Norman Baker: To ask the Secretary of State for Environment, Food and Rural Affairs what information she has collated on recycling rates within the OECD for (a) glass, (b) plastic and (c) total waste stream in each year since 1990. [81591] Mr. Meacher :[holding answer 20 November 2002]: The United Kingdom contributes statistics on waste arisings and recycling rates to the OECD every two years. These are published in "OECD Environmental Data". The most recent publication detailing these figures for OECD countries is 1999. The Department for Environment, Food and Rural Affairs has contributed more recent figures but these have not yet been published. The relevant pages for glass are detailed in the table. Figures are not available for plastic or total waste recycled. Mr. Sayeed: To ask the Secretary of State for Trade and Industry if she will make a statement on the effect that recycling has had on the pulpwood industry over the last five years. [74571] Mr. Wilson: The amount of recycled fibre used in the pulpwood industry in recent years has increased significantly and as a result the demand for virgin pulp has remained fairly static even though demand for paper has increased significantly. In 1983 UK paper mills used 1.8 million tonnes of recovered fibre, rising to 4.3 million tonnes in 1996 and peaking at 4.9 million tonnes in 2000. In 2001 the 87 pulp, paper and board mills in the UK used 4.6 million tonnes of recovered fibre in producing 6.2 million tonnes of paper giving a 74 per cent. utilization rate for recovered fibre, the highest level in the EU after Spain. The growth in the use of recovered fibre has generally mirrored growth in production tonnages, whereas the amount of primary UK produced pulp and imported pulp used in the production of paper has remained relatively static since 1990 with between 0.5-0.6 million tonnes of UK produced pulp and between 1.6-1.7 million tonnes of imported pulp being used annually. A voluntary agreement by the Newspaper Publishers Association to increase the recycled content of newsprint to 60 per cent. by 2001 was achieved ahead of schedule. An average 63.5 per cent. recycled content was obtained. This coupled with the targets defined in the Packaging and Packaging Waste Regulations 1997 (Amendment) has significantly contributed to the leading UK position. These regulations facilitated an investment of £73 million into the paper industry between 1999-2001 from the sale of Packaging Waste Recovery Notes (PRNs) and Packaging Export Recovery Notes (PERNs).

[71108] Mr. Meacher: [holding answer 19 July 2002]: Recycling data are collected in the Department's annual Municipal Waste Management Survey 2000-01. The total tonnages collected for recycling for different materials are listed below for all London boroughs and the four London Waste Disposal Authorities. Recycling rates are not available for individual materials. Separate recycling tonnages are not available for wood. The Government's Waste Strategy 2000 established national targets of recycling or composting at least 25 per cent. of household waste by 2005, 30 per cent. by 2010 and 33 per cent. by 2015. These targets are not material specific. To underpin the national targets, we have set challenging statutory performance standards for recycling or composting household waste for each local authority in England. Authorities must, on average, double their 1998-99 recycling rate by 2003-04 and triple their 1998-99 rate by 2005-06. The Producer Responsibility Obligations (Packaging Waste) Regulations 1997 (as amended) set annual recovery and material-specific recycling targets for certain businesses. The Home Office has recently made the use of recycled paper for photocopiers, printers and facsimile equipment compulsory. This mandate applies to the core Home Office and should result in around 40 per cent. of all paper purchased by the Department as a whole being recycled. This percentage may increase shortly: the Prison Service has issued guidance to their procurement staff encouraging them to use recycled paper and the United Kingdom Passport Agency and the Forensic Science Service are at present considering whether to make its use compulsory. (b) Figures are not available for the proportion of other goods purchased by the Home Office that were derived from recycled paper.

Sue Doughty: To ask the Solicitor-General what proportion of (a) paper and (b) other goods purchased by her Department was recycled paper in each year since 1997; what the annual total cost of these purchases was; what plans there are to increase these proportions; and if she will make a statement. [65768] Solicitor General: In relation to the Departments for which the Attorney General is responsible, the information available is as follows: The Crown Prosecution Service has a policy of purchasing recycled paper wherever possible. The paper provided under the Department's central contract for office use is 100 per cent. recycled--approximate cost £500,000. Of the products supplied under the central contract for supply of other paper-based products, in 2001-02 82 per cent. by volume (approximate cost £80,000) contained an element of recycled content (ranging from 35 per cent. to 100 per cent. pre- and post-consumer waste). The Department does not hold information on recycled paper usage back to 1997. The Treasury Solicitor's Department is able to reply only in general terms, as records have not been, and are not, kept in such a way as to provide this information. Since 2000, 100 per cent. of white paper purchased has been from recycled stock. The Agency budgeted £100,000 for paper in each of the last two financial years and although the spend on white paper cannot be separately identified, it does make up the bulk of the figure. Other recycled products bought are not on record, though contracts specify that suppliers should have regard to environmental factors when providing goods to the agency. There are at present no specific plans to increase the proportion of recycled goods procured but the Agency is always ready to consider means of "greening" its operations when it can do so in an efficient and cost-effective way. The Legal Secretariat to the Law Officers, is small and paper usage is comparatively low. Although recycled paper has been used in the past, purchases must be made on a best value for money basis. Until recently, the cost and quality of recycled paper did not provide this compared to virgin paper from sustainable resources. However, recycled paper appears to have improved in both quality and price and the Department has recently recommenced the purchase of recycled paper. The Serious Fraud Office does not currently purchase recycled paper but will consider the matter again in the light of improvements in price and quality.

[65699] Maria Eagle: The Department for Work and Pensions was formed in June 2001. In 2001, the former Department of Social Security produced 24,000 tonnes of waste, of which 37 per cent. was recycled. The vast majority of recycled waste was paper. No waste was composted. Details are not available prior to 2001. For 2002, figures show that paper recycling has risen to 55 per cent. of the total waste produced, amounting to 16,172 tonnes. We plan to extend our paper-recycling scheme across the whole Department in the coming year. Redundant office furniture is recycled by DWP's estates partners wherever possible. Metal components are reused and desktops are pulped and recycled where possible. Volume figures are not available for this. Surplus IT equipment is refurbished and reused wherever possible. This is facilitated by the Disposal Service Agency, and the refurbished equipment is then distributed through the Computers Within Reach initiative. DWP as a whole does not currently separate plastics and aluminium cans from the general waste stream, although local schemes to recycle waste are encouraged and are in place at a number of locations. We plan to examine the potential for a national scheme to recycle these waste streams. In addition to the recycling initiatives in place, staff are also actively encouraged to reduce the amount of waste that they generate.
