Mrs. Gillan: To ask the Secretary of State for Trade and Industry what (a) advice and (b) assistance has been provided by his
Department to delegations intending to visit Libya. [90099]
Mr. Wilson: Following the suspension of UN Sanctions in April, the Department has encouraged several private sponsors of trade
missions to take forward their plans for taking business delegations to Libya this summer and autumn. However, up until now that
encouragement has fallen short of formal endorsement of particular missions or offering financial assistance. Without a functioning
Commercial Section in a British Embassy in Tripoli, British Trade International is currently unable to offer the full range of
assistance which is usually associated with visits which receive full Government assistance. We are actively pursuing the
re-establishment, at the earliest opportunity, of a fully operational commercial section. In light of the welcome announcement by my
right hon. Friend the Foreign Secretary today on WPC Fletcher, I am able to outline the following staged approach to supporting
trade promotion with Libya: British Trade International's desk officer for Libya will travel next week with a trade mission. This
will enable us to handle with first hand knowledge business inquiries and a planned programme of presentations and promotional
events around the country. British Trade International has already established a WebPage to make available information on Libya as
it becomes available. We have invited sponsor organisations to apply for British Trade International support for trade missions in
the period 2000-01. Officials are also discussing with other government departments their own plans for future trade missions and
the possibility of Ministerial visits.

relations with Libya, including the expansion of our presence in Tripoli, depends in the first instance on satisfactory co-operation

Mr. Wilson: (a) The last occasion on which a Government Minister led a trade delegation to India was 4-12 March 1999, when my right
hon. Friend the Deputy Prime Minister led a senior business delegation to Delhi and Bombay.
Future trade missions planned are Energy Industries Council (19-23 April 1999), DTI Environmental Technology (4-8 October 1999),
Mid-Yorkshire Chamber of Commerce (1-5 November), Machine Tool Technologies Association (November 1999), Institute of Packaging (6-9
1999), Hull and East Riding Chamber of Commerce (December 1999), Northern Development Company (7-11 February 2000), Association of
British Health Care Industries (February 2000), Business Link Sussex (February 2000).
(b) The last occasion on which a Government Minister led a trade delegation to Indonesia was 18-22 October 1997, for the launch of
the Indonesian British Business Council.
There is one future trade mission planned by the Association of British Offshore Industries (29 November- 1 December 1999).
(c) Lord Clinton-Davis, then Minister for Trade, led a delegation of 10 Export Development Counsellors to Israel During British Week
in May 1998.
Future trade missions planned are Northern Development Company (26-30 April 1999), Sheffield International Trade Centre (9-12 May
1999), Dorset Business Link and South West Region (21-25 June 1999), British Link Kent (5-9 July 1999), Hull and East Riding Chamber

(11-15 October 1999), Business Link Herefordshire and Worcestershire (1-5 November 1999), Central and West Lancashire Chamber of
Commerce (22-26 November 1999), Business Link Stockport (17-21 January 2000), The Welsh Office (31 January-4 February 2000),
Lincolnshire County Council Economic Development Office (27-31 March 2000).
(d) The last occasion on which a Government Minister led a trade delegation to Jamaica was in June 1995 when the hon. Member for
Esher and Walton (Mr. Taylor) led an unsponsored CARITAG (Caribbean Area Advisory Group) and WIC (West India Committee) mission to
Jamaica, St. Lucia and Barbados.
Future trade missions planned are Hull and East Riding Chamber (Trinidad, Barbados and Jamaica, May 1999), British Consultants
Bureau (Trinidad, Barbados and Jamaica, October 1999), Bristol Chamber of Commerce (Trinidad, Barbados and Jamaica, November 1999)

Estonia
The Minister for Trade will be leading a trade mission to Estonia, Latvia and Lithuania from 26 to 30 April 1999. The mission will
look at opportunities for British companies in ports and railways development and it is hoped that more than 15 high level British
companies will take part in the mission.
No other trade missions are being passed by my Department.
Gambia
There have been no recent Ministerially led trade delegations to the Gambia.
My Department has no plans to support any trade missions to the Gambia.

Mr. Byers: I became Secretary of State at the beginning of this year. I will be making two major trade promotion visits later this
year--the first to China (including Hong Kong), and Japan and the second to India and Saudi Arabia. In addition, I will be visiting
Russia in May for the Intergovernmental Steering Committee on Trade and Investment.

Mr. Wilson: There has been no recent Ministerially-led trade delegation to Belarus or Botswana and none are planned in the near
future.
Lord Fraser of Carmyllie led a trade mission to Bolivia in November 1996 and I am planning a visit at the end of May 1999. A trade
mission run by the Energy Industries Council will also visit Bolivia in May 1999.
There have been no recent Ministerially-led trade delegations to Cambodia and none are planned in the near future. The British
Electro Technical and Allied Manufacturers Association are planning a trade mission in November 1999.
Lord Clinton Davis led a trade delegation to Chile in September 1997. The following trade missions are planned:

Mr. Wilson: (a) The last Government Minister to lead a trade delegation to Mexico was Lord Laing of Dunphail when President of the
Board of Trade in October 1996. I will be taking a trade delegation in June this year. Other trade missions planned are as follows:

Mrs. Laing: To ask the Secretary of State for Wales what plans he has for a trade mission to the United States of America. [72471]
Mr. Michael: The United States does not feature on the current Welsh Office trade mission programme. I shall be visiting the US on
an inward investment mission later this month.
Following the transfer of functions, this issue will be a matter for the National Assembly.
