Mr. Peter Ainsworth: To ask the Secretary of State for Culture, Media and Sport what plans the Government have to fund transport and
other infrastructure improvements around (a) Wembley Stadium and (b) Picketts Lock. [141420]
Mr. Chris Smith: [holding answer 11 December 2000]: The transport and other infrastructure improvements needed for the new Wembley
Stadium, and to support the regeneration of the surrounding area, are being discussed by the Wembley Task Force. The funding for the
package of improvements will come from a number of different sources. Theses included the s106 agreement between the London Borough
of Brent and Wembley National Stadium Ltd., the Single Regeneration Budget and London Underground.
The transport and infrastructure improvements for the new National Athletics Stadium in Edmonton are currently being assessed by the
stadium project team, which includes UK Athletics and the Lee Valley Regional Park Authority and supported by the London Borough of
Enfield, as part of on-going feasibility work. It is too early to assess what improvements will be necessary or how the improvements
will be funded.

Mr. Cox: To ask the Secretary of State for the Environment, Transport and the Regions if he will list the major breakdowns on the
London Underground in the last 12 months. [137380]
Mr. Hill: This is an operational matter for London Underground (LUL) but they have provided the following information.
LUL keep a range of records of incidents on the London Underground system. They do not use the term "major breakdown" as such, but
the most appropriate measure to refer to is the record LUL have of operational or mechanical incidents which give rise to delays to
passengers of over one hour. For the purpose of answering this question a "major breakdown" is therefore taken to be an incident
which gives rise to delays to passengers of over one hour on the system, and is related to a failure of infrastructure or assets on
the system.
The table sets out, by line and by main categories of infrastructure or asset failure, the number of such incidents during the 12
months to 14 October 2000. The incidents are in practice very varied, and categories may inevitably overlap to some extent: for
example, track failures may be closely linked to signal problems, and train or track failures may be linked to power problems.
The table excludes incidents which are not related to a failure of infrastructure or assets on the system. These include a wide
range of instances: for example delays due to passengers reporting the smell of burning, or water on platforms, or broken glass roof
panels at a station.

Dr. Tonge: To ask the Secretary of State for International Development what recent reports she has received concerning the use of
oil revenue from Sudanese oil fields for development projects. [135109]
Mr. Foulkes: We have seen some evidence that revenue is being directed to investment, especially roads and power generation. The
Government of Sudan have also announced Sudanese Dinar 800m (US$ 3.118m) for development in the South through the Southern Sudan
Co-ordinating Council. We are pressing for further clarification and will keep the situation under close review.

Mr. Hill: Last July we published The 10-year plan for transport. This is a £180 billion investment plan to transform our transport
system over the next 10 years, remedying decades of under-investment and stop start funding. The plan will deliver a modern,
integrated transport system fit for the 21{st} Century.

Mr. Willis: To ask the Secretary of State for the Environment, Transport and the Regions if he will instruct Railtrack to make the
necessary infrastructure provision in order to establish a 30-minute service between Harrogate and York. [135073]
Mr. Hill: No. The Secretary of State has no powers to instruct Railtrack. The provision of such infrastructure is a matter in the
first instance for Railtrack and the train operating company, Northern Spirit. Condition seven of Railtrack's network licence
requires it to maintain, renew, replace, improve, enhance and develop the network to meet the reasonable requirements of train
operators and funders. The licence is enforced by the Rail Regulator.
Subsidy may be provided to the train operator through the franchise, and, subject to the Transport Bill currently before Parliament,
the Strategic Rail Authority (SRA) may procure schemes from Railtrack. To qualify for support a scheme would have to meet the SRA's
Planning Criteria.

Mr. Faber: To ask the Secretary of State for Culture, Media and Sport if he will make a statement on progress in the development of
the national athletics stadium at Pickett's Lock. [132369]
Kate Hoey: I chaired the first meeting of the Lee Valley Stadium Forum on 26 June. The purpose of the Forum is to keep Ministers and
interested parties up to date with developments and highlight any emerging difficulties which can then be dealt with through
separate discussions. The Forum includes representatives from the Lee Valley Regional Park Authority--the site's owners, UK
Athletics, Sport England, the Mayor of London, the London Borough of Enfield, the London Development Agency, the Government Office
for London and Transport for London. The British Olympic Association are also represented to ensure that any Olympic issues are
addressed. The next meeting of the Lee Valley Stadium Forum will be held on 2 October 2000.
The Lee Valley Regional Park Authority and UK Athletics have appointed consultants to undertake business and technical feasibility
studies for this project. Ernst & Young have been appointed to carry out a business feasibility study which will seek to identify
long-term revenue options, set out possible models for project delivery and highlight suitable management structures post World
Championships. Drivas Jonas have been appointed to conduct the various design and technical studies needed. This will include an
assessment of transport issues and environmental impacts. Both studies will be funded jointly by the National Lottery Sports Fund
and by the Lee Valley Regional Park Authority.
