Mr. Watts: To ask the Secretary of State for the Home Department if he will publish the report by the Police complaints Authority on
their investigation of the complaints against the Metropolitan Police concerning the murder of Stephen Lawrence. [21031]
Mr. Straw: I am today laying before Parliament the report submitted to me by the Police Complaints Authority. This has been made
under section 97(2) of the Police and Criminal Evidence Act 1984, which allows the Authority to make a report to the Secretary of
State on any matters coming to its notice to which it considers that his attention should be drawn by reason of their gravity or
other exceptional circumstances. The report sets out the main findings resulting form an investigation carried out by officers from
Kent Constabulary, under the supervision of the Police Complaints Authority, into the way in which the Metropolitan Police Service
handled the murder of Stephen Lawrence.
The report concludes that the Metropolitan Police Service has committed substantial resources over several years to the
investigation of this appalling crime, and that there is no doubt that a considerable amount of hard work has been undertaken. The
report also concludes that the police operation undertaken immediately after the assault was well organised and effective and that
there was no evidence of racist conduct by police officers. The report concludes, however, that there were significant weaknesses,
omissions and lost opportunities during the murder investigation. Those errors were not identified by the internal review carried
out by the Metropolitan Police. As a result, subsequent attempts to solve the crime have been hampered.
The Metropolitan Police Commissioner has told me that he broadly accepts the findings of this initial report and now awaits the full
report from the Kent investigation. He has told me that the Metropolitan Police has moved forward significantly in the investigation
of major crime since 1993 but will address all of the shortcomings identified in the supervision and management of this
investigation. They will also consider carefully the lessons to be learned.
This report and its conclusion will now be considered by the Inquiry which I have established under the Chairmanship of Sir William
Macpherson of Cluny to inquire into the matters arising from the death of Stephen Lawrence in order particularly to identify the
lessons to be learned for the investigation and prosecution of racially motivated crimes. The inquiry intends to begin public
hearings in February.
The Police Complaints Authority Report also identifies several issues which are relevant to the handling of serious crimes by the
police generally. Her Majesty's Inspectorate of Constabulary and the Crime Committee of the Association of Chief Police Officers are
examining national standards in the investigation of major crime with a view to producing a model for the handling of major
inquiries. During 1998, the Inspectorate will also be conducting a thematic inspection of major crime investigation across the
Police Service.
The Police Complaints Authority Report also draws attention to the shortcomings in first aid skills possessed by the officers who
were first to arrive at the scene of the murder. All chief constables have already been recommended to deal with this issue within
their forces, by a report of a thematic inspection on officer safety by Her Majesty's Inspectorate which was published in October.

Mr. Baker: To ask the Secretary of State for Foreign and Commonwealth Affairs what steps he takes to ensure there is no
contravention of the Diplomatic Privileges Act 1964. [18687]
Mr. Tony Lloyd: The Diplomatic Privileges Act 1964 gave legal force in the UK to the Vienna Convention concluded in 1962. However,
as a result of the 1985 Government Report on the Abuse of Diplomatic Immunities and Privileges (Cmnd 9497), the Government's
requirements and procedures were tightened. Stricter standards are applied, in particular on: size of diplomatic missions;
notification of new staff; use of diplomatic premises; handling of diplomatic bags; breaches of criminal law and illegal parking.
Protocol Department within the Foreign and Commonwealth Office is responsible for implementing these requirements and monitoring any
breaches. To this end, the Department issues a comprehensive memorandum on privileges and immunities to every Diplomatic Mission. A
section of the memorandum states the action we will take in the event of any breach of privileges or abuse of diplomatic immunity.
This section is given to each newly appointed diplomat with their identity card. All Heads of Mission are reminded regularly of
their obligations by the Head of the Diplomatic Service and the Director of Protocol. Protocol Department also controls the
duty-free privileges of each mission in relation to alcohol, tobacco and vehicles.
The Diplomatic Protection Group of the Metropolitan Police report all offences allegedly committed by diplomats to Protocol
Department who in turn takes the necessary action with the relevant Head of Mission, asking for a waiver of immunity or in its
absence the removal of a diplomat if the circumstances merit such action. Only six such requests were made in 1996. Diplomats who
park illegally and incur fixed penalty fines are expected to pay them. All figures relating to alleged serious crimes committed by
diplomats and unpaid parking fines are submitted to Parliament annually and published in Hansard.

