Mr. Hoyle: To ask the Secretary of State for Trade and Industry when the outcome of the second stage of the Quinquennial Review of
the six grant-awarding research councils will be announced; and what its principal conclusions are. [21320]
Ms Hewitt: I am pleased today to announce the outcome of the second stage of the Quinquennial Review of the six grant-awarding
Research Councils. I shall be placing a copy of the stage 2 report in the Libraries of both Houses.
Quinquennial reviews are conducted in two stages. I announced the outcome of stage 1 on 19 July. It concluded that the six
grant-awarding Research Councils should continue to be executive non-departmental public bodies.
I welcome the thrust of the stage 2 report and its recommendations and accept the review's main conclusions that: the Research
Council system is working reasonably well; to deal with the increasing pace of scientific change and complexity of national and
international arrangements, the Councils need to be capable of acting and speaking as one, and of promoting new and increasingly
multidisciplinary science; they also need to do business with their key stakeholders in more convergent ways and in line with
modernising Government principles; there should be a new strategy group comprising the Council chief executives and the Director
General of the Research Councils to achieve these aims, and to provide a framework for cross-Council working at all levels; with a
clearer identity and mission, the Councils as a group will be able to develop closer links with the other major science funders,
including the Funding Councils, Government Departments and the major charities; they will also be able to work more closely with
other key stakeholders, including the universities and the business and public service organisations which use their research and
trained people; to capitalise on these stronger relationships and closer working, and to ensure delivery of key objectives, the
Research Councils and DTI need to develop a stronger strategic framework for science and a long term strategic `road map' towards
which the full range of players in science can direct their efforts.
It will be for the Research Councils, working closely with my Department, to implement the review's detailed recommendations. Once
this is completed, I am confident that the effectiveness of science budget expenditure will be enhanced.
I am grateful to all those who contributed to this Quinquennial Review, in particular the members of the review steering group,
working groups, and Research Council staff.

contractors, and through them sub-contractors, commissioned by her Department. [19304]
Margaret Beckett: [holding answer 29 November 2001]: In deciding whether to let contracts, one of the aspects considered by
scientists in the Department is the need for suitable and relevant quality assurance in relation to the project or projects
proposed. As indicated in the reply of 23 November 2001, Official Report, column 514W, the need for contractors and their
sub-contractors to meet quality standards schemes appropriate to the science projects is evaluated. However, there are substantial
and wider aspects to assessing and assuring the quality of science we commission. Chief among these are the processes of prior peer
review, by national and international experts in the field, of many proposals put to us; the advice of independent expert committees
and advisory bodies; the work of interdepartmental committees; the detailed departmental monitoring of all science projects in
progress, including formal review on their quality, progress, outputs and direction; and the growing programme of ex post facto
evaluations of the impact of programmes of work. In monitoring and evaluation, the Department is again assisted by external and
independent scientific input. Finally, the overall scientific quality of the work of most of our individual contractors--such as our
own agencies, the institutes of the Research Councils and the universities--is assisted by independently run science audits or the
audits provided through processes such as the DfES Research Assessment Exercise.

Dr. Kumar: To ask the Secretary of State for Education and Skills what steps have been taken to provide female students at all
levels with women role models who have succeeded in traditionally male dominated fields. [16265]
Margaret Hodge: A number of steps have been taken, both by my Department and other Government Departments, as well as by
institutions in the education sector, to provide both women and men with role models to encourage them to learn, train and work in
non-traditional fields.
For example, as a result of a very successful pilot programme offering girls work experience in non- traditional work areas such as
construction, engineering, IT and telecommunications, my Department is taking forward taster days for girls and is currently working
with the national education business partnership network on a roll-out of the programme for girls at key stage 4.
The science and engineering ambassadors scheme is being launched in January 2002 as part of Science Year and has been jointly
developed by DfES/DTI. It will give more young people the opportunity to interact with female role models who are practising
scientists and engineers. The DTI, through the work programme of its promoting SET (science, engineering and technology) for women
unit and engineering policy unit enables organisations such as the SETpoints, the careers education and business partnerships, Let's
Twist at Bradford college and the WISE campaign to run events with women scientists and engineers, produce posters and magazines
such as SPARK that promote positive images of women in non-traditional careers. Science Year is particularly targeting some of its
resources and publicity at girls. For example, television advertisements and a careers video have featured girls and women. The
faces of modern science photographic project includes a large number of role models for all under-represented groups and will result
in the production of a book for use by careers advisers and Connexions officers.
Many colleges and training providers are actively engaged in programmes to attract more women into male dominated fields and a
number of initiatives funded by the European Social Fund involve the use of women role models. WISE, mentioned above, the
Association for Women in Science and Engineering, the Women's Engineering Society and the British Council are all proactively using
women role models from within industry as a mechanism for encouraging other women to study in non-traditional fields.
We are also encouraging men to undertake work in areas where they are under-represented, such as child care. The second phase of our
national recruitment campaign, "Do Something You Love for a Living" is actively promoting the recruitment of men and people from
ethnic minority backgrounds into the work force while placing a heavy emphasis on training and qualifications. We featured a male
nursery nurse in one of our advertisements and screened this at times when there was likely to be a large male audience. Men are
also featured in the campaign booklet and accompanying case studies and research into the effectiveness of the campaign showed that
the advert featuring the man was the best-recalled one. Aside from raising the status of working in the sector, the focus on
training and qualifications should encourage more men to respond to the campaign.

DEFRA commissions research with several hundred contractors, and through them many sub-contractors. The UK Accreditation Service
standard is just one of a number of quality standards which such contractors may apply and meet. My Department does not hold
information on its hundreds of contractors and it could not be provided except at disproportionate cost.
