Mr. Rosindell: To ask the Secretary of State for Trade and Industry in what ways her Department is promoting the use of information technology solutions as a replacement for paper work. [135509] Mr. Timms: The DTI is promoting the use of information technology solutions in a number of ways, both in conveying key messages to the business community and in the way the Department itself enables its own business processes.UK Online for Business was launched in September 2000 with the aim of promoting the benefits of information and communication technologies. The programme provides impartial advice on how e-business can help businesses reduce costs and increase efficiency by integrating their internal processes and working with customers and suppliers online. This core use of ICT and the more specific usage of e-business technologies to engage, for example, in e-procurement, accounts and collaborative design will provide business with the real potential to reduce and replace paper work. The DTI is working with industry to establish a UK Oil Portal on the world wide web, which will enable all business processes associated with granting consents, approvals and regulatory reporting across all Government Departments to be undertaken electronically in a secure manner. DTI's Export Control Organisation (ECO) has a number of in-house databases and makes constant use of electronic records when processing licence applications and in responding to requests for information from Government Ministers, Parliament and exporters. The ECO has also recently introduced a facility to enable applications to be made over the Internet. Internally, at DTI we are making increasing use of online internal business processesfor our finance and personnel systems, and use our intranet for mainstreamcommunication to staff. We have had an electronic document and records management system for all our five thousand headquarters staff since April 2003, replacing the previous paper system.

Dr. Kumar: To ask the Secretary of State for Trade and Industry how many complaints have been received by the Information Commissioner's Office concerning unsolicited (a) e-mail, (b) text messages and (c) phone calls; what measures are being taken to deal with spam communications; and if she will make a statement. [115537] Mr. Timms: The most recent figures available for complaints to the Information Commissioner's Office (ICO) under the Telecommunications (Data Protection and Privacy) Regulations 1999 cover the period April 2002 to February 2003. During this time the ICO received 1,339 complaints concerning direct marketing faxes and 210 complaints concerning direct marketing by telephone including SMS text messages to mobiles. A separate figure for the latter is not available. Updated figures will be available in the ICO's Annual Report to Parliament which is expected to be presented later this month. Email marketing is not covered by the current Regulations (though the Data Protection Act 1998 applies where a recipient's e-mail address includes personal data such as firstname.lastname@isp.com). The ICO does not record such complaints separately. Regulations to implement the Directive on Privacy and Electronic Communications will introduce new rules on unsolicited commercial e-mail and SMS messages, and these Regulations are currently open for public consultation closing on 19 June 2003. Mr. Rendel: To ask the Secretary of State for Social Security if Benefits Agency staff will review all new and repeat claims for jobseeker's allowance received since 20 June 1998, and cleared (a) on the basis of information from his Department's systems other than NIRS II and (b) on the basis of information from the claimant. [72370] Mr. Timms: A special exercise will be carried out to identify all new and repeat claims (system and clerical) to Jobseeker's Allowance processed during the NIRS closure period (20 June to 8 November 1998). Each claim identified will then be reviewed to ensure correct entitlement was paid. The special exercise will ensure that those claims paid on the basis of information provided by jobseekers are identified and reviewed. A date has not yet been finalised when the special exercise will commence, but it is not expected to be before April 1999. The position will be kept under review but, depending on other work priorities impacting on the field, the intention is to clear the relevant cases by the end of this year. Claims made since 9 November (the date NIRS2 became "live" for Jobseeker's Allowance) are automatically reviewed by the Jobseeker's Allowance computer system upon confirmation of contribution information supplied by NIRS2. These cases therefore will not require a special exercise to review entitlement. Claims made from January which could not be assessed using information from NIRS2 have been assessed using other evidence. These cases will be reviewed on an ongoing basis, when contribution information is updated to NIRS2, as NIRS2 automatically notifies the JSA computer system of the revised details.

[69298] Mr. Timms: On Monday 1 February, my right hon. Friend the Secretary of State for Social Security announced a scheme to pay flat rate compensation of £10 to all Retirement Pensioners, Widows Benefit beneficiaries and Incapacity Benefit recipients who have suffered an unreasonable delay as a result of the problems with NIRS2. Within the normal Departmental Compensation Scheme, the indicator period which has to be exceeded before payment of compensation is considered is as follows: _________________________________________________________________________________________________. Mr. Field: To ask the Secretary of State for Social Security how many payments to private pension schemes have been delayed due to computer difficulties; how many payments have been delayed (a) up to three, (b) three to six, (c) six to nine, (d) nine to 12 and (e) over 12 months, indicating the size of the compensation payments for each of these groups; and if payments will take account of changes in the equity market. [68823] Mr. Timms: The information is not available in the format requested. Such information as is available is as follows. The calculation of the National Insurance Rebates contains an assumption that they are paid in the October following the end of the tax year for which they are due. Normally around 90 per cent. of payments have been made by that date, and a further 95 per cent. by December. This year by October, 14 per cent. had been paid, and by December, 46 per cent. Currently, 67 per cent. has been paid. We recognise the need to pay compensation for payments that have been delayed after October and arrangements are in place to pay 0.5 per cent. per month for each month of delay. The November payments therefore included compensation at the rate of 0.5 per cent., the December payment at 1 per cent., the January payment 1.5 per cent. and the February payment 2 per cent. Approximately £15.3 million in compensation has been paid to occupational and personal pension schemes in respect of individual scheme members up to February 1999. The level of compensation was discussed with the Government Actuary's Department who agreed that 0.5 per cent. per month represented a reasonable level of compensation given the prevailing market conditions in September 1998, and on the assumption that the arrangements put in place at that time were designed to cover a few months delay. This continues to be their view, and we have no plans to review this rate.
