My Lords, we believe that the seven-country initiative has served to broaden understanding of positions on disarmament and non-proliferation and to extend consensus on these important issues. The seven-nation initiative will rightly look to encourage progress in all areas of the NPT during this review cycle and I am pleased to say that the Foreign Secretary recently confirmed to the Norwegian Foreign Minister that the United Kingdom remains a committed member.

My Lords, the international community is actively seeking ways to ensure that the development of nuclear energy does not increase opportunities for the proliferation of sensitive technology. The Nuclear Threat Initiative put forward an interesting proposal at a special session of the IAEA last month. At the same meeting, the United Kingdom also put forward an innovative suggestion for an enrichment bond. The IAEA is currently considering these and other proposals, and its conclusions will be important in guiding future decisions.

My Lords, the summit delivered worthwhile reforms and commitments, many inspired by the vision of the high level panel, of which the noble Lord was a member. The United Kingdom worked extensively for proactive language on non-proliferation that would spur international efforts to strengthen the regime. We were therefore disappointed that this did not prove possible. Despite this, almost all states continue actively to support the various non-proliferation instruments. The United Kingdom places a high priority on non-proliferation and will continue to seek practical solutions to non-proliferation challenges in all relevant international fora.

My Lords, the United Kingdom and other EU member states welcomed the recommendations of the Secretary-General's report In Larger Freedom in the EU statement to the Nuclear Non-Proliferation Treaty Review Conference in New York on 2 May. General Assembly President Ping recently released his draft outcome document for the millennium review summit, which is taking forward the work outlined in In Larger Freedom. We are studying the outcome document closely in order to contribute positively towards a successful outcome for the summit.
