To ask the Secretary of State for Business and Trade, if he will make an assessment of the potential merits of introducing the role of a Fair Work Commissioner to ensure the independent enforcement of workers' rights.
Fair Work Agency officers will be operationally independent. Additionally, the Employment Right Bill provides for effective oversight of the Fair Work Agency through the three-year enforcement strategies and annual reports, which must be laid before Parliament and the Northern Ireland Assembly.
The Secretary of State is also required to consult the Advisory Board, which will have equal representation from businesses, trade unions and independent experts, to ensure they benefit from a broad range of insight when developing these documents.

Under UK product safety regulations, businesses are responsible for ensuring the products they supply comply with all relevant legal requirements. The Office for Product Safety and Standards published a regulatory activity update for e-bikes in January which summarises its actions in this area. It does not routinely collect estimates of numbers of products removed from sale. Individual Trading Standards departments prioritise action against non-compliant consumer products based on the trading patterns and safety issues specific to their locality, which differ between regions.
Enforcement of illegally modified electric bikes used on public roads is a matter for the police.

Under product safety regulations, the Office for Product Safety and Standards (OPSS) and Local Authority Trading Standards (LATS) have powers to remove unsafe products or prevent them entering the UK. In 2023-2024, 2.4m goods, including e-bikes, were denied entry. LATS report serious risk products to OPSS, which has published 22 recalls and 29 other safety alerts on unsafe e-bikes and associated products since 2022. Last year OPSS led a LATS programme to inspect businesses that repair, maintain or modify e-bikes and raise awareness of legal responsibilities for safety.
Enforcement of illegally modified electric bikes on public roads is a police matter.

The Government is committed to considering further improvements to the way that people can enforce their employment rights, including the role that Acas, Employment Tribunals and the Fair Work Agency play in ensuring workers’ have access to an effective justice system.
The Civil Justice Council (CJC) is currently considering how to improve enforcement methods and recently held a call for evidence on court users’ experiences of enforcement.The government will consider any recommendations that the CJC makes.

To ask the Secretary of State for Business and Trade, how many requests were made by Companies House to query information (a) sent for acceptance to and (b) already published on the register using the new enforcement powers introduced in March 2024.
Since 4 March 2024 Companies House has been using its new powers to challenge, question and reject documents and to make enquiries about documents that have already been registered.
No figure for filings that have been queried prior to before registration is available.
To the year ending 4 March 2025, Companies House removed:
- 82,600 registered office addresses,
- 66,900 officer addresses,
- 55,100 PSC addresses,
- 11,200 other documents
Personal information was redacted from 49,800 incorporation documents. A further have been removed from the register. These actions have affected 100,400 companies in total.

To ask the Secretary of State for Business and Trade, what steps he is taking to improve the enforcement of fireworks regulations.
Enforcement powers exist for local authorities to take action when fireworks are unsafe, sold illegally or misused. Local authorities and the police also have powers to tackle anti-social behaviour caused by the misuse of fireworks. It is for local areas to decide how best to deploy these powers, based on their specific circumstances.
To inform any future decisions I intend to engage with businesses, consumer groups and charities shortly after the fireworks season to gather evidence on the issues and impacts of fireworks.

Existing legislation already controls the sale, availability, and use of fireworks. For example, there is an 11pm curfew in place for the use of fireworks, with later exceptions only for the traditional firework periods. Using fireworks outside the curfew hours is a criminal offence, enforced by the police, and can lead to imprisonment and a substantial fine. Local authorities are also responsible for investigating any noise or nuisance issues brought to their attention under the Environmental Protection Act.
It is for local areas to decide how best to deploy these powers, based on their specific circumstances.

That is bad for workers and bad for the majority of businesses that want do to the right thing and comply with the law. That is why we will create a fair work agency to bring together employment rights enforcement, including of the minimum wage.

Many of my constituents in Hendon rely on the national minimum wage, but as we know from research, employers got away with failing to pay that wage to more than one in five workers who were due it under the last Government.
