Malcolm Bruce: To ask the Secretary of State for Trade and Industry (1) if she will make a statement on the role of wood-burning fuel in the Government's renewable energy policy; and what steps the Government is taking to encourage its promotion as an alternative source of heat production; [106805] (2) how much funding the Government has allocated towards (a) the creation and development of energy crops and (b) the utilisation of fuel wood from existing forests, with regard to the aim of heat production. [106806] Mr. Wilson: The Government recognises that wood- burning fuel has significant potential in the UK. Wood fuel is an eligible source for the Renewable Obligations, which came into force on 1 April 2002, and electricity supplied by generators fired on wood fuel will qualify for Renewable Obligation Certificates in dedicated biomass plant or through co-firing under certain conditions. A number of programmes have been launched to support and promote bioenergy in the UK, including utilisation of wood fuel. £66 million has been made available by DTI and the National Lottery's New Opportunities Fund to stimulate early deployment of biomass-fired technology for heat, combined heat and power and electricity generation. From this allocation, grants worth over £4 million were announced in January to support the establishment of wood-fired heat clusters throughout the UK. DEFRA, as part of its England Rural Development Programme, has made available £29 million for the establishment of energy crops including short rotation coppice (SRC) under the Energy Crops Scheme. The Woodland Grant Scheme and the Farm Woodland Premium Scheme, co-ordinated by the Forestry Commission in mainland UK and Forest Services in Northern Ireland, provides grants to create and manage woodland, which can help in the production of wood fuel. The Woodland Grant Scheme also supports the establishment of SRC in Scotland, Wales and Northern Ireland. The Clear Skies Initiative, a £10 million grants programme launched by DTI in February, supports eligible community and domestic wood fired heating projects.

Mr. Blunt: To ask the Secretary of State for Trade and Industry how much public funding is available for training and skills development in the solar photovoltaics and solar thermal industries; and if she will make a statement. [84757] Mr. Wilson: For solar photovoltaics there is no specific funding from central Government for training and skills development. However, funding is available through the Department of Trade and Industry's Renewable Energy Programme and the Engineering and Physical Sciences Research Council's Supergen Programme to support research and development projects. In addition, the Faraday INREB (Integration of New and Renewable Energy in Buildings) Partnership has a particular focus on training. A UK company is also involved in an EU ALTENER project to develop a training course for PV installers under City & Guilds, and there are a number of other training courses being developed in response to the DTI's Major Photovoltaics Demonstration Programme (PV MDP). Finally, the DTI is running an Installer Accreditation scheme under the Management Contract for the PV MDP. For Solar Thermal, the DTI has funded two projects under its Renewable Energy R&D Programme. One entitled "The Creation of a Training Infrastructure for the Installation of Active Solar Systems" (ETSU Report S/P3/248/REP), and the other under the EU ALTENER Programme, entitled "Training Plumbers to Design and Install Solar Water Heating Systems for Households" (ETSU Report S/P3/272/REP). There is also a network of Solar Clubs around the country, which aim to teach their members the basics of how to install a solar water heating installation for themselves. Finally, it is also the intention that the forthcoming Community and Household Renewables Scheme will also operate an installer accreditation scheme for the installers of small- scale renewable technology installers, including solar water heating systems.

Gregory Barker: To ask the Secretary of State for Environment, Food and Rural Affairs how many (a) single pensioners, (b) older couples and (c) families with children are recognised as fuel poor; and what the figures were in each year since 1997. [77450] Mr. Wilson: I have been asked to reply. The numbers in fuel poverty in England in 1998 were published jointly by DTI and DEFRA in August 2001 and in the UK Fuel Poverty Strategy published in November 2001. They are available on the DTI website at: http://www.dti.gov.uk/energy/consumers/fuel-- poverty/1998estimates--england.pdf It is estimated that in 1998 there were (a) 1.2 million households containing a single person over the age of 60, (b) 0.7 million households with older couples, and (c) 0.5 million households containing children in fuel poverty in England (based on income including Housing Benefit and Income Support for Mortgage Interest). When Housing Benefit and Income Support for Mortgage Interest are excluded from the definition of income, the figures become (a) 1.5 million households containing a single person over the age of 60, (b) 0.8 million households with older couples, and (c) 0.9 million households containing children in fuel poverty in England in 1998. The 2001 English House Condition Survey will update this information and the information on the extent of fuel poverty in England generally. Results from this will be published in the update of the UK Fuel Poverty Strategy which should be published early in 2003. Fuel poverty is a devolved matter and therefore it is for the respective Assemblies and Parliament to report on the situation in Wales, Northern Ireland and Scotland.

