To ask the Secretary of State for the Home Department, with reference to the publication of the annual statistics of scientific procedures on living animals in Great Britain for 2020, what harms were experienced by the 10 dogs who were genetically altered with a harmful phenotype.
The Home Office assigns severity classification to protocols in accordance with the Animals (Scientific Procedures) Act 1986 (as amended) which is published at:
https://www.legislation.gov.uk/ukpga/1986/14/contents. The classification takes account of the highest severity likely to be experienced by any animal used in the protocol and takes account of the pain, suffering, distress and lasting harm that an animal is likely to experience, after applying all the appropriate refinement techniques. The severity classification for the 10 dogs with a harmful genetically altered phenotype was ‘Moderate’.
The Home Office assures that, in every research proposal animals are replaced with non-animal alternatives wherever possible, the number of animals are reduced to the minimum necessary to achieve the result sought, and that, for those animals which must be used, procedures are refined as much as possible to minimise their suffering.

With reference to the report entitled Annual Statistics of Scientific Procedures on Living Animals Great Britain 2019, published in July 2020, the baseline numbers of scientific procedures are influenced by a range of factors – including the programmes of work and available funding. This includes numbers related to: experiments for protection of the natural environment; an increase in the use of beagles born in the rest of the world in experiments; and, a decrease in experiments on animals relating to skin sensitisation.

The Home Office will only grant a project licence for a programme of work using dogs where the purpose of the programme of work specified in the licence can only be achieved by their use, or where it is not practicable to use other suitable animals.

The studies in which they were used were nutrition studies and clinical veterinary studies.

A) With reference to the report entitled Statistics of Scientific Procedures on Living Animals Great Britain 2018, published in July 2019, the 92 procedures conducted on dogs to satisfy plant protection product legislation. These procedures were undertaken for toxicity and other safety testing, and for quality control and efficacy and tolerance testing purposes. The Home Office does not hold further information on the type of product tested.

With reference to the report entitled Statistics of Scientific Procedures on Living Animals Great Britain 2018, published in July 2019 the 252 procedures conducted on dogs to satisfy other legislation were for the routine production of blood-based products. The products under these licences were supplied to other researchers for use in basic and translational research work such as drug development.

We will commence the offence of threatening with an offensive weapon in private, alongside a number of other measures in the Act, as soon as possible following the publication of Statutory Guidance on measures in the Offensive Weapons Act 2019.

The Government has not specifically assessed trends in the level of dog thefts. The Home Office holds information on notifiable offences recorded by the police including theft offences, but it is not possible to tell from this information how many dogs or pets in general were stolen.
The Government recognises that these are distressing crimes for pet owners and they must be reported to the police so that they can be investigated and the perpetrators brought to justice.

The Government understands the distress that can be caused by the theft of a pet. It is therefore important that these crimes, when they take place, are reported to the police so that they can be investigated and, where appropriate, the perpetrators taken through the courts and given appropriate sentences.
In 2017-18 the Government is providing police forces in England and Wales with direct Government funding worth over £7.5 billion to tackle all types of crime. As far as the police response to individual incidents are concerned, it is for Chief Constables and Police and Crime Commissioners, as operational leaders and elected local representatives, to decide how best to deploy resources to manage and respond to crime and local priorities.
