Mr. Dismore: To ask the Secretary of State for Education and Employment if he will publish the findings of the second stage of the
Quinquennial Review of Remploy Ltd. [144126]
Ms Hodge: The Department has completed the Financial Management Survey stage of the Quinquennial Review of Remploy. Copies of the
report have been placed in the Library and will be sent to key stakeholders and contributors to the consultation exercise. The
report will also be available on the DfEE website, www.dfee.gov.uk/remploy, early in the new year.
This part of the Review considered the relationship between the Government and the Company to ensure that it operates to the highest
standards in line with the commitment set out in the Modernising Government White Paper.
As we set out in the Prior Options report we shall undertake a further look at Remploy when we have evaluated the delivery of their
new Corporate Plan. We shall aim to begin this review in April 2002.

common fisheries policy. [142348]
Mr. Morley: The Government wish to see the maintenance of key features of the present arrangements, such as national quotas, based
on relative stability and access restrictions within national 6/12 mile limits. At the same time, we want to secure improvements to
make the CFP a more effective instrument for conserving fish stocks, including enhancing the regional dimension, integrating
environmental considerations more fully and reducing discards.

Liz Blackman: To ask the Secretary of State for Social Security if he will review the purpose and operation of the independent
living funds. [144281]
Mr. Bayley: It is Government policy to review periodically the need for and operation of Government agencies, non-departmental
public bodies and other sponsored bodies. In keeping with this policy we will shortly be commencing a review of the Independent
Living Funds (ILFs). This review will have the following terms of reference: To consider how the ILFs fit into overall Government
provision in support of independent living for severely disabled people; to consider whether within the broad envelope of available
funding the rules and conditions operated by the Funds make reasonable and equitable provision for severely disabled people to live
independently; to consider the administration of the Funds; and to make recommendations.
In addition to seeking the views of the Funds' Trustees, staff and clients we will also be conducting a public consultation
exercise. We will shortly be writing to relevant groups and individuals to invite their comments. Details of the review will also be
available on the internet at www.dss.gov.uk. Comments should be received by the Department by 16 March 2001 and should be sent to
ILF Review, DSS, 6th Floor, The Adelphi, 1-11 John Adam Street, London WC2N 6HT. Comments can also be sent by e-mail to
ilf.review@ms41.dss.gsi.gov.uk. It is expected that the result of the review will be announced in summer 2001.

Mrs. Lawrence: To ask the Chancellor of the Exchequer if the review of the Office of Government Commerce, including the quinquennial

Mr. Andrew Smith: The review of OGC which I announced on 12 July 2000, Official Report, column 595W, which also encompassed the
quinquennial reviews of CCTA and PACE due by the end of this year, has now been completed, and its recommendations have been agreed
by Ministers after endorsement by the OGC's Supervisory Board.
The objective of the review was to recommend an organisational structure which would best align the resources of OGC and its three
executive agencies-- CCTA, PACE and The Buying Agency (TBA)--to deliver successfully its vision and strategies. It involved an
extensive consultation with Departments and other customers, as well as with suppliers and other stakeholders including staff and
trade unions. The review proposes a more cohesive organisation, with a greater focus and capability for working with Departments to
achieve substantial value for money improvements in the Government's procurement budget.
From 1 April 2001, OGC will incorporate PACE and a number of CCTA functions, to provide a more unified organisation, working to a
common purpose. In addition, there will be a single trading fund, and executive agency of OGC, based on TBA together with the
catalogue and managed services activities in CCTA. This will mean ending the executive agency status of CCTA and PACE, and
incorporating some CCTA functions within TBA. To reflect this, subject to the laying of the necessary resolutions before this House,
TBA's name will be changed to "OGC buying.solutions" from 1 April 2001.
The result will be a more efficient and effective organisation which, while building on current strengths, will add and support new
capabilities to meet Ministers' and Departments' requirements. It will also have the flexibility to respond to new requirements.
This more unified organisation will improve OGC's ability to lead and support the procurement community.
TBA's financial year, which currently runs from 1 January until 31 December, is being brought into line with OGC. For this year
only, TBA will operate an extended 15 month accounting period ending on 31 March 2001. Thereafter, they will operate on an April to
March financial year. The Agency's financial target has been extended to cover the 15 month period, and it will be expected to
achieve a return on capital employed at an annual rate of 8 per cent. over the full 15 month period.
I have arranged for copies of the review to be placed in the Library of the House, and the review is also available on the OGC
website www.ogc.gov.uk.

Mr. Rooker: The Department will be publishing headline figures on fraud and error in Income Support and Jobseeker's Allowance every
six months, to cover October to September and April to March periods.
More detailed annual reports covering the financial year will also be published. These will also cover both ABR and QS results in
full.
The publication of all of these reports will follow National Statistics guidelines and publication will be pre-announced via the
Office for National Statistics.

Ms Jowell: In March this year my right hon. Friend the Prime Minister announced plans to develop a brand new agency which will
provide a single point of access for advice on looking for work and accessing benefits. The new agency will draw together the
Employment Service and those parts of the Benefits Agency dealing with people of working age. This announcement effectively overtook
the quinquennial review of the Employment Service which was planned to be undertaken this year in parallel with a review of the
Benefits Agency. Following consultation, my right hon. Friend the Minister of State at the Cabinet Office has formally agreed to
cancel the requirement for a quinquennial review of the Employment Service. My right hon. Friend the Secretary of State for Social
Security will be making a statement about the review of the Benefits Agency.

Angela Eagle: All executive agencies are required to undertake a formal review of their organisation every five years to examine
whether further improvements in customer service, use of modern technology and value for money could be made.
