Mr. Cousins: To ask the Secretary of State for Defence what steps he has taken to agree (a) common military testing programmes and (b) common use of testing sites with other European nations. [20904] Dr. Moonie: [holding answer 5 December 2001]: The UK is a signatory to the four nations Memorandum of Understanding (MOU) (with the United States, France and German) relating to the Mutual Acceptance of Test and Evaluation for the Reciprocal Procurement of Defence Equipment under which we jointly agree testing standards known as ITOPs (International Test Operating Procedures). These permit us to test defence equipment to a fixed standard. The results of testing equipment using these standards are accepted by the signatories to the MOU thus saving the costs of multiple tests. A number of ITOPs have been used as the basis for NATO standards. The UK is one of the leading members of the Western European Armaments Group Sub Group on Test Facilities (SGTF). To assist the common use of testing sites, this group has developed a detailed database describing all the Government-owned defence test and evaluation facilities covering 15 European nations. Further additions to this database are expected in the coming year from new member nations. In addition, SGTF has developed an umbrella MOU to facilitate, on a payment basis, the use of other nations' facilities. Separately, the group is tasked by Defence Ministers, through the national armaments directors of the nations, to produce a European strategy for meeting future test requirements. This strategy may also include the possibilities for the rationalisation of test facilities.

Mr. Hancock: To ask the Secretary of State for Defence what drugs were combined in the vaccine used in the immunisation programme for armed forces personnel in the Gulf War; how many personnel were immunised with the vaccine; whether there were any advance tests done of the effects of combining the drugs into one vaccine; and if he will make a statement. [19765] Dr. Moonie: The immunisation programme for armed forces personnel in the Gulf conflict involved a number of vaccinations. These can be divided into three categories: those which were part of the anti-biological warfare (BW) immunisation programme; routine service health immunisations and third, travel and specific immunisations against the risks associated with individuals' particular employment. Details of the anti-BW immunisation programme, including datasheets on the vaccines used, were published in the Ministry of Defence paper: "Background to the Use of Medical Countermeasures to Protect British Forces during the Gulf War (Operation GRANBY)" in October 1997. A further paper entitle: "Implementation of the Immunisation Programme against Biological Warfare Agents for UK Forces during the Gulf Conflict 1990-91" dated January 2000 provides details on how the anti-BW immunisation programme was implemented, including estimates of the numbers immunised. Detailed information on the numbers of routine service, travel and employment specific immunisations administered is not available. Copies of both documents are available in the Library of the House and on the MOD's website at: www.gulfwar.mod.uk. As the January 2000 paper makes clear, some individuals would have received a typhoid and tetanus vaccination which is routinely given as one combined immunisation referred to as TABT (typhoid, paratyphoid strains A and B plus tetanus). All of the other immunisations were administered singly. No tests were carried out in advance of the effects of combining a number of drugs into a vaccine because no such combination was intended. Details of such tests as were carried out in advance are set out in the October 1997 paper; some of these are being replicated in MOD's vaccines interactions research programme which is studying whether the vaccines used to protect UK personnel during the Gulf conflict can give rise to adverse health effects. This work is due to complete in 2003. The findings will be published in scientific literature.

Mrs. Ann Winterton: To ask the Secretary of State for Environment, Food and Rural Affairs if she will make a statement on the level of testing of sheep brains for BSE and scrapie; and when she expects to publish the results of the next round of testing. [18209] Mr. Morley: Between November 2000 and the end of September 2001, 465 sheep scrapie suspects have been tested at the VLA. 284 were found to be positive for scrapie; none have given results indicative of BSE. The Department is also strain-typing, using mouse bioassay, brains from scrapie-infected sheep collected since 1996. In about 180 cases, experiments have reached the first point at which, if BSE was clearly present, it might have become apparent. It has not done so, although the work is still on-going and experiments cannot therefore be interpreted as excluding the presence of BSE. It is likely to require several more years before the strains can be definitively identified. The outcome of all investigations, whether research or surveillance, are kept under continual review, and guidance sought from SEAC where necessary. We will continue to put all our research into the public domain at the earliest opportunity. In the new year, the Department will be launching an abattoir survey and a fallen stock survey to test for TSEs, including scrapie, some 23,000 sheep aged over 18 months. This is part of an EU-wide programme designed to give information on the incidence of scrapie and other TSEs in the European Union. Quantitative data in terms of numbers of animals tested, and number positive, will be reported regularly to the European Commission in accordance with our statutory obligations. This information will also be put in the public domain. Qualitative analysis, whether in terms of the prevalence of scrapie infection in the population sampled, or the nature of any scrapie identified, will under normal circumstances require completion of the survey, and possible further investigations.