Mr. Meacher: My right hon. Friend the Deputy Prime Minister made clear on World Environment Day our determination to find the best
way to address environmental concerns and to make polluters pay for necessary remedial action. Regulation has achieved a good deal
but it may not represent the most cost-effective means by which environmental objectives can be achieved, nor does it always make
polluters pay for the cost of their activities.
We want to find a mix of instruments that will be environmentally effective and economically efficient. Many of these will be
regulatory in nature. Others may be voluntary. But we believe that economic instruments have a role to play in improving the
environment. So, as my right hon. Friend the Chancellor announced in the Budget, we are actively considering their role as part of
our environmental policy and as a contribution to reform of the tax system.
Today, we are setting out ideas for the use of such instruments to protect and enhance the quality of our rivers and other waters. A
copy of the consultation paper has been placed in the library. This is an important initiative. Water is of enormous environmental
and economic importance and water pollution causes great concern to the public. We look forward to a period of active debate on
these issues.

Mr. Heppell: To ask the Secretary of State for the Home Department what progress he has made in considering legislation on fire
safety. [18334]
Mr. George Howarth: In my reply to the right hon. Member for Berwick-upon-Tweed (Mr. Beith) on 23 June 1997, Official Report, column
360. I indicated that the Government strongly support the aims of the Fire Safety Bill which my hon. Friend the Member for
Nottingham, East (Mr. Heppell) introduced in the last Parliament. Since then. I have received advice from the Central Fire Brigades
Advisory Council on the main principles incorporated in that Bill and officials have held discussions with a number of key
stakeholders.
On 28 November, the Government intend to publish a consultation document entitled "Fire Safety Legislation for the Future" and
copies will be placed in the Library. The consultation document sets out proposals for a new fire safety regime based on the main
principles included in the Fire Safety Bill which in turn picked up many of the recommendations of the June 1994 Inter-Departmental
Review of Fire Safety Legislation and Enforcement.
The proposed new regime should enable rationalisation and consolidation of existing legislation. It would be based on a new
universal duty of fire safety care on the occupiers and owners of almost all premises (except single private dwellings) to provide
and maintain fire precautions. There would be additional requirements for high risk premises and enforcement would generally be by
fire authorities. To combat the deaths and casualties in people's homes, we are attracted to the possibility of a new statutory duty
on fire authorities to undertake community fire safety.
The consultation document generally covers fire safety in England and Wales and in Scotland. But where there are differences in the
situation or proposals for Scotland these have been stated in a separate chapter.
We intend that this consultation document should be a first step towards a legislative regime which will serve to meet the fire
safety challenges of the future. The proposals also form one strand of the Home Office Comprehensive Spending Review and are
interrelated to other aspects of that review on the funding and structure of the fire service and the potential for more flexible
standards of fire cover.
The consultation period lasts until the end of February 1998. The proposals at this stage are cast in broad terms. We will consider
carefully the responses to them and, if we then seek to proceed with new legislation, there will be further consultation on detailed
and costed proposals.

Ms Glenda Jackson: The Traffic Director for London is currently developing a trial in north London as part of a project to test the
use of cameras to enforce bus lanes, but nothing has been spent on cameras since 1 May. We understand that the London local
authorities are also working towards using cameras to enforce bus lanes but we have no information on how much money they might have
spent on cameras.

Ms Glenda Jackson: From 5 December prosecutions will begin in the Traffic Director for London's project in north London to test
cameras to enforce bus lanes. He estimates that it will then require about two police man hours per week to study the film from the
cameras.
