Government funding for science centres over the last five years is shown in the following table:
These figures include:"DTI funding of £93,000 from a total of £150,000 paid between 2001 and 2004, to Ecsite UK, an umbrella body for science centres, to help it become established and become financially sustainable.""£2 million, from DTI and DfES, between 2004 and 2006 to certain centres which were assessed as likely to become financially viable with the short term funding."(a) Funding for 2007-08 will include £450,000 as a part of £750,000 project ran by Ecsite UK (between November 2006 and March 2008) to help the science centres achieve financial sustainability and £33,000 funding for Ecsite UK.(b) The Government have provided this short term funding on the basis that science centres should be self sustaining thereafter.

[holding answer 19 June 2007]: Recommendations in the Science and Technology Select Committee’s report on its Inquiry into the Research Council Institutes, published on 22 March, suggested a greater role for the Office of Science and Innovation in monitoring the Research Council Institutes, including any restructuring of those Institutes. These issues were raised at a meeting between myself as the Minister for Science and Innovation and Prospect, in April.The Government’s approach remain that the Research Councils should retain responsibility for the management and organisation of their Research Institutes. Research Councils discuss any proposed closures of such Institutes with local staff trade unions, as a matter of course.But Ministers and OSI retain an interest in ensuring the good overall management of our science base and its institutions.

Promoting engagement with science and enhancing the science learning experience in schools are key objectives behind the commitments set out in the Government's science strategy document ““The Science and Innovation Investment Framework 2004 to 2014 Next Steps””, and are supported by the Department and the Department for Education and Skills (DfES).(a) The Department provided £1 million, as part of a £2 million joint DfES/DTI funding package, to science centres in 2004 to 2006 to help alleviate short term funding problems. Between November 2006 and March 2008, we are providing £500,000 to Ecsite UK, the science centre umbrella body, to fund a £750,000 project to help science centres become financially viable. Specifically, this project aims to enable the science centres to:"demonstrate the impact and the added-value they deliver;""work more effectively together, and collaboratively with museums, SETNET, Science Learning Centres and Science Cities; and,""maximise their future financial viability."In addition, £33,000 was provided to Ecsite UK in 2006-07.(b) OSI works closely with DfES to promote the teaching of science in schools, and drive forward the recommendations set out in the 2006 STEM programme report. OSI has also continued to fund a number of related projects and activities to develop effective public engagement in science and technology through a number of key mechanisms:Promoting public engagement in science"Over £1.5 million has already been committed to the Sciencewise programme. More than 10 projects on a range of critical science challenges, including brain science, stem cells research, and nanotechnology have been supported. Sciencehorizons is the first ever mass public engagement programme designed to get the nation talking about how science and technology could affect our lives in the next 15 to 20 years. OSI is also undertaking work to develop an Expert Resource Centre for Public Dialogue on Science and Innovation (ERC), for launch in April 2008.""£280,000 in 2006-07 was given to the British Association for the Advancement of Science (BA) for organisation of National Science and Engineering Week (held in March this year). A grant of £100,000 enabled over 300 ‘hard-to-reach’ schools to participate, many for the first time. £200,000 was also provided for the 2006 BA Festival of Science.""We are also actively encouraging other organisations to develop and fund their own activities in this area, and we particularly welcome the recent announcement of the four-year Beacons for Public Engagement pilot programme, funded by Research Councils UK, the higher education funding councils and the Wellcome Trust. The national academies (British Academy, The Royal Academy of Engineering and Royal Society) receive part of their funding as grant-in-aid from my Department. They too play a role in enhancing public engagement with science, technology and engineering issues, and have an interest in improving the teaching of these subjects in schools."Adding Value to Science Teaching"As part of a £6.7 million programme funded by DTI, the Science, Engineering, Technology and Maths Network (SETNET) runs the science engineering ambassadors (SEAs) scheme, in which young scientists act as role models for school students. There are now more than 13,000 ambassadors representing a variety of industries stimulating scientific interest among school children which aims to have 18,000 SEAs in place by March 2008.""Funding for the BA also goes to support their CREST award scheme, which offers young people the opportunity to take part directly in scientific research and engineering projects. In 2006-07 this funding amounted to £220,000."

