White Paper "Realising Our Potential: A Strategy for Science, Engineering and Technology"
and set out policies for addressing them. To implement these we have increased funding for the prestigious and longer-term
university research fellowships, administered by the Royal Society. The research councils have also restructured and strengthened
their fellowship provision.
A significant achievement has been an agreement, or concordat, brokered by the Office of Science and Technology, between the
research councils, the Royal Society and bodies representing the universities and colleges, which aims to improve the career
management of contract research staff. This was launched in September last year, and has been widely welcomed. The research councils
are committed to applying its principles to research staff in council institutes and units. The OST is discussing with other
Government Departments the possible extension of principles in the concordat to the management of research staff in other public
sector research establishments.
