The Government’s Parental Leave and Pay Review is considering all current parental leave and pay entitlements, as well as the needs of other working families who do not qualify for existing leave and pay entitlements, such as kinship carers.
Through the Review we have engaged with a broad range of stakeholders, which has included bilateral meetings and roundtables with parent advocacy groups that represent kinship carers.
The Review will conclude in early 2027 with a set of findings which outline next steps for implementing any reforms.

The Department has not made this estimate. However, the Parental Leave and Pay Review is considering the full range of parental leave and pay entitlements, alongside the needs of working families who may not currently qualify for support, including kinship carers. We have engaged with a broad range of stakeholders through bilateral meetings and roundtables, including parent advocacy groups representing kinship carers.
The Government is also supporting kinship carers through a pilot scheme in selected local authorities, providing eligible carers with an allowance aligned with the Fostering National Minimum Allowance, supporting up to 5,000 children.

As part of the review of employment rights for unpaid carers, DBT has engaged extensively with over 100 stakeholders to assess how any potential further support for unpaid carers may impact gender equality in the workplace, workforce retention and labour market participation. This has been accompanied by commissioned quantitative and qualitative research. Responses to our consultation on employment rights for unpaid carers and parents of seriously ill children will also contribute to the full options assessment being conducted as part of the review. We expect the review to conclude by the end of 2026.

The Parental Leave and Pay Review is considering all parental leave and pay entitlements as well as the support available for those who do not currently qualify for existing protections, including kinship carers. This is an evidence-based Review and is taking a wide array of evidence into account. The Review is expected to report in early 2027, setting out next steps for taking forward any reforms to implementation.

Government is committed to supporting working people to balance work with their personal lives, including those navigating fertility treatment. Whilst the government has no plans to introduce a paid leave entitlement for fertility appointments, employers should treat staff fairly and accommodate reasonable requests.
Through the Employment Rights Bill, we are making flexible working available to more people, more easily, which may help employees and employers agree arrangements that support medical appointments, including fertility appointments. Many employers already offer compassionate or flexible working arrangements voluntarily, and we encourage businesses to take supportive action.

The Government takes women’s health issues very seriously; we are committed to supporting women to balance work alongside managing their health. Endometriosis and adenomyosis can classify as disabilities and, in these cases, existing protections under the Equality Act 2010 require employers to make reasonable adjustments where appropriate. By strengthening rights through the Employment Rights Bill, including expanding flexible working and statutory sick pay, the Government is also taking steps to support the wellbeing and work-life balance of all workers. Therefore, there are no plans to introduce a specific leave entitlement.
