Miss Widdecombe: To ask the Secretary of State for the Home Department what assessment he has made of the running of HMP Blakenhurst
since it was taken back into public sector control. [22260]
Beverley Hughes: The management of Blakenhurst prison was handed over to the Prison Service on 19 August 2001. None of the formal
inspections or assessments of performance have been made of the prison's management since that date. However, the prison has
operated smoothly.
Assessments of HMP Blakenhurst
All prisons, whether privately managed or directly managed, are subject to the following ongoing assessments:
HM Chief Inspector of Prisons (HMCIP)
HMCIP inspected Blakenhurst under UKDS management three times: in May 1984, October 1998 and January 2001. Blakenhurst is not
scheduled for inspection in 2001-02 and the new schedule for 2002-03 will not be finalised till May 2002. However, the Inspectorate
also carry out unannounced inspections.
Standards and Security Audits
The Area Manager is currently negotiating with the Standards Audit Unit with a view to arranging an audit in late summer or early
autumn 2002. The last such audit was in May 1999.
Board of Visitors (BoV)
BoVs report annually. The Blakenhurst BoV cycle is to report on the year ending in June.
Additional Service Level Agreement (SLA) Assessment
Monthly reports on compliance with the SLA are issued by the on-site Compliance Monitor; and
Regular SLA audits carried out at the prison by members of Contracts and Competition Group. The next audit at Blakenhurst is
scheduled for August 2002.

Beverley Hughes: The year one price for the Service Level Agreement (SLA) at Blakenhurst prison is £10,143,844. The additional
annual costs that have since been agreed amount to £58,000. There will also be a payment of £166,000 per year to cover Transfer of
Undertakings Protection of Employment regulations (TUPE) costs for the first three years of the SLA.

Beverley Hughes: The only new programme currently planned are for prisons designed, constructed, managed and financed by the private
sector at Peterborough and Ashford. Any requirement for new prisons beyond these will be for discussion in the current spending
review.

Mr. Bercow: To ask the Secretary of State for the Home Department if he will make a statement on progress toward the public service
agreement target for promoting an inclusive society with equal rights, responsibilities and opportunities for all. [16928]
Mr. Blunkett: The Government are committed to promoting and improving race equality in a number of ways and the promotion of race
equality within the provision of services to the public is a key priority. In support of this priority, the Government are driving
forward a programme of initiatives to provide a new legislative and administrative framework to deliver improvements to race
equality in the public sector.
The Race Relations (Amendment) Act 2000 provided new laws for race equality and strengthened the Race Relations Act 1976, outlawing
race discrimination in all public functions, with only limited exceptions. Orders laid before Parliament on 24 October extend the
list of bodies to which the general duty applies and impose specific duties on key public bodies to ensure their better compliance
with the general duty.
The Government will publish their third edition of Race Equality indicators on public services early next year. Race Equality in
Public Services is an annual publication which brings together key performance management data from across the range of government
departments. The basket of indicators included in the document will be used to measure progress in achieving race equality.
The first edition was published in March 2000, the second in February 2001. The third edition is due to be published in
February/March 2002.
The Government believe that these measures provide a framework for increasing the representation of minority ethnic communities in
public life.

Mr. Charles Clarke: Details of funding for crime reduction, community safety and drugs prevention are in the table.
Regeneration is a matter for the Secretary of State for the Environment, Transport and the Regions (DETR).
West Midlands police received £2,791,185 in 2000-01 from the Crime Fighting Fund (CFF) for the recruitment of police officers over
and above previous plans. Estimated CFF provision for 2001-02 is £7,397,000 but the amount may vary according to the success of the
force's recruitment efforts and the timing of recruitment. They also received £3.3 million from the Police Modernisation Fund in
2000-01 to target robbery specifically, of which £50,000 has been allocated to Walsall.
Grant supported funding from the Home Office and the DETR for the West Midlands police has been as follows: 1996-97 £344 million;
1997-98 £353.4 million; 1998-99 £371.9 million; 1999-2000 £380.6 million; 2000-01 £392.7 million; 2001-02 £409.7 million.

Mr. Hope: To ask the Secretary of State for the Home Department if he will make a statement on resources to help more people to
volunteer or become involved in their communities. [144928]
Mr. Boateng: My noble Friend the Lord Falconer of Thoroton and I are announcing tomorrow our plans to deliver the investment and
outcomes proposed by the Active Community Cross Cutting Review.
The Active Community Settlement, announced by my right hon. Friend the Chancellor of the Exchequer in July 2000, includes £60
million over three years to support new volunteering opportunities in the public sector.
Departments were invited to match the funds available. As a result, funding over the next three years on new public sector
volunteering opportunities will amount to at least £120 million. Details of a range of projects are being placed in the Library on
Thursday 11 January 2001.
Many of the projects are specifically targeted at enabling those aged 50 and over to get actively involved in their communities as
part of a National Experience corps. We hope to capture the wealth of experience this age group has to offer the community.
My noble Friend Baroness Greengross of Notting Hill has agreed to act as Chairman for a new Advisory Group charged with developing a
blueprint for a National Experience Corps, which we intend to launch in April this year. Membership of the Advisory Group and its
remit will also be placed in the Library.
The Active Community Settlement includes £35 million revenue and £25 million capital over the three years from April 2001 to
modernise the infrastructure of voluntary and community organisations, to improve publicity and marketing for volunteering and to
develop the national structure and standards governing mentoring.
Community involvement will also be enhanced as a result of new investment in community groups and through the local network of
Children's Funds-- announced by my right hon. Friend the Chancellor of the Exchequer as part of SR2000. The overall package
represents a significant new investment in volunteering and community involvement--£120 million for public sector volunteering
opportunities, £60 million towards mentoring, marketing and capacity building, £50 million for community groups in deprived areas
and the £70 million which has already been announced for Children's Funds.
