That this House is horrified that Sudan's long running civil war has killed over two million people and displaced over four million since 1983 and has created a development disaster in large parts of that country; welcomes recent progress in Sudan's IGAD peace process, on important issues such as self-determination for southern Sudan and separation of church and state, and in the shape of an agreement on humanitarian access for the UN's Operation Lifeline Sudan, and of the current military stand-down; congratulates the Government of Sudan and the Sudan peoples Liberation Movement/Army special representative to Sudan Alan Goulty, his Foreign Office colleagues, the Norwegian and US observers, and the IGAD mediator General Sumbeiywo of Kenya on their roles in this progress; hopes that a just and lasting peace agreement can be secured including a referendum for the people of southern Sudan, a fair and equitable share of power and wealth, and far greater respect for democracy and human rights; calls on the international community closely to monitor the agreement on humanitarian access and the military stand-down in order to curtail the war's devastating effect on civilians; and calls on the UK Government and other donors to work together to put resources into education, health and other projects to strengthen communities and build civil society across Sudan.
