As of 28 March, the International Organisation for Migration estimates that there are just over 3.4 million Iraqis who have been displaced by fighting since January 2014. 547,600 individuals are reported to have returned to their homes. We do not hold information on the number of Internally Displaced Persons who have left Iraq because those people leaving Iraq include both IDPs and economic migrants.

At the Supporting Syria and the Region conference, the UK committed to more than double our total pledge to the Syria crisis to over £2.3 billion. Within this allocation, we committed to double education funding for Lebanon to £40 million per year and increase funding in Jordan to £20 million a year to support the conference goal of getting all refugee children from Syria and vulnerable children in host communities in quality education by the end of the 2016/17 school year. We also committed to increasing access to learning for the 2.1 million children out of school in Syria itself.

Implementation plans to deliver the Conference goals on education are currently being discussed with partner governments, UN agencies, NGOs and donors. New UK funding will be aligned with these plans, and will be implemented through partners who can deliver increases in access to quality education, quickly, efficiently and at scale. Implementing partners will be identified selected in accordance with normal DFID procedures.

UK aid is reaching thousands of vulnerable people across Iraq, include the most vulnerable groups, such as Yezidis. All UK-funded aid is distributed on the basis of need to ensure civilians are not discriminated against on the grounds of race, religion or ethnicity. The UK works with the Government of Iraq, Kurdish Regional Government, UN and the international community to support the rights of all minorities and to ensure our aid reaches those in greatest need.

Humanitarian actors have started the winterisation preparations. We regularly engage with the UN and other partners to ensure that the needs of those most requiring assistance are taken into account. As part of the humanitarian response in Iraq, populations outside of camps have been described as a priority target.

DFID announced an additional £20 million of humanitarian funding for Iraq on 29 September, taking our total contribution to £79.5 million since June 2014.

To date, the UK has provided £59.5m of humanitarian assistance across Iraq. This goes to people most in need, including those in the Kurdistan Region of Iraq (KRI). We are providing funding for a Joint Crisis Centre (JCC) within the Kurdistan Regional Government as part of this support. The JCC works closely with the UN, the Government of Iraq (GOI) and the international community to provide life-saving coordination. The UK also supports Iraqi-led stabilisation activities to enable the safe return of displaced people to their homes.

The UK welcomes any option compliant with international law that might save lives in Syria and Iraq. The situation in Syria and Iraq is incredibly complex, and international enclaves are not currently feasible. For such a safe area to work in any context, all parties to the conflict would need to agree on its establishment. In the absence of such an agreement, this would require foreign military intervention, authorised by a UN Security Council resolution.
