Mr. Hancock: To ask the Secretary of State for Defence what levels of depleted uranium radiation were found on the Iraqi (a) main battle tanks, (b) other armoured vehicles (A vehicles), (c) soft skinned vehicles (B vehicles), (d) vehicle mounted artillery systems, (e) field artillery and (f) anti-aircraft gun systems recovered by British armed forces from the Gulf War and brought to the UK; and if he will make a statement. [142164] Mr. Spellar: Iraqi equipment of the types described was surveyed for the presence of radioactive material generally and was not tested specifically for depleted uranium (DU). These surveys would have detected any contamination levels at which special health and safety precautions defined in Statutory Instruments would have had to be introduced. No DU levels above five becquerels per square centimetre were found during Iraqi equipment monitoring and therefore no special precautions were needed under current or past legislation. Between 1985 and 1999, the relevant legislation was the Ionising Radiations Regulations 1985 and controlled and supervised contamination areas existed when DU contamination levels exceeded 60 and 20 becquerels per square centimetre respectively. Controlled contamination areas are those in which personal protective equipment is generally worn and where washing, monitoring and decontamination facilities are immediately available. Supervised contamination areas present a lower level of risk and the principal requirement is for these areas to be monitored to prove that contamination levels are not increasing towards controlled area levels. From January 2000, the corresponding controlled and supervised contamination area levels were increased to 82 and 27 becquerels per square centimetre respectively. This change results from the introduction of new legislation and a re-evaluation of dose coefficients by the International Commission on Radiological Protection.

[139654] Dr. Moonie: This is a matter for the Chief Executive if the Defence Procurement Agency. I have asked the Chief Executive to write to the hon. Member. Letter from Robert Walmsley to Mr. Mike Hancock, dated 28 November 2000: I am replying to your question to the Secretary of State for Defence on the current Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) capability and the Unmanned Air Vehicle (UAV) acquisition project. This matter falls within my area of responsibility as Chief of Defence Procurement and Chief Executive of the Defence Procurement Agency. The current ISTAR capability contributes in both the imaging and electronic analysis areas using a range of platforms across the three environments. These include the long range aircraft such as the SENTRY E-3D, tactical reconnaissance aircraft such as the Jaguar and the Royal Navy's Sea Harrier, and land-based systems such as the recently introduced ODETTE electronic support system. In the future, the Airborne Stand-Off Radar (ASTOR) platform with its synthetic aperture radar and moving target indicator capability as well as improved tactical reconnaissance systems and enhanced land and maritime electronic analysis systems, will be introduced into service. The PHOENIX system is currently the only UAV asset within the ISTAR inventory. Originally developed as a Target Acquisition and Surveillance system, PHOENIX has now completed two operational tours where it has been used as part of the overall requirements for ISTAR. Within the context of Smart Acquisition guidelines and to optimise the overall requirements for a future ISTAR capability, a series of studies is in place aimed at identifying the most effective mix of both manned and unmanned assets. With regard to UAVs, the WATCHKEEPER project, as a part of this overall investment analysis, is seeking to establish the most cost-effective whole-life solutions and the optimum balance of investment in new, existing assets or a combination of the two. The UAV programme is being managed by an Integrated Project Team (IPT) bringing together the main stakeholders who have an interest in the ISTAR assets and the products they deliver. Industry has been involved from an early stage in an open and constructive relationship and has assisted in the development of the emerging requirements.

Letter from Robert Walmsley to Mr. Mike Hancock, dated 21 November 2000: I am replying to your question to the Secretary of State for Defence about the vehicle based Mine-Detection, Neutralisation and Route Proving System. This matter falls within my area of responsibility as Chief of Defence Procurement and Chief Executive of the Defence Procurement Agency. On 30 and 31 October this year, the Defence Procurement Agency awarded contracts to Ultra Electronics Ltd. of High Wycombe, Buckinghamshire and to Hunting Engineering Ltd. of Ampthill, Bedfordshire respectively, for the Competitive Assessment Phase (CAP) of the Mine Detection, Neutralisation and Route Marking System Programme known as MINDER. Each contract is worth £6 million VAT inclusive. A bid was also received from BAE Systems (RO Defence, Leicester) which was not successful in the detailed tender assessment process. The initial capability for MINDER is planned to enter service in 2005, with incremental capability growth up to 2010. The purpose of the CAP is to determine the level of system performance that can be achieved in these timescales. The total cost of the MINDER programme is estimated to be £344 million.

[138978] Mr. Spellar: At the Submarine Centennial Conference (27-29 September 2000), the Ministry of Defence's Equipment Capability Customer organisation outlined the research programme to inform new equipment capabilities that will improve our ship, submarine and aircraft operational effectiveness, in support of littoral operations contributing towards a more joint defence capability. Rear Admiral Rob Stevens, Flag Officer Submarines, and members of his staff, also addressed the conference. The research programme includes work relevant to operations in littoral zones: hull-mounted sonar arrays; communications technologies; Recoverable Tethered Optical Fibre buoys; and mine detection and avoidance. We are also conducting research related to a network-centric concept of operations, and to improve connectivity and advanced intelligence, surveillance, targeting and reconnaissance capabilities. The aim is to integrate underwater assets fully with wider maritime, air and land forces. There is a large programme of research and development work under way specific to the underwater battlespace. Some highlights include research into multistatics, allowing ships, submarines and maritime aircraft to exploit each other's sensors; remote sensor active acoustics; long-range acoustic communications; remotely deployed sensor systems; static sensors and Underwater Unmanned Vehicles. These technologies have wide military utility, and commercial applications, which are also developing rapidly, will be taken into account.

[138310] Dr. Moonie: Within the Ministry of Defence the Defence Export Services Organisation (DESO) is responsible for co-ordinating Government support to industry in promoting sales of UK military equipment, with other parts of MOD assisting as required. Promotional events in the United Kingdom and overseas attended by defence personnel range from major defence equipment exhibitions and Defence Industry Days (DIDs) to demonstrations of individual items of equipment for potential customers. DIDs are held onboard HM ships when in foreign ports as part of the Fleet visit programme. There is no central record of visits to such events or the associated attendance costs and it is therefore not possible to provide the information requested.
