Mr. Fabricant: To ask the Secretary of State for Northern Ireland what steps he is taking to promote the introduction of
high-technology manufacturing in Northern Ireland. [98771]
Mr. McFall: The Industrial Development Board for Northern Ireland (IDB), the agency charged with attracting inward investment,
continues its aggressive marketing and sales campaigns world-wide with particular emphasis on high-technology sectors such as
telecommunications, electronics and E-commerce. They are following up on last year's successful promotional tour in North America, a
year in which I am delighted to say they achieved a record number of new investments. The Industrial Development Board is also
working actively with local companies to encourage high added value investments and sustainable employment in these sectors.

Dr. Gibson: To ask the Secretary of State for Trade and Industry what success he has had in developing incubator companies of
clusters. [95857]
Ms Hewitt: My Department supports the UK Business Incubation Centre (UKBI), which promotes and encourages the uptake of business
incubation, spreads best practice and improves networking and coordination between incubators. DTI also supports some sectoral
incubation activities, for example through the Biotechnology Mentoring and Incubator Challenge and the Software Business Incubator
(a virtual incubator). In addition, the "Reach-Out" fund has invited proposals for enhanced interaction between Higher Education
Institutions and business, including support for university- based incubator facilities. Business incubators are often but not
exclusively, located within industrial clusters.
UKBI have commissioned a study, part-funded by my Department, which will help identify where and how incubator support policy has
assisted specific firms, such as high-technology businesses We await the result of this study with interest.

Mr. St. Aubyn: To ask the Secretary of State for Trade and Industry what steps he is taking to ensure that future legislation on
electronic commerce is able to cope with evolving technology. [95833]
Ms Hewitt: The Electronic Communications Bill, which will be introduced into Parliament in the next Session, is intended to be
technology neutral. Firstly, it will start the process of ensuring that electronic transactions are given the same legal status as
paper ones. Secondly it will establish a flexible legal framework which is capable of adapting to different ways of doing electronic
commerce and different methods of ensuring authentication, integrity and confidentiality of information. Our policies are designed
to increase our competitiveness by promoting electronic commerce, not a particular technology.

Mr. McNamara: To ask the Secretary of State for Defence what equipment is currently available that would detect from a low-flying

tunnel of less than 15 foot depth; how many such devices and at what cost have been purchased by HM forces; and how these devices
have been deployed in the past 12 months. [94627]
Mr. Spellar: [holding answer 19 October 1999]: The MOD has a number of surveillance sensors that can be mounted on low-flying
aircraft. These are designated to provide intelligence information on surface features and activities. They would, in some
circumstances, be capable of detecting recently disturbed earth but they could not directly detect the likely presence of buried
remains, arms of munitions. There is, however, ongoing research both in the Defence Evaluation and Research Agency and in the
private sector into the development of ground penetrating radar for airborne applications.
