Mr. Charles Clarke: Existing national policy, agreed with the Association of Chief Police Officers, on the conduct of police checks
relates to both England and Wales. Similarly, the Criminal Records Bureau, through which such checks will be possible from next
summer, will provide a service in both England and Wales.

Mr. Meacher: [holding answer 18 December 2000]:
I am currently considering, in conjunction with colleagues at the Department of Trade and Industry, the Department of Health, the
Scottish Executive and the National Assembly for Wales, the recommendations set out in the Health and Safety Commission's recent
report "Fundamental Review of the Gas Safety Regime: Proposals for Change".
My preliminary view is that the report's recommendations include useful measures for making further improvements to the safety
regime for the installation and use of gas. I am discussing the recommendations with my colleagues in Government along with more
radical proposals in certain areas. The Government will issue a statement in the new year on implementation.

Mr. Miller: To ask the Secretary of State for the Home Department when he will commence the Sexual Offences (Amendment) Act 2000 and
Part II of the Criminal Justice and Court Services Act 2000. [143685]
Mr. Straw: We are implementing both these important measures as quickly as possible because of the important equality and child
protection measures they contain.
The Sexual Offences (Amendment) Act 2000 will be commenced in England and Wales, and Northern Ireland, on 8 January 2001.
Commencement in Scotland is a matter for the Scottish Executive.
Part II of the Criminal Justice and Court Services Act will be commenced in England and Wales, and Northern Ireland, on 11 January
2001.

Ms Hewitt: The Department has held discussions with the Consumers Association and the scientific community about the different
results obtained from measurement tests of mobile phones hands-free kit. We have also discussed what further work could be
undertaken. We are all agreed that even with the difference in measurement, the phones that were measured with the hands-free kit
attached were still inside the exposure guidelines of the International Commission on Non-Ionizing Radiation Protection.

Mr. Mitchell: To ask the Secretary of State for Trade and Industry what plans he has to require manufacturers of television sets to
indicate on the sets that they are capable of receiving digital television. [141623]
Ms Hewitt: Consumers should be able to make an informed choice between purchasing an integrated digital television set and an
analogue television set that requires a set top box to receive and decode digital signals. The Trade Descriptions Act 1968 prohibits
the false or misleading descriptions of products, whether by means of a label or any other means, such as an oral statement.
Therefore, it would be an offence to describe a television set falsely, and if there are occasions when traders are misleading
consumers by describing analogue TVs as digital, I would urge consumers to take the matter up with their local trading standards
office. My Department has contacted the Local Authorities Co-ordinating Body on Food and Trading Standards (LACOTS) to establish the
nature and extent of any problem in this area.

Mr. Hood: To ask the Secretary of State for Trade and Industry what the outcome was of the Internal Market, Consumer and Tourism
Council held in Brussels on 30 November; and if he will make a statement. [141627]
Dr. Howells: I represented the UK at the Internal Market, Consumer and Tourism Council in Brussels on 30 November.
The Council reached unanimous political agreement on: the General Product Safety Directive (with the UK receiving confirmation from
the Commission that there would be no disproportionate burdens on charity shops); the Regulation on data protection within EU
institutions; and on technical aspects, apart from the language regime, of the Community Design Regulation.
The Council discussed the proposals for simplifying, clarifying and modernising the public procurement directives on works, supplies
and services; work will continue on this dossier. The Council agreed a declaration on Services of General Economic Interest to be
sent to the Nice Council and welcomed the Commission's proposals for a European Food Authority, also to be endorsed at Nice.
The Commission gave a progress report on implementation of the eEurope Action Plan; the Council approved the Presidency's report and
its list of indicators. Sweden and Belgium outlined Internal Market priorities for their Presidencies and the Commission presented
the latest version of the Single Market Scoreboard, which records member states' performance in transposing Single Market
directives.
There was a series of progress reviews on: promotion of consumer confidence in electronic commerce; the Community Patent, where the
Commission and a number of member states asked for speedy progress; distance marketing of financial services; and the labelling and
traceability of genetically modified organisms. The Presidency reported the results of the Internal Market Forum on 28-29 November,
which considered the participation of citizens and business in the Internal Market, and of the Lille conference on tourism and
sustainable development.

Mr. Peter Ainsworth: To ask the Secretary of State for Culture, Media and Sport what plans he has to extend the statutory protection
of historic wrecks. [141535]
Mr. Chris Smith: The Government are seeking the earliest suitable legislative opportunity to give English Heritage powers with
regard to underwater archaeology, including historic wreck sites designated under the Protection of Wrecks Act 1973, in the
territorial waters of the UK adjacent to England. This will put underwater archaeology in England on the same footing as land
archaeology, allowing underwater projects and sites access to English Heritage expertise and grant funds which are currently not
available to them.
