Dr. Julian Lewis: To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment his Department has made of the
risk of former Soviet bloc (a) nuclear and (b) chemical/biological warfare scientists selling their skills to foreign regimes.

Mr. Bradshaw: It is estimated that there may be many thousands of Russian nuclear and chemical and biological warfare scientists who
have lost their jobs or who face the prospect of losing their jobs in the next few years. The possibility that these scientists may
sell their skills to foreign regimes is one that the UK takes seriously. To address this, UK funds are directed, through the
European Union, to the International Science and Technology Centre (ISTC). The ISTC was set up in 1994, following an agreement
signed by the EU, US, Japan and the Russian Federation, to stem the possibility of recruitment of former Soviet scientists by
potential proliferators, through the funding of non-weapons related research at former defence institutes.

As National Statistician, I have been asked to reply to your question on migration to and from the constituent countries of the UK.
Tables 1&2 show inward and outward international migration by UK and non-UK EU citizens for the last 10 calendar years for which
data are available. Citizenship data are not available for internal migrants, i.e. those moving within the constituent countries of
the UK.
Table 3 shows the number of total migrants moving from and to England, Scotland, Wales, N. Ireland, rest of EU, and rest of the
world. Data for the Irish Republic are not available separately and are included with the rest of the EU.
Net migration for an individual country can be derived from the table by subtracting total outflow from a country, from total
inflow, for example, the net figure for England for 1999 is 170.3 thousand i.e. the inflow (528.4 thousand) minus the outflow (358.1
thousand).

Mr. Grogan: To ask the Secretary of State for Health (1) how many travel grants have been made to fund visits to Britain by former
child migrants to Australia; [157236]
(2) what the total cost is of travel grants made from the Special Travel Fund set up to finance a single visit to see family members
in Britain by former child migrants to Australia. [157235]
Mr. Hutton: As at 31 March 2001, 126 former child migrants have travelled from Australia with assistance from the Government funded
Child Migrant Support Fund. The total cost of their travel/subsistence was £214,000.