Llew Smith: To ask the Secretary of State for Trade and Industry what initiatives she plans to take to increase expenditure on solar energy technology, with specific reference to (a) photovoltaics, (b) solar water heating and (c) solar interseasonal heat storage technologies respectively. [63855] Mr. Wilson: (a) On 26 March I launched the £20 million First Phase of the Major Photovoltaics Demonstration Programme (MDP), which should result in 3,000 domestic roofs and 140 larger non-residential buildings receiving PV systems over the next three years. In addition, the Domestic and Large Scale Field Trails are already underway with a combined budget of around £10 million. They should result in at least 500 domestic roofs and 15 large public buildings receiving PV installations. Subsequent phases of the MDP are dependent on the success of the First Phase and on sufficient funds being available. (b) Solar Water Heating is a proven and reliable technology with an established but small market in the UK. We are considering support for it, along with other small-scale renewable technologies, under the £10 million Community and Household Scheme, which is currently being designed. An announcement will be made in the autumn and grants are likely to be available by the end of this year. (c) Little work has been done in the UK on interseasonal storage. While heat may be `free' and the technology itself quite simple, the cost of the necessary equipment and infrastructure is the barrier to wider exploitation. We will, however, be keeping a watching brief on seasonal heat storage developments.

Mr. Alan Simpson: To ask the Secretary of State for Trade and Industry what is the source of the figures for the number of fuel poor households which are not connected to the gas network given in paragraph 9.12 of the UK Fuel Poverty Strategy; what the definition is of fuel poverty used in this paragraph; what verification of the figure has been carried out by (a) her Department and (b) independent bodies; and if she will make a statement. [25280] Mr. Wilson: Paragraph 9.12 of the UK Fuel Poverty Strategy states that around 1.3 million people without a gas supply in Great Britain are thought to be in fuel poverty. This figure is a broad estimate derived from estimates for England (0.9 million), Scotland (0.3 million) and Wales (0.05 million) based on official data sources. The production of these figures, and the overall estimate, have been overseen by members of the Government Statistical Service. England It is estimated that in 1998 there were approximately 0.9 million households in England which were fuel poor and did not have mains gas in the home (the householder stated that there was no gas supply in the home). The source of this information was the 1998 Energy Follow Up Survey which was carried out by the Building Research Establishment on behalf of the Department of Environment, Food and Rural Affairs. This figure has been derived under both main definitions of fuel poverty used in the Government's UK Fuel Poverty Strategy, set out as follows. There is a small difference (0.08 million) between the figures under these two definitions; however, both figures round to 0.9 million. (1) Fuel poverty defined as when a household needs to spend more than 10 per cent. of its income (including housing benefit and income support for mortgage interest) on fuel in order to maintain a satisfactory heating regime; (2) Fuel poverty defined as when a household needs to spend more than 10 per cent. of its income (excluding housing benefit and income support for mortgage interest) on fuel in order to maintain a satisfactory heating regime. A summary of the fuel poverty results from this survey is available at www.dti.gov.uk/energy/fuelpoverty/ index.htm Scotland It is estimated that in 1996 there were approximately 320,000 households in Scotland which were fuel poor and did not have a mains gas supply in the home (i.e. there was neither a gas meter, nor a mains gas pipe in the home). This is the latest information available for Scotland. The source of this information is the 1996 Scottish House Condition Survey which is carried out on behalf of the Scottish Executive. The definition of fuel poverty which was used is that a household needs to spend 10 per cent. or more of income (including housing benefit and income support for mortgage interest) on all fuel use. Wales It is estimated that in 1997-98 there were approximately 50,000 households in Wales which were fuel poor and did not have a mains gas supply in the home. This is derived from information from the 1998 Welsh House Condition Survey which was carried out on behalf of the National Assembly for Wales. The estimate of fuel poverty in Wales is based on the number of households eligible for assistance through the Home Energy Efficiency Scheme (222,000 in 1997-98). Figures are not currently available under definitions of fuel poverty, and this "eligibility measure" is used as a proxy.