I am sure that there will be a response. I am encouraged by the way in which science cities are flourishing. I had an opportunity at a recent conference, up the road in Newcastle, to meet colleagues from Science City York and others, and I am encouraged by the development and the way in which a range of bodies, such as the learning and skills councils and the regional development agencies—Yorkshire Forward, in my hon. Friend’s case—are coming together to make sure that science cities flourish in the future.

I warmly welcome yesterday’s Budget announcement that funding for science will increase by 25 per cent. by 2010—an additional £1,300 million pounds. My hon. Friend will be aware that Science City York and the other five English science cities have put proposals to the Treasury on promoting science and technology as a driver of economic development. Will those proposals benefit from some of the additional funding for science, and will the Government consider the proposals and respond?

In calculating the distribution of the EYF reductions between the eight research councils, we examined the predicted EYF balances for each council and their allocations for 2007-08, and then we determined the amount of the reductions so as to minimise the overall impact on the research objectives reflected in the Department’s PSA objective.

Since 2002 the Government have set out a series of policy commitments and provided funding to realise the recommendations of Sir Gareth Robert's report ‘SET for Success’.The 10-year science and innovation investment framework emphasised the importance of science, engineering and technology (SET) skills for the future of the UK. This was reinforced by the further programme of commitments in the March 2006 science and innovation investment framework next steps.Research Councils are implementing those recommendations in the Roberts report on improving the attractiveness of postgraduate study and careers in higher education. For example, the minimum PhD stipend was raised to £12,000 in academic year 2005, £12,300 in 2006 and has been increased since in line with the GDP deflator; a study has been undertaken to assess the impact of enhanced stipends and salaries on the recruitment and retention of postgraduate and postdoctoral researchers in key shortage areas; mechanisms have been put in place to support PhDs of longer duration than three years; funding for nearly 800 academic fellowships has been awarded to 79 universities through out the UK; research councils are working with the higher education sector to enhance personal and professional skills development for research staff based on research grants; and, the concordat for contract workers is also being reviewed.In addition to this, initiatives to secure a firm and sustainable pool of qualified people in science have included SETNET (the science, engineering, technology and mathematics network) and the science and engineering ambassadors (SEAs)programme with currently over 13,000 SEAs enthusing young people about science which will increase to 18,000 by March 2008. The Women's National Resource Centre for Women in SET has been set up and is working with over 70 employers to increase numbers of women in SET, and 38 schools are currently participating in an initiative run by SETNET to increase the participation of ethnic minority school children in science.

Since 1998 Science City York has secured funding of £3.5 million. The funding sources include the City of York council, European funding. Learning and Skills Council and Yorkshire Forward.The main change since my right hon. Friend asked the same question on 8 June 2006 is the addition of £470,000 to recruit and meet the three-year salary costs (2007 to 2009) and administrative support for the new post of chief executive, Science City York.A further £2.63 million is allocated from Northern Way.

DTI officials held a seminar with the authors of the report and with representation from the European Commission in June 2006 to give the UK scientific communications community the opportunity to express their views on the report. The Medical Research Council (MRC) spent £1.6 million in 2003–04 on research relevant to inflammatory bowel diseases, which include both ulcerative colitis and Crohn's disease.It is for individual Research Councils to determine the research they wish to fund. Research excellence and importance to health are the primary considerations in MRC's funding decisions. Research proposals received by MRC undergo full peer review and assessment by one of the MRC's Research Boards.

Malcolm Wicks: Evidence from research plays a key role in developing, monitoring and evaluating the business of the Department. The
Department has developed a cycle of investigation and research, leading to informed planning to implement change (sometimes through
pilots which refine innovative approaches), and then monitoring to assess the impact. This cycle is reflected in a parallel process
of consulting upon and commissioning our social research programme through open tendering. The analytical community has been
reorganised and aligned with policy and delivery units, integrating analysis and policymaking to provide the highest level of
evidence-based policy making. The Department has maintained the level of research spending, and rigorous evaluation and monitoring
of new developments. All research is published on the internet so that it is freely available to anyone who would wish to use it.
